RESOLUTION NO 2295
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
APPROVING AMENDMENT TO CONDITIONAL USE PERMIT NO 80-12 -
WITH CONDITIONS

THE CITY COUNCIL OF THE CITY OF CYPRESS HEREBY FINDS RESOLVES DETERMINES
AND ORDERS AS FOLLOWS.
1 That an Application was filed for an amendment to a conditional use
permit in accordance with the provisions of Section 17 2 of the Zoning
Ordinance of the City of Cypress to allow the operation of a pre-school as an
accessory use to the Cypress Christian Fellowship Church at 9739 Denni Street
Cypress in the PS -1A Public and Semi -Public Zone
2 That the City Council after proper notice thereof duly held a
public hearing on said Application as provided by law
3 That the City Council hereby finds that.
a The proposed location of the amendment to the conditional use is
in accord with the objectives of the Zoning Ordinance and the purpose of
the zone in which the site is located is
To permit adequate identification of areas reserved and
developed for public uses other than street rights -of way,
to provide for expansion of their operations or change in
use and to identify and preserve areas of historic and
community significance for the enjoyment of future
generations
b The proposed location of the amendment to the conditional use and
the conditions under which it would be operated or maintained will not be
detrimental to the public health, safety or welfare or be materially
injurious to properties or improvements in the vicinity in that
(1) The City Council deems the proposed amended land use to be
a public related activity which conforms with the property's
present zoning and long range objectives of the City's
General Plan
(2) The hours of operation will be limited to insure the
privacy of the single family home owners located to the
south of the subject property
(3)
The pre-school use will be regulated by the State of
California Department of Social Services to insure the
safety and well being of the pre-school students
c The proposed amendment to the conditional use will comply with
each of the applicable provisions of the Zoning Ordinance except for
approved variances or adjustments
4 The City Council DOES HEREBY GRANT said amendment to conditional use
permit subject to the conditions attached hereto as Exhibit 'A "
PASSED AND ADOPTED by the City Council of the City of Cypress at a
regular meeting held on the 22nd day of September, 1980

EXHIBIT "A"
AMENDMENT TO CONDITIONAL USE PERMIT NO 80-12

1 This permit shall not become effective until reconstruction of the
vandalized classroom building is completed and Bethany Manor
Foundation has vacated the kindergarten building and enclosed play
yard area
2 The applicant shall comply with all necessary requirements of the
California Department of Social Services, County of Orange Health
Department County of Orange Fire Marshal's Office and the City
of Cypress Building Department
3 The hours of operation shall be limited to 6.30 a m to 6 p m ,
Monday through Friday
4 The fenced play area comprising approximately 13,000 square feet, as
indicated on the plot plan shall be the only area restricted for
outdoor play purposes by the pre school
5 No signing shall be installed without prior review and approval by
the Community Development Department
6 All applicable conditions of this use permit shall be complied with
prior to commencement of the proposed business
