RESOLUTION NO 2141
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CYPRESS APPROVING CONDITIONAL USE PERMIT NO 79-11 -
WITH CONDITIONS
THE CITY COUNCIL OF THE CITY OF CYPRESS HEREBY FINDS, RESOLVES,
DETERMINES AND ORDERS AS FOLLOWS
1 That an Application was filed for a conditional use permit in
accordance with the provisions of Section 17 2 of the Zoning Ordinance of
the City of Cypress to allow the temporary storage of recreational vehicles
as an interim land use until residential construction commences on a
residentially zoned parcel of land located at 9731 Walker Street
2 That the City Council, after proper notice thereof, duly held a
public hearing on said Application as provided by law
3 That the City Council hereby finds that
a The proposed location of the conditional use is in accord
with the objectives of the Zoning Ordinance and the purpose of the
zone in which the site is located in is that.
This zone is intended as an area for the location of
retail and wholesale commercial activities
b. The proposed location of the conditional use and the conditions
under which it would be operated or maintained will not be detrimental
to the public health, safety or welfare or be materially injurious
to properties or improvements in the vicinity in that
(1) The adjacent arterial street has more than adequate
capacity to accommodate the projected volumes of
pedestrian and vehicular traffic to be generated by
this use
(2) The design of the project and the conditions of
development attached thereto will insure that the
project will be compatible with other commercial uses
on adjacent properties and will not interfere with the
privacy of residents in the single-family area to the
north and west of the subject property
(3)
The use is in conformance with the long range objectives
of the City as identified in the Land Use Element of the
General Plan
c The proposed conditional use will comply with each of the
applicable provisions of the Zoning Ordinance except for approved
variances or adjustments
4 The City Council DOES HEREBY GRANT said conditional use permit,
subject to the conditions, attached hereto as Exhibit "A"
PASSED AND ADOPTED by the City Council of the City of Cypress at a
regular meeting held on the 9th day of October 1979

EXHIBIT "A"
CONDITIONAL USE PERMIT NO 79-11
1 The storage yard area shall be graded to provide proper drainage
away from adjoining properties into the on-site storm drain catch
basin previously installed on this property. The storage yard
shall then be surfaced with gravel or a similar type surfacing
material
2. A minimum 5 foot wide landscape planter shall be installed along
the northerly and westerly property lines and planted with 15 gallon
size Cypress leylandii trees a maximum of 8 feet apart along those
areas where the recreational vehicle storage adjoins single family
residences A permanent landscape sprinkler system shall also be
installed and landscape maintenance provided subject to the approval
of City staff
3 The applicant shall submit to staff a parking plan approved by the
Orange County Fire Marshal's office indicating access to the storage
yard and the placement of the recreational vehicles Recreational
vehicles may not be parked closer than 10 feet to the westerly or
northerly property line
4 The hours of operation of the temporary use shall be subject to City
Council ongoing review and approval The hours of operation have
been initially established by Council to be from 8:00 a.m to
10.00 p m daily
5 Conditional Use Permit No 79-11 shall terminate five years from the
date of approval by the City Council or at such time that a grading
permit is issued by the City for the commencement of construction of
the residential housing tract Since this use permit is granted for
a temporary land use, the City Council, at its discretion, may review
and/or terminate this use permit if it shall find that this use is
operated to the detriment of the public health, safety or welfare or
is materially injurious to properties or improvements in the vicinity
