A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CYPRESS APPROVING CONDITIONAL USE PERMIT NO 81-1 -
WITH CONDITIONS
THE CITY COUNCIL OF THE CITY OF CYPRESS HEREBY FINDS RESOLVES,
DETERMINES AND ORDERS AS FOLLOWS
1 That an Application was filed for a conditional use permit in
accordance with the provisions of Section 17 2 of the Zoning Ordinance of
the City of Cypress to establish a recreational vehicle center at
5033 Lincoln Avenue
2 That the City Council, after proper notice thereof duly held a
public hearing on said Application as provided by law
3 That the City Council hereby finds that
a The proposed location of the conditional use is in accord
with the objectives of the Zoning Ordinance and the purpose of the
zone in which the site is located is that
This zone is intended to provide appropriately located
areas for establishments catering primarily to highway
travelers, visitors to the City or such businesses or
uses where direct access to major arterial highways is
essential or desirable for their operation
b The proposed location of the conditional use and the conditions
under which it would be operated or maintained will not be detrimental
to the public health safety or welfare or be materially injurious to
properties or improvements in the vicinity in that.
(1) The property is of adequate size and contains
improvements which will allow for the orderly
storage of recreational vehicles
(2) The parking of recreational vehicles to the
northerly side of the property will provide an
artificial buffer between the recreational
vehicle repair center and the single family
dwellings located to the north
(3) Lincoln Avenue a state maintained arterial
highway, contains more than adequate capacity
to accommodate any increase in traffic
generated by this use
c The proposed conditional use will comply with each of the
applicable provisions of the Zoning Ordinance except for approved
variances or adjustments
4 The City Council DOES HEREBY GRANT said conditional use permit
subject to the conditions attached hereto as Exhibit "A "

regular meeting held on the 9th day of February 1981

EXHIBIT "A"
CONDITIONAL USE PERMIT NO 81-1
1 A minimum of ten (10) designated customer parking spaces shall be
provided for the subject business and three (3) designated spaces
provided for the office building which is located on this property
In any event should the ten spaces not adequately accommodate all
parking needs on site, the applicant shall stripe and designate
additional spaces at City staff s request
2 The premises may not be used as a truck yard, contractor storage
yard or any other business not specifically authorized by this
conditional use permit
3 Storage by the applicant of any non operable or unlicensed vehicle
is prohibited All minor repair work shall be accomplished to the
rear of the main structure out of view from Lincoln Avenue
4 The business hours of operation shall be between the hours of 8 a m
and 9 p m , seven days per week Any limitations on the hours of
operation will be established to protect the privacy and general
welfare of the adjoining single-family residences to the north of the
subject property The City Council reserves the right to review and
modify the business hours of operation
5 The fiberglass wall extension along the northerly property line shall
be repaired and maintained in good condition subject to City staff
approval
6 On-site security lighting shall be arranged so that direct rays will
not shine on adjacent properties or produce glare for street traffic
All roof mounted equipment such as heating and air conditioning units
shall be adequately screened from public view, subject to the approval
of the City staff Commercial developments which adjoin residentially
zoned areas shall construct noise bafflers and/or deflectors on all
mechanical equipment mounted outdoors to the satisfaction of the City
staff
7 All future signing, including building and the freestanding pole sign
shall be reviewed and approved by City staff prior to installation
8 This conditional use permit is subject to revocation should the
applicant violate any or all conditions of approval
9 Servicing of recreational vehicles shall be limited to installation
and minor repair of parts and accessories Vehicle dismantling is
strictly prohibited
10 Final site location and installation of the propane fuel station is
subject to approval by the Orange County Fire Marshal and Cypress
Building and Safety Department

11 Property landscaping shall he maintained in a neat, weed free healthy
condition at all times
12 All existing public improvements at the development site which are
damaged cracked, or otherwise below standard, shall be removed and
replaced to the satisfaction of the City Engineer
13 Remove + 4 x 4' area of chipped sidewalk and wood header, and replace
with concrete
14 Replace inlet grate and clean out the under sidewalk drain
1S The westerly drive approach shall be removed and replaced with full
height curb gutter and sidewalk to eliminate the vehicle/pedestrian
conflict which now exists No work shall be done on Lincoln Avenue
without a City Excavation Permit and a California State Division of
Highways Permit
16 A certificate of occupancy shall not be issued for this use until all
conditions applicable to this use permit are satisfied
