Minutes 2001-06-07 (Cultural Arts Comm)MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CYPRESS CITY COUNCIL HELD June 7,2001 The adjourned regular joint meeting of the Cypress City Council and Cultural Arts Commission was called to order at 6:30 p.m. by Mayor McGill in the Board Room, West Wing of City Hall, 5275 Orange Avenue, Cypress, California. PRESENT: Council Members Keenan, Mayor Pro Tem Sondhi, Mayor McGill Commissioners Bloch, Bloom, English, Hoshi, Koester, Vice Chair Chance, Chair Coronado ABSENT: Council Members McCoy and Piercy STAFF PRESENT: City Manager, Assistant to the City Manager, Recreation Services Manager, and City Clerk. Chair Coronado stated that each Commissioner had a specific item they would be presenting this evening. Commissioner Koester stated approximately 20,000 people attend the Concerts on the Green each summer and there is a need for restrooms, possibly under the Council Chambers. The Mayor stated restroom facilities for the green and the tennis courts will be incorporated into the Wicker Drive project. Commissioner Koester stated an All Commissioners Picnic is scheduled for August 4, 2001, in conjunction with the concert that day. Commissioner Bloom stated the Commission would be presenting an art program to third and fourth grade students that would be held on Saturdays, after school, and during regular class times. The purpose of the program is to encourage students to participate in visual arts activities. Commissioner Bloom stated that the Los Alamitos Art League has been absorbed by the Cypress Art League. The League has had several meetings and is planning a two- day trip to Hearst Castle and Cambria in the summer. Commissioner English stated there is a concern over parking when the Wicker Drive project is completed and asked about the plans for parking. The Assistant to the City Manager stated there are currently 225 parking spaces and an additional 110 spaces will be available when the project is completed. Additional parking for events is also currently available at the church. Commissioner English stated there has been a successful working relationship established with Cypress College. The first College and City art show was held and the Cultural Arts Commission Award this year went to an art instructor at Cypress College. Commissioner Hoshi stated he would like to propose a Master Arts Calendar to see how the various groups work together in order to provide more major events. Commissioners are working with staff on the best way to implement the calendar. CITY COUNCIL MINUTES JUNE 7, 2001 Vice Chair Chance stated the Cypress Civic Theatre is celebrating its 25th anniversary. The Theatre is in need of not only financial support but moral support for a professional facility to present its productions. She requested an advocate from the Council and also a permanent home for the Theater as a part of the Wicker Drive project. Chair Coronado stated the All Commissioners Information Booth at the Festival of the Arts was not as successful as she had anticipated and she suggested commissioners sponsor art projects at next year's festival. Commissioner Bloch stated he is the historian for the Commission, with his job being collection of all of the articles about Arts Week. Chair Coronado stated that last year the Council generously budgeted for a facilitator to evaluate and rework the Cultural Arts Plan. Susan Scribner has been chosen as the facilitator. The City Manager described the new meeting and conference center facility that will be built as part of the Wicker Drive project. It will be a for-profit facility that will include a permanent location for the arts display, the relocation of the Chamber of Commerce, relocation of the Personnel Department currently located in City Hall, and large and small conference rooms. Mayor McGill thanked the Cultural Arts Commission for serving as advisors to the Council, for their hard work, and for meeting with the Council. ORAL COMMUNICATIONS: None.
