A special meeting of the Cypress City Council was called to order at 5:30 p.m. by Mayor
Piercy in the Board Room, West Wing of City Hall, 5275 Orange Avenue, Cypress,
California.
PRESENT: Council Members Keenan, McCoy, Sondhi, Mayor Pro Tem McGill,
Mayor Piercy
ABSENT: None
The City Council interviewed the following individuals for the Cable TV & Technology
Commission and the Traffic Commission:
John Pope Cable TV & Technology Commission
Janet Spurgeon Traffic Commission
George Unan Traffic Commission
Vincent Rocha Traffic Commission
Albert Smith Traffic Commission
Stephen Craig Traffic and Cable TV & Technology Commission
Pradeep Gunaratne Traffic Commission

The Mayor recessed the meeting at 7:00 p.m.
7:00 P.M. SESSION:
The 7:00 p.m. session of the City Council meeting was called to order at 7:05 p.m. by
Mayor Piercy.
PRESENT: Council Members Keenan, McCoy, Sondhi, Mayor Pro Tern McGill, Mayor
Piercy
ABSENT: None
The City Attorney requested the following item be added under Closed Session:
EMPLOYEE DISCIPLINE/DISMISSAL/RELEASE (Pursuant to Government Code
Section 54957).
It was moved by Council Member Keenan and seconded by Council Member Sondhi, to
add the Closed Session item.
The motion was unanimously carried by the following roll call vote:
AYES: 5 COUNCILMEMBERS: Keenan, McCoy, Sondhi, McGill and Piercy
NOES: 0 COUNCILMEMBERS: None
ABSENT: 0 COUNCILMEMBERS: None
The meeting was recessed at 7:07 p.m. to Closed Session.

REPORT OF CLOSED SESSION
The Mayor asked for the report of the Closed Session Agenda items discussed earlier.
The City Attorney reported that the Council met and conferred regarding Anticipated
Litigation (Government Code Section 54956.9(b). The City Attorney provided
information to the Council and answered questions. No action was taken. Council
Member Sondhi did not participate nor was she in the room during this discussion due
to a potential conflict of interest.
The City Attorney reported that the Council met and conferred regarding Employee
Discipline/Dismissal/Release (Government Code Section 54957). The Council was
briefed on the terms of the severance agreement between a member of the Cypress
Police Department and the City of Cypress. The City Council unanimously authorized
the City Manager to execute the agreement and implement the terms and conditions.
The City Attorney corrected the title of the Ordinance under Item No. 1 to "Urgency
Ordinance - Los Alamitos Race Track and Golf Course Redevelopment Project."
ORAL COMMUNICATIONS:
Reverend Mike Wilson, Cottonwood Christian Center, Los Alamitos, spoke of the
disappointment the church felt regarding the City placing a moratorium on the
development of their site, and asked the City Council to reconsider their action tonight.
Mel Malkoff, Malkoff & Associates, Villa Park, representing Cottonwood Christian
Center. His company submitted a conditional use permit application to the City. He
feels the submission was extremely complete and would have appreciated City staff
telling him it was not complete during telephone conversations he had with staff prior to
a letter being sent. Mr. Malkoff also read a list of questions to the Council, pertaining
to the urgency ordinance on the agenda.
NEW BUSINESS
Item No. 1: URGENCY ORDINANCE - LOS ALAMITOS RACE TRACK AND GOLF
COURSE REDEVELOPMENT PROJECT
The Planning Manager read the staff report given to the City Council, which provided
information on the urgency ordinance request.
The City Attorney stated that Council Member Sondhi was not present at the dais due
to the fact that she owns property in proximity to the project area, which may cause a
conflict of interest under the Political Reform Act.
The City Attorney stated that the moratorium process is a standard operating process in
a planning continuum. Once an area has been identified for study, staff can then
formulate recommendations for appropriate land uses. It allows professional staff to
conduct an independent evaluation of the merits of overall development, free from
impact of pending entitlement processes. The process covers the entire project area,
not just one specific property.
Council Member Keenan asked what happens after the 45-day period.
The City Attorney responded that the moratorium then expires or staff may provide a
report to the City Council requesting an extension. If an extension is requested, a
public hearing must be held at that time.

It was moved by Mayor Pro Tem McGill and seconded by Council Member Keenan, to
adopt the urgency ordinance regarding the processing of development applications
within the Los Alamitos Race Track and Golf Course Redevelopment Project area for a
period of forty-five (45) days, as amended (ordinance title correction).
The motion was unanimously carried with the following roll call vote:
