Resolution No. 2508asR 8 -1 485 RESOLUTION NO 2508 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS APPROVING SPECIFIC PLAN NO 82-1, McDONNELL CENTER -CYPRESS SPECIFIC PLAN WHEREAS, the City Council of the City of Cypress conducted a public hearing on April 26, 1982 to consider Specific Plan No 82 1, a development plan for the McDonnell Center -Cypress located on ± 70 acres of land bounded by Katella Avenue on the south, Valley View Street on the east Southern Pacific Railroad right -of way on the north, and Walker Street on the west and WHEREAS, the City Council considered evidence presented at the public hearing including all exhibits submitted by the applicant, presentations by the applicant's professional consultants and recommendations from City staff, and WHEREAS, the Specific Plan details a land use plan and development criteria for a mixture of office commercial research and development, light industry/manufacturing, and commercial office on the 70 -acre parcel with access provided by an internal roadway system which will be privately maintained until the development of Phase 4• and WHEREAS, the property is presently zoned BP -20,000 Business Park Zone and this Specific Plan establishes development criteria favorable to both the community and the property owner and the environmental impact report was certified by the City Council of the City of Cypress requiring certain mitigation measures as conditions of future development, and WHEREAS, after a thorough analysis by the City Council of the City of Cypress concerning the plan's future impact on the community, a motion was made to approve the Specific Plan subject to the following conditions 1 Development of McDonnell Center -Cypress, including location of future land uses and street alignments, shall substantially occur as detailed in Exhibit No 3 of the Specific Plan unless otherwise amended pursuant to procedures outlined in Section 6-B of said Plan 2 The final design specifications for all street improvements offered for dedication to the City including but not limited to, location and dimensions of driveways, bicycle trails curb, gutter and sidewalk, shall be determined by the City Engineer 3 All streets indicated on Exhibit No 4, Circulation Plan, shall be offered for dedication to the City, however, the City shall not accept dedication and maintenance of internal streets (exclusive of Walker Street, Katella Avenue and Valley View Street) until completion of Phase No 4 development, Exhibit No 17 The City may choose to accept streets offered for dedication prior to completion of Phase No 4, in exchange for earlier completion of the 150,000 square foot hotel/motel and 12 000 square foot restaurant NOW, THEREFORE, be it resolved that the City Council of the City of Cypress DOES HEREBY APPROVE Specific Plan No 82-1 subject to the above conditions PASSED AND ADOPTED by the City Council of the City of Cypress at a regular meeting held on the 26th day of April 1982 MAYOR OF THE CITY OF CYPRESS ATTEST CITY CLERK OF HE CITY'OF CYPRESS P, �.i STATE OF CALIFORNIA ) SS COUNTY OF ORANGE ) I, DARRELL ESSEX, City Clerk of the City of Cypress DO HEREBY CERTIFY that the foregoing Resolution was duly adopted at a regular meeting of the said City Council held on the 26th day of April 1982, by the following roll call vote AYES- 5 COUNCIL MEMBERS Coronado Lacayo Partin, Rowan, and Mullen NOES 0 COUNCIL MEMBERS- None ABSENT 0 COUNCIL MEMBERS None CITY CLERK C Y OF CYPRESS 2
