Minutes 2000-09-26MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CYPRESS CITY COUNCIL HELD September 26, 2000 The adjourned regular meeting of the Cypress City Council was called to order at 5:35 p.m. by Mayor Piercy in the Board Room, West Wing of City Hall, 5275 Orange Avenue, Cypress, California. PRESENT: Council Members Keenan, McCoy (arrived at 5:42 p.m.), Sondhi, Mayor Pro Tem McGill, Mayor Piercy ABSENT: None Also present were City Manager Importuna, Assistant City Attorney Slater, and staff members Felise Acosta, Alice Angus, Ted Commerdinger, Ida Ruiz, and Richard Storey. The Community Development Director presented a Workshop discussing the Owner Participation Rights at the Los Alamitos Race Track and Golf Course Redevelopment Project Area. Aerial pictures of the area, approximately 35-45 acres on the northwest corner of Katella and Walker, were shown. The Community Development Director stated that in developing uses for the project area, the goals and needs of the business community and residents, along with strategic plan goals and objectives set by the City Council, were incorporated to develop potential uses that will provide a long-term revenue stream. The current plan designates the area for a business park and office professional uses with limited commercial uses. Staff has compiled a description of some of the major components or uses for the Town Center Masterplan that would provide a unified development. The Community Development Director briefly described the process that the City must go through relating to Owner Participation Rights. Rights must be given to current owners and tenants to participate in the redevelopment plan. All owners would be approached through letter format to find out participation interest and then have 30 days to respond. If a number of owners are interested in participating, then the next step would be a follow-up meeting to provide more specifics both from the City and the owners. An owner participation agreement would then be negotiated. If there is not any interest, then a third party developer would be sought out to enter into a Development and Disposition Agreement. The Community Development Director requested direction and authorization from the City Council to send out participation interest letters that would include a project description. It was moved by Council Member McCoy and seconded by Council Member Keenan, to direct staff to proceed with offers of owner participation rights to each of the land owners within the proposed town center masterplan area of the Los Alamitos Race Track and Golf Course Redevelopment Project Area. ADJOURNMENT: Mayor Piercy adjourned the meeting at 6:07 p.m. to Monday, October 2, 2000, at 5:30 p.m., for a Workshop Session on Street Trees and Sidewalks Policy, in the Board Room, West Wing of City Hall, 5275 Orange Avenue, Cypress, California.
