62 • RESOLUTION NO 2089 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS ESTABLISHING A BASIC COMPENSATION PLAN, ESTABLISHING SALARIES FOR CITY EMPLOYEES PLACED UNDER THE BASIC COMPENSATION PLAN AND ESTABLISHING SALARIES FOR LIMITED TERM AND TEMPORARY AND SEASONAL EMPLOYEES NOT PLACED UNDER THE BASIC COMPENSATION PLAN WHEREAS, Section 37206 of the Government Code requires the City Council to prescribe the time and method of paying salaries and wages of officers and employees of the City; and WHEREAS the City Council has authorized and directed under the provisions of the Cypress City Code and Resolution No 1635, the preparation of a Compensation Plan for all employees in the municipal service of the City of Cypress NOW THEREFORE BE IT RESOLVED by the City Council of the City of Cypress as follows. SECTION 1 Basic Compensation Plan All employees of the City of Cypress except the City Manager, City Attorney, City Treasurer, Department Heads Division Heads Administrative Assistants, Administrative Analysts and limited term and temporary and seasonal employees are included in a Basic Compensation Plan Every position under this plan shall be assigned a Range Number established by the City Council in the annual budget or appropriate resolution This Range Number shall be as shown on the salary schedules described in Section 2 below The salary schedule shall consist of five (5) steps within each range except when otherwise specified (a) The first step is the minimum rate and is normally the hiring rate for the class An employee may be assigned upon appointment to other than the normal entering salary step upon the recommendation of the City Manager when it is decided that such action is in the best interests of the City (b) The second step is an adjustment which may be given at the end of the employee's probationary period except for Police Officers, who shall be eligible for the second step at the completion of the six month period, if recommended by the Department Head Other employees are eligible for this adjustment after the completion of six months of service at the first step The adjustment shall be made only if recommended by the Department Head and if approved by the City Manager Such approval by the City Manager signifies that the employee, other than a Police Officer, is considered a permanent City employee (c) The third fourth and fifth steps are incentive adjustments to encourage an employee to improve his work and to recognize seniority and increased skill on the job Employees are normally eligible for these adjustments any time after the completion of one year of service at the preceding step Each adjustment shall be made only if recommended by the Department Head, and, if approved by the City Manager (d) All rates shown are in full payment for services rendered and cover full payment for the number of hours now being regularly worked in each class Employees engaged for less than full-time shall be paid a proportionate part of these salaries or by an hourly rate of pay that falls within these ranges (e) The comprehensive wage and salary plan as outlined herein, is based on a forty (40) hour work week for all full-time employees SECTION 2: CITY OF CYPRESS/DISTRICT GENERAL GOVERNMENT EMPLOYEES SALARY SCHEDULE COMPUTED ON A MONTHLY BASIS SCHEDULE A) 63 RANGE BEGINNING AFTER 6 MOS AFTER ONE YR IN BI WEEKLY HOURLY ANNUAL NO RATE IN STEP A. Employees who are required to appear in court during their off duty hours in connection with City business shall be entitled to receive payment in an amount equivalent to two (2) hours salary compensated at overtime rate for ny afternoon (or portion thereof) during which they are required to be available on a standby basis for possible appearance in court when they were similarly required to be so available during the morning of the same day SECTION 7: Educational Incentive Payment Under theprovisions of the Educational Incentive Pay plan all non -management permanent City employees shall be compensated upon successful completion of each approved course in the amount of $1 00 per month per college unit or equivalent, to a maximum of $30 per month Sworn police personnel shall be excluded from this provision however shall receive compensation in the amount of 21% over base salary for achievement of a P 0 S T Intermediate certificate, and 5% over base salary for achievement of a P 0 S T Advanced certificate All non -management permanent City employees obtaining Associate and Bachelor degrees from accredited colleges or universities shall be compensated by the following schedule• Associate degree - 5% Bachelor degree - 71% - 15 - SECTION 7. Educational Incentive Payment (Continued) CONDITIONS: The above payment compensation shall be based on achievements over and above the job requirements established in the Position Classification Plan for each class Payment to employees will be based on the highest achievement level only i e employees with an Associate degree and Bachelor degree will receive compensation for the Bachelor degree only Those City employees whose employment is contingent upon continuing education shall not be eligible for this benefit All payments under this provision are subject to verification and approval by the City Manager or his designate SECTION 8: Sick Leave Payment Payment of accumulated sick leave shall be granted by the City Manager on an annual basis to all permanent full-time and part-time employees who have a minimum of one hundred twenty (120) hours of accumulated sick leave on record on December 1st and opt to receive payment, during the subsequent December on a date determined by the City Manager at a rate of 50% of current salary for one-half (1) of their annual unused sick