RESOLUTION NO 2123
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CYPRESS AMENDING RESOLUTION NO 2089, BASIC
COMPENSATION PLAN, SECTIONS 3, 4 and 5, CONCERN-
ING SALARIES ESTABLISHED FOR CITY EMPLOYEES
PLACED UNDER THE BASIC COMPENSATION PLAN; AND
SALARIES FOR LIMITED TERM AND TEMPORARY AND
SEASONAL EMPLOYEES NOT PLACED UNDER THE BASIC
COMPENSATION PLAN
WHEREAS, Resolution No 2089 established salaries for City employees placed
under the Basic Compensation Plan* and salaries for limited term and temporary
and seasonal employees not placed under the Basic Compensation Plan, and
WHEREAS, adoption of the 1979/80 budget sets forth certain salary adjust-
ments for City employees* and
WHEREAS, this action requires amendment to the Basic Compensation Plan, and
WHEREAS Resolution No. 2089 Section 3 is amended to reflect changes for
the position classifications of Administrative Secretary/Deputy City Clerk,
Business License/Zoning Inspector and Personnel Assistant, and add new position
classifications of Accounting Assistant, Recording Secretary, Planning Aide
Community Service Officer, Police Clerk and Public Service Aide
WHEREAS, Resolution No 2089, Section 4, is amended to reflect a change for
the position classification of Crossing Guard* and
WHEREAS, Resolution No 2089, Section 5, is amended to reflect changes for
all limited term personnel
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cypress
that Sections 3, 4 and 5 of Resolution No 2089 are hereby amended as stated in
the attached Exhibit A and B, which amendment becomes effective July 9, 1979
PASSED AND ADOPTED by the City Council of the City of Cypress at a regular
meeting held on the 23rd day of July, 1979

SECTION 5 Limited Term Personnel

"Limited term personnel" are employees whose employment is subject to
funding either wholly or partially from sources other than City budgeted
revenue (i e Federal, State or County funds) Duration of employment is
subject to continuation of funding or need of the City for such services
Employment may be full-time or part-time and benefits will be granted as
considered appropriate by the City Manager
The following positions have been assigned on a five-step pay plan,
which provides for a 5% increase between steps equivalent to Steps A, B, C,
D and E within a range on the City of Cypress salary schedule A Employees
in any of these positions shall be granted an increase when, in the opinion
of the department head, their performance merits such increase All increases
are subject to the approval of the City Manager

SECTION 6. Compensation of Overtime
Subject to the approval of the City Manager and to the following provisions
a department head may prescribe reasonable periods of overtime work to meet the
operational needs of his department
Except as otherwise provided herein, overtime shall either be paid at one and
one-half times the hourly equivalent of the employee s monthly salary rate or
granted as one and one-half times the equivalent compensatory time off in compliance
with City Rules and Regulations Employees will be permitted to earn compensatory
time off (CTO and may accumulate CTO up to a total of twenty-four (24) hours The
method of compensation shall be at the discretion of the department head, subject
to the approval of the City Manager
(a) Management personnel Department heads division heads administrative
assistants and administrative analysts designated by the City Manager, shall not
be eligible for paid overtime Compensatory time off for work beyond the normal
work week may be granted at the discretion of the City Manager
(b) Temporary and seasonal personnel Temporary and seasonal employees are
not eligible to receive compensation for overtime
(c) Court time. Employees who are required to appear in
off-duty hours in connection with City business shall be entitled to
ment in an amount equivalent to two (2) hours salary compensated at
rate, for any afternoon (or portion thereof) during which they are required to

Educational Incentive Payment

Under the provisions of the Educational Incentive Pay plan, all non -manage-
ment permanent City employees shall be compensated, upon successful completion
of each approved course, in the amount of $1 00 per month per college unit or
equivalent, to a maximum of $30 per month. Sworn police personnel shall be
excluded from this provision; however, shall receive compensation in the amount
of 21% over base salary for achievement of a P 0 S T Intermediate certificate;
and 5% over base salary for achievement of a P 0 S T Advanced certificate
All non -management permanent City employees obtaining Associate and Bachelor
degrees from accredited colleges or universities shall be compensated by the
following schedule: Associate degree - 5%, Bachelor degree - 71%
