Resolution No. 2086RESOLUTION NO 2086 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS CONCERNING THE IMPLEMENTATION AND ENFORCEMENT OF THOSE ELEMENTS OF THE SOUTH COAST AREAWIDE WASTE TREATMENT MANAGEMENT PLAN APPROPRIATE TO ITS JURISDICTION WHEREAS, the Federal Water Pollution Control Act (33 U S C 1251 et seq as amended) seeks to develop a cooperative Federal, State, regional and local government program to prevent and control sources of pollution to ground and surface waters in order to restore and maintain the chemical, physical and biological integrity of the Nation's waters, and K -- 51 WHEREAS pursuant to Section 208 of the Federal Water Pollution Control Act of 1972, as amended the Southern California Association of Governments (herein referred to as SCAG) has prepared an Areawide Waste Treatment Manage- ment Plan for the South Coast area with the assistance of the Counties of Los Angeles, Orange, Riverside and San Bernardino the City of Los Angeles, the Newport -Irvine Waste -Management Planning Agency, the Santa Ana Watershed Project Authority and the Ventura Regional County Sanitation District, and WHEREAS, the Areawide Waste Treatment Management Plan for the South Coast area will be adopted by SCAG on April 5, 1979, and forwarded to the State Water Resources Control Board for certification and thereafter will be forwarded to the Federal Environmental Protection Agency in compliance with Section 208 (b) (3) of the Federal Water Pollution Control Act of 1972 as amended. and WHEREAS, the Areawide Waste Treatment Management Plan for the South Coast Area proposes management agencies to be responsible for plan implementa- tion and pursuant to published United States Environomental Protection Agency guidelines (42 Fed Reg 44777 (1977)) must indicate each management agency s willingness to proceed to carry out its responsibilities as identified in the Plan, and WHEREAS the City of Cypress is assigned certain responsibilities in the Areawide Waste Treatment Management Plan for the So tth Coast Area approved by the SCAG Executive Committee on February 1, 1979 NOW THEREFORE THE CITY COUNCIL OF THE CITY OF CYPRESS DOES FIND, DETERMINE AND RESOLVE AS FOLLOWS 1 The City of Cypress rejects the concept that street sweeping, catch basin cleaning and litter control are cost effective water pollution control strategies until such time as the relation between these strategies and water pollution is established by factual studies 2 The City of Cypress encourages SCAG, the State Water Resources Control Board and the U S Environmental Protection Agency to conduct the following studies a Determine which of the surface waters of the County are impacted by specific water pollution and to what extent b Determine the cost effectiveness of alternative water pollution strategies in reducing the impact on specified receiving waters 3 The City of Cypress intends to continue the following three programs strictly as local options to the extent financially feasible a Street sweeping program b Catch basin and storm drain cleaning program c Litter control program 7)101, 52 4 The City of Cypress will support water pollution control strategies that are demonstrated to be cost effective to the extent that funds are made available 5 This Resolution shall be sent to the Southern California Association of Governments PASSED AND ADOPTED by the City Council of the City of Cypress at a regular meeting held on the 26th day of March 1979 ATTEST* CITY LERK THE CITTY' OF CYPRESS STATE OF CALIFORNIA ) SS COUNTY OF ORANGE ) MAYOR OF HE CITY OF CYPRESS I, DARRELL ESSEX City Clerk of the City of Cypress, DO HEREBY CERTIFY that the foregoing Resolution was duly adopted at a regular meeting of the said City Council held on the 26th day of March 1979 by the following roll call vote.
