RESOLUTION NO 2486
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CYPRESS APPROVING CONDITIONAL USE PERMIT NO 82-1
WITH CONDITIONS
THE CITY COUNCIL OF THE CITY OF CYPRESS HEREBY FINDS, RESOLVES
DETERMINES, AND ORDERS AS FOLLOWS
1 That an Application was filed for a conditional use permit in
accordance with the provisions of Section 17 2 of the Zoning Ordinance
of the City of Cypress to establish a family amusement arcade at
6346-48 Lincoln Avenue
2 That the City Council, after proper notice thereof duly held
a public hearing on said Application as provided by law
3 That the City Council hereby finds that.
a The proposed location of the conditional use is in accord
with the objectives of the Zoning Ordinance and the purpose of the
zone in which the site is located is
To provide appropriately located areas for establishments
catering primarily to highway travelers, visitors to the
City or such businesses or uses where direct access to
major arterial highways is essential or desirable for
their operation
b The proposed location of the conditional use and the con-
ditions under which it would be operated or maintained will not be
detrimental to the public health safety or welfare or be materially
injurious to properties or improvements in the vicinity in that
(1) The arcade's business hours of operation shall
be limited to 10 a m to 11 p m Sunday through
Thursday and 10 a m to l a m Friday Saturday
and a day preceding holidays The City Council
shall maintain ongoing jurisdiction over the
arcade's hours of operation with the right to
modify said operating hours should conditions
relative to the business operation justify such
action
(2) Adult supervision will be maintained on the
business premises during all hours of operation
c The proposed conditional use will comply with each of the
applicable provisions of the Zoning Ordinance except for approved
variances or adjustments
4 The City Council DOES HEREBY GRANT said conditional use permit
subject to the conditions attached hereto as Exhibit "A "

regular meeting held on the 8th day of February 1982

CONDITIONAL USE PERMIT NO 82 1
1 Conditional Use Permit No 82 1 shall not become effective until
Amendment to the Zoning Ordinance No 82-1 and Amendment to the
Cypress Municipal Code adopting a Family Amusement Arcade
Ordinance become effective
2 Thearcade's business hours of operation shall be limited to
10 a m to 11 p m Sunday through Thursday and 10 a m to l a m
Friday, Saturday and a day preceding holidays The City Council
shall maintain ongoing jurisdiction over the arcade's hours of
operation with the right to modify said operating hours should
conditions relative to the business operation justify such action
3 All electronic game machines within the premises shall be visible
and supervised by an adult attendant (21 years or older) Said
attendant shall be present at all times when any amusement game
machine is being operated
4 The supervision of the patrons on the premises shall be adequate
to ensure there is no conduct that is detrimental to the public
health, safety, and general welfare
5 Amusement arcades must be open to all ages of patrons• however
no proprietor, employee thereof or person in charge shall
allow any minor under 18 years of age to enter the arcade
premises during hours of instruction throughout the academic
year for public school districts within the City
6 No food or alcoholic beverages shall be consumed on the premises
7 Should the arcade's gross floor area exceed three thousand (3,000)
square feet the applicant shall provide a visible security guard
after 5 p m until business closing on Friday Saturday Sunday
holidays, and evenings prior to holidays Security guards will be
responsible for crowd control both on the arcade premises and
adjoining parking area
8 Arcades shall not be operated in a detrimental manner to adjoin
ing businesses and the community A bicycle parking rack shall
be provided inside the business premises or as replacement of a
motor vehicle parking space directly adjoining the business
establishment
9 The applicant shall provide the City with the name, address and
telephone number of the business manager who is present during
operating hours
10 The City Council may modify or revoke Conditional Use Permit
No 82-1 should it determine that the business is being operated
or maintained in a manner detrimental to the public health
safety or welfare or materially injurious to properties or
improvements in the vicinity
