Resolution No. 1980284 74 V 1 ' - RESOLUTION NO 1980 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS RECOMMENDING CERTAIN AMENDMENTS TO THE CETA REENACTMENT BILL WHEREAS, the proposed CETA Reenactment Bills HR 11086 and S 2570, as presently drafted pose both extreme administrative and great adverse cost impacts to users of the program including the cities in Orange County, and WHEREAS said impacts may be of such severity as to threaten Orange County cities' continued participation in the CETA Program. and WHEREAS the cities in Orange County have particular concerns about the following sections of S 2570 which would adversely impact the local CETA Programs. 1 121 (o) and 122 (1) which would mandate local governments in California to pay approximately $44 million out of local tax revenues in retirement costs for CETA participants enrolled in retirement systems after January 1 1979• and 2 122 (j) 1 which puts an average ceiling of $10,000 per year on the wages that can be paid to CETA public service employees, with no provision for annual wage adjustments and 608 which restricts the amount prime sponsor's can pay to supplement wages of PSE participants NOW THEREFORE BE IT RESOLVED that the City Council of the City of Cypress hereby recommends the following amendments to the CETA Reenactment Bill. 1 Amend Section 122 (1) to permit CETA participants to be placed in separate job classifications for which retirement benefits are not mandatory• appropriate language to read. "All persons employed in public service jobs shall be provided workers' compensation health insurance, unemployment benefits, and other benefits and working conditions at the same level and to the same extent as other employees working a similar length of time doing the same type of work and similarly classified, to the extent that such benefits may be paid by CETA Any such classification must be reasonable " 2 Amend Section 122 (j) 1 to permit CETA public service employees to be paid a maximum of $13,500, with provision for annual adjustments based on the Consumer Price Index 3 Amend Section 608 to delete the restrictions on supplementation of wages of public service BE IT FURTHER RESOLVED that the City Clerk is directed to transmit this Resolution to the Orange County Division of the League of California Cities and to all Orange County legislators PASSED AND ADOPTED by the City Council of the City of Cypress at a regular meeting held on the 8th day of May 1978 ATTEST CITY C 01 ,TY OF CYPRESS "THE CI MAYOR OF THE CITY OF CYPRESS STATE OF CALIFORNIA ) COUNTY OF ORANGE ) SS 2P I, DARRELL ESSEX, City Clerk of the City of Cypress, DO HEREBY CERTIFY that the foregoing Resolution was duly adopted at a regular meeting of the said City Council held on the 8th day of May 1978• by the following roll call vote AYES• 5 COUNCIL MEMBERS.