leave The sick leave hours for which the employee receives pay- ment shall be deducted from his/her sick leave record with the remaining one-half (1) of the annual accumulated sick leave being continued as a credit to the employee's sick leave account Employees wishing to opt for such payment must notify the Personnel Office of said decision thirty (30) days in advance of the payment date Payment of accumulated sick leave shall be granted by the City Manager on an annual basis to all permanent full time and part-time employees who have a minimum of two hundred forty (240) hours of accumulated sick leave on record on December 1st, during the subsequent December on a date determined by the City Manager at a rate of 1002 of current salary for one-half (1) of their annual unused sick leave The sick leave hours for which the employee receives payment shall be deducted from his/her sick leave record with the remaining one-half (3) of the annual accumulated sick leave being continued as a credit to the employee's sick leave account Upon death retirement separation or termination of a permanent full-time or part-time employee with a minimum of sixty (60) days or four hundred eighty (480) hours of sick leave accumulation said employee is entitled to receive fifty percent (502) compensation for that accumulated sick leave SECTION 9 Safety Shoe or Boot Payment All employees designated by City management shall receive reimbursement up to $40 00 per year for the purchase of safety shoes or boots meeting the quality stan- dards as specified by the City SECTION 10. Dependent Health Insurance Coverage Payment All permanent full-time employees represented by the Cypress Maintenance Employees Association shall receive a maximum of $80 00 per month contribution toward dependent health insurance coverage effective January 1 1979 The employee s current contribution for dependent health insurance shall remain unchanged until such time as the City s contribution exceeds $80 00 per month Amounts over this maximum shall be borne by the employee All permanent full-time employees represented by the Cypress Public Safety Employees' Association shall receive a $6 00 per month contribution toward dependent health insurance coverage effective December 24, 1979 The City will pay a maximum of $52 00 toward dependent health insurance coverage (based upon the predominant plan) for future premium increases All permanent full- time employees not identified above shall continue to receive the current contribution for dependent health insurance coverage until such time as the City's contribution exceeds $52 00 per month Amounts over this maximum shall be borne by the employee SECTION 11: Floating Holidays All permanent full-time employees shall be provided two (2) floating holidays (16 hours) per calendar year in exchange for the elimination of state-wide election days off Designation and use of such floating holidays shall be at the discretion of the employee subject to reasonable requirements of and prior approval by the department - 16 - 78 SECTION 12: Lump Sum Payment. All permanent full-time general government employees, management and confidential employees, and the classifications of Court Liaison Clerk, Records Coordinator and Jailor -Property Clerk employed on or before January 1 1979 and continuing their employment through June 30 1979 shall be eligible to receive a lump sum payment equivalent to 6% of their base salary for the first six (6) months of 1979 Payment shall be made in July, 1979 on a date determined by the City Manager (Employees hired after January 1, 1979 or terminating prior to July 1 1979 shall not be eligible to receive said payment) SECTION 13: Uniform Allowances All permanent full-time sworn and dispatcher personnel represented by the Cypress Public Safety Employees Association shall receive an increase in uniform allowance of $80 00 per month This increase shall commence on January 1, 1979 and conclude on June 30, 1979 Effective July 1 1979, the City shall provide a uniform allowance increase to all permanentfull-time sworn and dispatcher personnel represented by the Cypress Public Safety Employees' Association of $2.46 per pay period for a total uniform allowance of $14 00 per pay period. Effective December 24, 1979, the City shall provide a uniform allowance increase for all permanent full-time sworn personnel represented by the Cypress Public Safety Employee's Association of $14 00 per pay period for a total uniform allowance of $28 00 per pay period SECTION 14' Retirement Plan Modification. The City shall modify the current retirement plan (2% at 55) and implement by December 24 1979 the 2% at 50 plan (commonly referred to as CHP) with post retire- ment survivor continuance option (Sec 21263 & 21263 1) for all permanent full-time sworn personnel SECTION 15: Shooting Pay All permanent full-time sworn personnel required to successfully complete monthly firearm qualification shall be eligible for a payment of $10 00 per month for each such successful monthly qualification. The date of such payment shall be determined by the City Manager SECTION 16: Pay Periods and Pay Days All officers and employees of the City of Cypress shall be paid on a bi weekly basis The bi-weekly salary of each employee shall be the monthly salary multiplied by twelve, and divided by twenty-six Warrants or checks in payments of compensation shall be made available by the City to employees and officers of the City on the Fri- day following the completion of each bi-weekly pay period In the event that a pay day falls on a holiday all warrants or checks in payment of compensation shall be made available if possible to the City employees on the first day preceding the holiday SECTION 17.
