AN URGENCY ORDINANCE OF THE CITY OF CYPRESS AMENDING
ORDINANCE NO 90, THE ZONING ORDINANCE, BY ZONING
CERTAIN PARCELS OF LAND TO H -C (HIGHWAY COMMERCIAL)
AND R-4 (HIGH DENSITY MULTIPLE -FAMILY RESIDENTIAL)
UPON ANNEXATION TO THE CITY OF CYPRESS
THE CITY COUNCIL OF THE CITY OF CYPRESS DOES ORDAIN AS FOLLOWS
Section 1 Ordinance No 90, the Zoning Ordinance of the City
of Cypress hereby is amended by placing the property described in
Section 2 hereof in the H -C (Highway Commercial) Zone and by placing
the property described in Section 3 hereof in the R-4 (High Density
Multiple -Family Residential) Zone
Section 2. The Property which is placed in the H -C Zone is
described as follows:
Being a portion of Sections 9 and 16 Township 4 South
Range 11 West, San Bernardino Base and Meridian, as shown on
a map recorded in Book 51 page 11 of Miscellaneous Maps,
Records of Orange County, State of California more parti-
cularly described as follows
Beginning at the intersection of the west right of way line of
Grindlay Street of 60 feet in width, and the north line of the
Sig of the NWS of the NWS of said Section 16 as said intersection
is shown on the map of Tract No 5337 recorded in Book 219 at
Page 39 of Miscellaneous Maps filed in the office of the County
Recorder of said Orange County and said point of intersection
also being a point in the boundary line of the City of Cypress
as established by the Schipper Annexation No 5 Ordinance No
35. thence South 89°41'30" West 1287 09 feet to intersect the
easterly right of way line of Moody Street, said easterly right
of way line being parallel with distant 30 00 feet easterly as
measured at right angles to the west line of said Section 16•
thence North 0 22'23" west, departing from the said City
boundary line 508 11 feet more or less along said easterly
right of way line to intersect the south line of the northerly
175 feet of said Section 16• thence North 89°47'27" East, 10 00
feet along last named south line to intersect an easterly right
of way line of said Moody Street said easterly line being parallel
with distant 40 00 feet easterly of the west line of said
Section 16, thence North 0°22 23' West 115 00 feet more or less
along said easterly right of way line to intersect the south
line of the north 60 00 feet of said Section 16, thence North
44°42'32" East 14 12 feet more or less to intersect a line
parallel with, distant 50 feet easterly of the west line of
said Section 16, thence North 0°22'23' West, 50 00 feet more
or less along said parallel line to intersect the north line
of Section 16• thence North 0°23'15" west 330 00 feet, more or
less, along a line parallel with distant 50 00 feet easterly
of the west line of Section 9, said parallel line being an
easterly right of way line, and the southerly prolongation
thereof of aforesaid Moody Street to intersect a southerly
boundary of Tract No 3618 as said Tract No 3618 is shown on
a map recorded in Book 131 pages 1 thru 3 of Miscellaneous
Maps filed in the office of the said County Recorder thence
along the following 3 courses of said Tract No 3618, North
89°47'55" East 359 00 feet, South 0°23'15" East 39 60 feet,
North 89°47'55" East 607 50 feet to the most southeasterly
corner of said Tract No 3618, said corner being a point in
the boundary line of the City of Cypress as established by the
Watson Annexation, Ordinance No 272, thence South 0°22 45'
East, along the southerly prolongation of an east boundary of
said Tract No 3618 and along the said City boundary line,
a distance of 224 40 feet, more or less to intersect the
northerly right of way line of Lincoln Avenue, said right of

way line being parallel with distant 66 00 feet northerly as
measured at right angles to the south line of said Section 9
said south line having a bearing of North 89°47'55" East as
shown on the map of said Tract No 3618• thence North 89°47 55
East along said northerly right of way line and the said City
boundary line 295 00 feet• thence North 44°46'39' East, 7 00
feet to intersect the northerly prolongation of the west right
of way line of aforesaid Grindlay Street, said West right of
way line being parallel with distant 30 00 feet westerly of
the east line of the W1 of the NWS of said Section 16,
thence South 0°23'08" East departing from the said City
Boundary along the said northerly prolongation and the west
right of way line of Grindlay Street 751 74 feet to the point
of beginning EXCEPTING the following which shall be zoned
as "R-4" (High Density Multiple -Family Residential)
The North half of the Northwest quarter of the Northwest quarter
of Section 16, Township 4 South Range 11 West in the Rancho
Los Coyotes as shown on a map recorded in Book 51, page 11 of
Miscellaneous Maps, Records of Orange County, California
EXCEPT the East 619 81 feet thereof,
EXCEPT the West 236 00 feet of the North 330 00 feet thereof,
EXCEPT from the remainder, the Northerly 340 00 feet of the
portion lying Easterly of the Westerly 236 00 feet
Section 3 The property which is placed in the R-4 Zone is
described as follows
The North half of the Northwest quarter of the Northwest quarter
of Section 16, Township 4 South, Range 11 West, in the Rancho
Los Coyotes, as shown on a map recorded in Book 51 Page 11 of
Miscellaneous Maps Records of Orange County, California
EXCEPT the East 619 81 feet thereof,
EXCEPT the West 236 00 feet of the North 330 00 feet thereof,
EXCEPT from the remainder, the Northerly 340 00 feet of the
portion lying Easterly of the Westerly 236 00 feet
Section 4. This ordinance expressly is declared to be an
urgency measure designed to preserve the public peace, health, safety,
and welfare of the residents and property owners within the City of
Cypress, and shall take effect immediately upon the date that the
annexation of such territory to the City of Cypress designated as
Annexation 67-3 becomes effective and shall be effective thereafter
for a period of 90 days or until a regular zoning ordinance putting
such property into the same or deferred zones is effective, whichever
shall first occur
Section 5. The City Council hereby declares that the following
facts constitute the urgency requiring this ordinance to take effect
as an urgency ordinance
The property which is the subject of this ordinance
comprises the territory within the Annexation to the City of
Cypress designated 'Annexation No 67-3 Such annexation
will become effective before a regular zoning ordinance
placing such property into a zone under Ordinance No 90
the Zoning Ordinance, can become effective The Zoning
Ordinance of the County of Orange will become ineffective
upon the completion of such annexation Therefore, unless
this ordinance is adopted as an urgency measure, there will
be no zoning for such property for a period of time There

are pending commercial and other developments upon such
property which require that the property be zoned as
provided herein Tite Planning Department and Planning
Commission of the City of Cypress is considering or
studying or intends to study within a reasonable time,
a contemplated zoning proposal, and the zoning provided
herein will prohibit any uses which may be in conflict
with such contemplated zoning proposal
PASSED AND ADOPTED by the City Council of the City of Cypress at a
regular meeting held on the 26th day of December, 1967
