RESOLUTION NO 2332
OF THE CITY COUNCIL OF THE CITY OF CYPRESS
A BASIC COMPENSATION PLAN, ESTABLISHING
CITY EMPLOYEES PLACED UNDER THE BASIC
PLAN AND ESTABLISHING SALARIES FOR TEMPORARY
EMPLOYEES NOT PLACED UNDER THE BASIC COMPENSA-

WHEREAS, Section 37206 of the Government Code requires the City Council to prescribe
the time and method of paying salaries and wages of officers and employees of the City
and,
WHEREAS, the City Council has authorized and directed under the provisions of the
Cypress City Code and Resolution No 1635 the preparation of a Compensation Plan for
all employees in the municipal service of the City of Cypress
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Cypress as
follows
SECTION 1 Basic Compensation Plan
All employees of the City of Cypress, except the City Manager, City Attorney
City Treasurer, Department Heads, Division Heads, Administrative Assistants
Administrative Analysts and temporary and seasonal employees are included in a
Basic Compensation Plan Every position under this plan shall be assigned a Range
Number established by the City Council in the annual budget or appropriate resolution
This Range Number shall be as shown on the salary schedules described in Section 2
below The salary scheduled shall consist of five (5) steps within each range
except when otherwise specified (See Schedule B - Cypress Maintenance Association
Employees - consisting of six (6) steps within each range)
(a) The first step is the minimum rate and is normally the hiring rate for the
class An employee may be assigned, upon appointment, to other than the
normal entering salary step upon the recommendation of the City Manager
when it is decided that such action is in the best interests of the City
(b) The second step is an adjustment which may be given at the end of the
employee's probationary period, except for Police Officers, who shall
be eligible for the second step at the completion of the six month
period, if recommended by the Department Head Other employees are
eligible for this adjustment after the completion of six months of
service at the first step The adjustment shall be made only if
recommended by the Department Heads and if approved by the City Manager
Such approval by the City Manager signifies that the employee, other than
a Police Officer, is considered a permanent City employee
(c) The third, fourth, fifth and sixth step (for Cypress Maintenance Association
Employees only), are incentive adjustments to encourage an employee to
improve his work and to recognize seniority and increased skill on the job
Employees are normally eligible for these adjustments any time after the
completion of one year of service at the preceding step Each adjustment
shall be made only, if recommended by the Department Head and if approved
by the City Manager
(d) All rates shown are in full payment for services rendered and cover full
payment for the number of hours now being regularly worked in each class
Employees engaged for less than full-time shall be paid a proportionate
part of these salaries or by an hourly rate of pay that falls within
these ranges
(e) The comprehensive wage and salary plan as outlined herein is based on a
forty (40) hour work week for abl full-time employees

SECTION 5 Mileage Reimbursement
All City officials and employees required to drive their personal vehicles
on City related business shall submit the proper forms for mileage reimbursement
to the City Manager for approval Approved requests shall be reimbursed at the
"standard Internal Revenue Service mileage rate "
SECTION 6 Compensation of Overtime
Subject to the approval of the City Manager and to the following provisions,
a department head may prescribe reasonable periods of overtime work to meet the
operational needs of his department
Except as otherwise provided herein overtime shall either be paid at one
and one-half times the hourly equivalent of the employee's monthly salary rate
or granted as one and one-half times the equivalent compensatory time off in com-
pliance with City Rules and Regulations Employees will be permitted to earn
compensatory time off (CTO)and may accumulate CTO up to a total of twenty-four
(24) hours The method of compensation shall be at the discretion of the depart-
ment head, subject to the approval of the City Manager
(a) Management Personnel Department heads, division heads administrative
assistants and administrative analysts, designated by the City Manager shall not
be eligible for paid overtime Compensatory time off for work beyond the normal
work week may be granted at the discretion of the City Manager
(b) Temporary and seasonal personnel Temporary and seasonal employees
are not eligible to receive compensation for overtime
(c) Court Time An employee called back for a subpoenaed court appearance
which arises out of the course of his employment and which is not within two (2)
hours of the commencement or termination of his regular shift shall be compensated
for a minimum of two (2) hour period on all such subpoenaed court appearance at
the rate of one and one-half times the employee's regular hourly rate of pay
The compensation provided by this Section shall begin when the employee departs
from the department building to go directly to court All employees agree to comply
with the "on-call" policies administered by the City Should an officer who is
subpoenaed to court in the course of his employment be required to be in court in
excess of the minimum two (2) hours, he shall receive pay at time and one-half his
regular hourly rate of pay with the actual hours the employee is in court The lunch
period as designated by the court shall not be included in the computation of hours
worked as overtime hours and shall be deducted from hours worked as court time
SECTION 7 Educational Incentive Payment
Under the provisions of the Educational Incentive Payment plan, all nonmanage-
ment, permanent City employees shall be compensated, upon successful completion of
each approved course, in the amount of $1 00 per month per college unit or equivalent
to a maximum of $30 per month Sworn police personnel shall be excluded from this
provision, however shall receive compensation in the amount of 21% over base salary
for achievement of a P 0 S T Intermediate Certificate, and 5% over base salary for
achievement of a P 0 S T Advanced Certificate
All non -management permanent City employees obtaining Associate and Bachelor
degrees from accredited colleges or universities shall be compensated by the follow-
ing schedule: Associate degree - 5%, Bachelor degree - 71%
CONDITIONS The above payment compensation shall be based on achievements over and
above the job requirements established in the Position Classification Plan for each
class Payment to employees will be based on the highest achievement level only
i e employees with an Associate degree and Bachelor degree. will receive compensation
for the Bachelor degree only Those City employees whose employment is contingent
upon continuing education shall not be eligible for this benefit
All payments under this provision are subject to verification and approval by
the City Manager or his designate

