RESOLUTION NO 1853
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
ESTABLISHING POLICIES AND PROGRAMS IN SUPPORT OF WATER
CONSERVATION
WHEREAS, due to the lack of normal rainfall and snow storms,
the State of California is facing serious water shortages in both
urban and rural areas of the State, and
WHEREAS, Orange County, through programs developed over many years
by southern California water agencies, will have an assured water supply
in the event of the continued drought conditions, and
WHEREAS Governor Brown has asked for the cooperation and active
participation of all public officials and residents of the State of
California in conserving water supplies. and
WHEREAS conservation measures are clearly required to prudently
protect the water resources available to the southern part of the State
in the event the drought continues for an extended period of time, and
WHEREAS water conservation is also indicated in order to conserve
the expenditure of energy resources required to produce, treat and dis-
tribute water
NOW, THEREFORE the City Council of the City of Cypress DOES HEREBY
RESOLVE as follows.
Section 1. That the goal of the City of Cypress is to effect a
voluntary City-wide reduction in the use of water by water users within
the City
Section 2. That the City in cooperation with the Southern California
Water Company will intensify a publicity campaign to promote the installation
of water saving devices in existing dwellings and structures
Section 3• That the Administration in cooperation with the Southern
California Water Company shall conduct a public information campaign on
the need for water conservation and the elimination of waste, and shall
endeavor to coordinate such campaign with school programs of the school
districts located within the City of Cypress
Section 4 That all water users within the City are hereby urged
to restrict and limit their use of water in all reasonable ways for the
benefit of all people in the City this year and in the years to come
These restrictions and limitations can include, but not be limited to
such items as
A Conducting extensive examination to locate and subse-
quently repair all leaks from the water service within a structure;
B The installation of low-pressure showerheads,
C The use of discretion in laundry dishwashing and bathing
habits so as to reduce the quantity of water required on a daily
basis This can be accomplished by several methods, including
the collection and coordination of laundry loads and dishwashing load-,
in a manner that will insure full utilization of equipment;
D Eliminating all automatic landscape sprinklers and to sparingly
irrigate lawns and landscaping Lawns should be aerated periodicall)
to conserve water Care should be taken to keep grass from being cut
too short, thus creating a higher need for water,
E The installation of covers over swimming pools;

F The reduction or total elimination of washing of motor vehicle
equipment and similar objects, including paved improvement areas'
G Storage of drinking water in large containers in the refrigerator,
so as to have cold water immediately available without the necessity of
excess running of the water tap*
H The use of water reduction devices in toilets such as dis-
placement objects or water dams
Section 5• All restaurants are urged to serve water to their customers
only upon request and to so advise their customers by appropriate written
notification in the serving areas
Section 6 That the City will cooperate with the Municipal Water District
of Orange County and the Metropolitan Water District in the implementation
of any programs adopted by those agencies, including a consideration of
the requirement for installation of prescribed water saving devices as
a future condition of new water service
PASSED AND ADOPTED by the City Council of the City of Cypress at a
regular meeting held on the llth day of April 1977
