A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CYPRESS APPROVING CONDITIONAL USE PERMIT NO 80-7 -
WITH CONDITIONS
THE CITY COUNCIL OF THE CITY OF CYPRESS HEREBY FINDS, RESOLVES
DETERMINES AND ORDERS AS FOLLOWS
1 That an Application was filed for a conditional use permit in
accordance with the provisions of Section 17 2 of the Zoning Ordinance of
the City of Cypress to establish a waste paper and aluminum recycling
transfer station at 8941 Electric Street
2 That the City Council after proper notice thereof, duly held a
public hearing on said Application as provided by law
3 That the City Council hereby finds that
a The proposed location of the conditional use is in accord
with the objectives of the Zoning Ordinance and the purpose of the
zone in which the site is located is that'
This zone is intended as an area for light industrial
and limited service commercial uses that can meet high
performance standards but that frequently do not meet
site development standards appropriate to planned
research and development of industrial parks
b The proposed location of the conditional use and the conditions
under which it would be operated or maintained will not be detrimental
to the public health safety or welfare or be materially injurious to
properties or improvements in the vicinity in that

The adjoining public street a local street on the
Circulation Element on the General Plan should have
adequate capacity to accommodate the increase in
truck and automobile traffic generated by the subject
land use The applicant will be required to provide
on-site parking for all employees and commercial
truck and trailer storage
(2) The required conditions of approval will necessitate
installation of screened walls to eliminate the
adverse impact upon surrounding properties which may
be created by this use
(3)
The City Council had previously determined that
waste paper and aluminum recycling transfer
stations are allowable land uses and meet the goals
and objectives of both the City's General Plan and
the ML -10,000 Industrial Light Zone
(4) The subject business operation shall be conducted
in a manner which complies with all applicable
requirements of the City s Planning, Building
Public Works Engineering, and Orange County Fire
Marshal's Office
c The proposed conditional use will comply with each of the
applicable provisions of the Zoning Ordinance except for approved
variances or adjustments
4 The City Council DOES HEREBY GRANT said conditional use permit
subject to the conditions attached hereto as Exhibit "A"
PASSED AND ADOPTED by the City Council of the City of Cypress at a
regular meeting held on the 14th day of April, 1980

CONDITIONAL USE PERMIT NO 80-7
1 A minimum six foot (6') high six inch thick screen block wall shall be
constructed along Electric Street and Watson Street to eliminate the
view of the storage yard areas Landscape planters with irrigation
systems shall be installed between the block walls and the City side
walk on both street frontages subject to the specifications of City
Staff The applicant shall provide the City with a bond to guarantee
the maintenance of said landscape areas during the first year of
business occupancy
2 The chain link gates along Electric Street and Watson Street shall con
tain redwood slats to eliminate the view of the storage yard areas
3 All existing building signing shall be painted over and all freestand
ing signing shall be removed from the property
4 All recyclable materials shall be stored either in portable storage bins
or under shelter of the enclosed storage buildings Open pile storage
of paper or aluminum products is specifically prohibited at all times
The property shall be maintained in a neat and orderly condition so that
waste paper and aluminum cans are not visible from the public's view
along Electric Street and Watson Street
5 All requirements and recommendations of the Orange County Fire Marshal's
Office shall be complied with
a Proper storage of flammable materials
b Installation of on site fire hydrants, one and one-half inch (1-1/2')
size, with hose and nozzles attached in cabinets• maximum of one
hundred feet (100') apart
c Fire extinguishers shall be spaced at seventy-five foot (75 )
separations minimum size 4A 40BC
d Non-combustible fencing around the storage yard area
6 All necessary building and electrical permits shall be obtained for
installation of mechanical equipment such as vehicle weighing scales
and paper baler
7 The applicant shall pave or patch the dirt areas within the storage yard
to the specifications of City Staff The remaining storage yard front-
ing onto Watson Street shall be surfaced with a minimum of three inch
(3") thick aggregate base material
8 The applicant shall maintain one parking space for each employee on the
property to prevent employee parking along Electric Street
9 The proposed use in accordance with Conditional Use Permit No 80-7 shall
be restricted to that area of the property as indicated on the applicant s
plot plan
10 A new plot plan shall be submitted indicating the entire parcel of land
including land uses on the portion of the property fronting onto Watson
Street
11 The developer shall conform to all applicable provisions of the City Code
12 Drainage shall be solved to the satisfaction of the City Engineer
13 The Watson Street property frontage shall be fully improved with curb
gutter sidewalk, paving, etc , in accordance with the Master Plan of
Streets and Highways

14 All existing public improvements at the development site which are damaged,
cracked, or otherwise below standard, shall be removed and replaced to the
satisfaction of the City Engineer
15 The quantity location width and the type of driveway on Watson Street
shall be subject to the approval of the City Engineer An effective sight
distance for vehicular traffic shall be maintained at the intersection of
the driveway entrances on Electric Street and Watson Street No land-
scaping will be allowed in the area of the curb returns Adequate sight
distance also shall be maintained within the development at all driveway
intersections to the satisfaction of the City Engineer
16 All accessory storage buildings shall be upgraded to conform to the City s
adopted uniform building and fire codes Any modifications to the main
building structure which exceed 50% of the building's present value, as
determined by the City's Building Department will require upgrading of
the entire main building to meet present building, electrical, fire and
plumbing codes
17 Conditional Use Permit No 80-7 shall expire five (5) years from the date
of City Council approval unless the applicant applies to the Council and
the Council grants an extension beyond five (5) years
18 A certificate of occupancy for the subject business shall not be issued
until all conditions of approval for Conditional Use Permit No 80 7
are met
19 The approved waste paper and aluminum recycling transfer station shall
not generate dust or fumes which adversely affect adjoining businesses
by violating Orange County Health Department regulations which apply to
said business operations
20 The existing crane contractor storage yard fronting onto Watson Street
is limited to its present operational size as of this date The business
owner may not increase the non -conforming business status through increased
vehicle storage, or building construction without City Council issuance of
a conditional use permit
21 Fees Required for Improvements
Engineering plan checking and inspection fee (per Resolution 1713)
Drainage fee for Master Drainage Plan (per Resolution 1713)
All applicable building department fees