SECTION 8 Vacation Payment Election
All City employees who have completed five (5) years or more of continuous
service shall be able to elect, at their option payment for up to a maximum of
five (5) days (forty (40) hours) of accrued vacation on an annual basis Request
for payment of this election shall be made between June 1 and June 30 of each year,
and payment for this accrued vacation will be made on the earliest possible pay-
roll check in July These vacation hours will be deducted from the employee's
vacation accumulation account
SECTION 9. Safety Shoe or Boot Payment
All employees designated by City management shall receive reimbursement up to
$40 00 per year or one (1) pair of safety shoes or boots (value not to exceed
$75 00 per pair)during each calendar year for the purchase of safety shoes or boots
meeting the quality standards as specified by the City
SECTION 10. Dependent Health Insurance Coverage Payment
All permanent full-time employees represented by the Cypress Maintenance
Employees' Association shall receive a maximum of $80 00 per month contribution
toward dependent health insurance coverage Effective January 4, 1982, the City
shall pay an additional $1 70 per month (maximum $81 70) for dependent coverage
for employees covered by Prudential and an additional $5 28 per month (maximum
$85 28) for dependent coverage for employees covered by Family Health Program
Amounts over this maximum shall be borne by the employee
All permanent, full-time employees represented by the Cypress Public Safety
Employees' Association shall receive a maximum of $52 00 per month contribution
toward dependent health insurance coverage The employee's current contribution
for dependent health insurance shall remain unchanged until such time as the City's
contribution exceeds $52 00 per month Amounts over this maximum shall be borne
by the employee
All permanent, full-time employees represented by Cypress Employees' Assn shall
receive the current contribution for dependent health insurance coverage until
such time as the City's contribution exceeds $90 00 per month, which shall be the
maximum the City will pay for future premium increases toward dependent health
insurance coverage Amounts over this maximum shall be borne by the employee
SECTION 11 Vision Plan
All Cypress Employees' Assn represented employees shall receive reimbursement
up to a maximum of $75 00 during each calendar year for vision care Employee's de-
pendents vision care expenses shall also be allowed within this $75 00 allowance
SECTION 12• Floating Holiday Policy
New employees hired vrior to June 30 of a given year shall receive the full
two (2) floating holidays New employees hired after July 1 of a given year shall
be eligible for one (1) floating holiday If because of administrative requirements,
an employee is unable to use one or both floating holidays, the employee may apply
for and be granted cash payment for any such unused floating holiday Payment shall
be made no later than the date on which payment is made for the last payroll period
of a calendar year
SECTION 13 Uniform Allowances
All permanent, full-time sworn and non -sworn employees represented by the
Cypress Public Safety Employees' Association shall receive uniform allowances as
listed below.
Police Sergeant Agent and Officer $ 728/year
Dispatcher $ 364/year
Court Liaison Clerk $ 300/year
Jailor -Property Clerk $ 120/year

SECTION 14• Retirement Plan Modification
The City shall modify the current retirement plan (2% at 50) by implementing
the one year highest compensation benefit (Section 20024 2) for all permanent,
full-time sworn personnel
SECTION 15. Shooting Pay
All permanent full-time sworn personnel required to successfully complete
monthly firearm qualification shall be eligible for a payment of $20 00 per month
for each such successful monthly qualification The date of such payment shall be
determined by the City Manager
SECTION 16 Pay Periods and Pay Days
All officers and employees of the City of Cypress shall be paid on a bi-weekly
basis The bi-weekly salary of each employee shall be the monthly salary multiplied
by twelve and divided by twenty-six Warrants or checks in payment of compensation
shall be made available by the City to employees and officers of the City on the
Friday following the completion of each bi-weekly pay period In the event that a
pay day falls on a holiday all warrants or checks in payment of compensation shall
be made available, if possible to the City employees on the first day preceding
the holiday
SECTION 17 Computation of Advancement Dates
The anniversary date for persons employed or promoted
the month and the fifteenth of the month, inclusive shall
