RESOLUTION NO 2507
A RESOLUTION OF THE CITY COUNCIL/PLANNING AGENCY OF THE
CITY OF CYPRESS CERTIFYING AS TO ITS REVIEW OF THE FINAL
ENVIRONMENTAL IMPACT REPORT FOR McDONNELL CENTER -CYPRESS
AND MAKING CERTAIN FINDINGS
WHEREAS, the City Council/Planning Agency of the City of Cypress conducted
a public hearing on April 26 1982 and reviewed the Draft Environmental Impact
Report and responses to the Draft Environmental Impact Report for the McDonnell
Center -Cypress Specific Plan No 82-1, and
NOW, THEREFORE, the City Council/Planning Agency of the City of Cypress
does hereby resolve as follows
SECTION 1 Pursuant to the legal requirements for posting and conducting
a public hearing on said Draft Environmental Impact Report and responses
thereto, and the City Council/Planning Agency having considered all comments
received thereon, which comments and responses have been attached to said
Draft Environmental Impact Report and incorporated therein, the Draft Environ-
mental Impact Report is hereby approved and adopted as the Final Environmental
Impact Report for Specific Plan No. 82-1, McDonnell Center -Cypress
SECTION 2 The City Council/Planning Agency hereby certifies that the
Final Environmental Impact Report for Specific Plan No. 82-1 has been
completed in compliance with the California Environmental Quality Act of 1970
and the local environmental Resolution No 1584 of the City of Cypress
SECTION 3. That the City Council/Planning Agency hereby finds with
respect to the adverse environmental impacts detailed in the Final Environ-
mental Impact Report
a That the adverse environmental impacts which may result from imple-
mentation of Specific Plan No 82-1 McDonnell Center Cypress, have
been considered and recognized by the City Council/Planning Agency
b That comments and responses on the Draft Environmental Impact Report
and during the public hearing conducted by the City Council/Planning
Agency have been considered and recognized by the City Council/
Planning Agency and will be incorporated into the Final Environmental
Impact Report
c That based on information set forth in the Draft Environmental
Impact Report and responses thereto, the City Council/Planning Agency
finds and determines that measures to mitigate certain impacts on
land use, circulation air polluted levels, public services, fiscal
impacts and energy consumption exist and are included in the Final
Environmental Impact Report (outlined in Attachment A)
d That certain adverse impacts associated with long term air quality
conditions cannot be entirely mitigated due to the involvement of
areas outside the City jurisdiction
SECTION 4. That the City Council/Planning Agency hereby finds and
determines that all feasible measures have been incorporated into the Specific
Plan which will mitigate or avoid any significant environmental effects that
can possibly be mitigated or avoided The Council/Planning Agency further
finds that all potential impacts on the environment cannot be entirely
eliminated Therefore, the beneficial economic and social effects of the
project override such potential adverse impacts
PASSED AND ADOPTED by the City Council/Planning Agency of the City of
Cypress at a regular meeting held on the 26th day of April 1982

ATTACHMENT A
I SIGNIFICANT ADVERSE IMPACTS AND MITIGATION MEASURES
The following significant environmental impacts have been reduced to an
acceptable level as mitigated Those adverse impacts which cannot be
completely mitigated are acceptable since specific economic, social or
other considerations make infeasible the mitigation measures or project
alternatives identified in the Final Environmental Impact Report
Land Use and Planning
Development of the site will require substantial alterations in exist-
ing land uses The interim agricultural land use will be removed and
replaced by multi -story buildings, landscaping, and road surfaces
However, the project conforms with the City's General Plan and Zoning
Ordinance and will consist of land uses beneficial to the community
Transportation and Circulation
Development of the site will increase traffic volumes on surrounding
arterial roads incrementally contributing to area -wide traffic volumes
However all roadways adjoining the property will be developed to their
ultimate right-of-way which includes construction of a third westbound
traffic lane along the north side of Katella Avenue All internal
roadways within the project will be constructed at the property owner's
expense Surrounding arterial transportation corridors can accommodate
the increase in projected traffic volumes, with construction of traffic
signals at project entrances and other roadway modifications
Air Resources

Development of the project site will incrementally contribute to area -wide
air pollution consisting of mobile and stationary source emissions
Programs will be imposed to require car pooling thereby reducing mobile
source emissions, and utilization of solar space heating to reduce
stationary emissions Area wide air quality standards will help miti-
gate exhaust emissions from mobile sources
Public Services
The project fiscal impact report indicates that an increased demand for
public services will result in direct cost to the City However, to
mitigate these impacts, anticipated revenues resulting from the project
area should ultimately amount to a $163,000 annual surplus to the City
Furthermore all internal roadways within the project area will remain
the responsibility of the property owner for maintenance
II STATEMENT OF OVERRIDING CONSIDERATIONS
The following unavoidable adverse impacts, as identified in the Environ
mental Impact Report, cannot be mitigated to a level of insignificance
However, these unavoidable adverse impacts are the result of typical
urbanization development of infilled parcels within the City Limits
These impacts have been anticipated and are considered acceptable since
specific economic, social or other considerations make infeasible miti
gation measures to eliminate these impacts Therefore the following
environmental impacts cannot feasibly be avoided if the project is to
be implemented
• The project would result in the permanent loss of existing agri-
cultural and open space land
• Urbanization and its related effects (i e , traffic air emissions,
etc ) would intensify
• The project will decrease groundwater percolation and incrementally
will degrade surface runoff water quality

• The project will contribute to the overall volume of traffic on
surrounding arterial highways and will necessitate traffic signal
and lane improvements
• During the racing season at Los Alamitos Race Track traffic con-
gestion will intensify during the p m peak hour
• During construction phasing the project will degrade air quality
as a result of construction equipment exhaust and fugitive dust
Long term air quality impacts associated with automobile use cannot
be totally mitigated
• The project incrementally increases the demand for police and fire
services
• The project will increase the demand for housing in the City and
surrounding area, a percentage of this demand can be expected in
the low/median income cost range
