RESOLUTION NO 2434
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CYPRESS APPROVING CONDITIONAL USE PERMIT NO 81-24 -
WITH CONDITIONS
THE CITY COUNCIL OF THE CITY OF CYPRESS HEREBY FINDS RESOLVES
DETERMINES, AND ORDERS AS FOLLOWS
1 That an Application was filed for a conditional use permit in
accordance with the provisions of Section 17 2 of the Zoning Ordinance of
the City of Cypress to convert an existing convenience market into a
retail liquor store allowing the off-site sale of general alcoholic
beverages at 5591 Ball Road Clic-Tac Convenience Market)
2 That the City Council after proper notice thereof, duly held a
public hearing on said Application as provided by law
3 That the City Council hereby finds that
a The proposed location of the conditional use is in accord with
the objectives of the Zoning Ordinance and the purpose of the zone in
which the site is located is
An area for the location of retail and wholesale commercial
activities
b The proposed location of the conditional use and the conditions
under which it would be operated or maintained will not be detrimental
to the public health, safety or welfare or be materially injurious to
properties or improvements in the vicinity in that
(1) The property had previously been utilized as a
convenience market retailing alcoholic beverages
(beer and wine only) which is similar in nature
to the approved liquor store land use
(2) Adequate conditions of approval will require upgrading
and renovation of the property to the benefit of the
surrounding community
c The proposed conditional use will comply with each of the
applicable provisions of the Zoning Ordinance except for approved
variances or adjustments
4 The City Council DOES HEREBY GRANT said conditional use permit
subject to the conditions in Exhibit "A" attached

regular meeting held on the 24th day of August 1981

CONDITIONAL USE PERMIT NO 81-24
1 All existing landscape planters shall be weeded and re -landscaped
with suitable plant materials subject to the approval of City
staff A landscaped maintenance bond guaranteeing the healthy
condition of the landscaping and one year maintenance thereof
shall be posted with the City Overall, the entire parcel should
be weeded to remove weed growth along property lines and adjoin-
ing block walls
2 All trash and debris shall be removed from the property which
includes the mounds of trash behind the building and inside the
unused trash enclosure Furthermore, the trash enclosure shall
be reconstructed to accommodate a commercial trash bin and said
bin shall be maintained with the enclosure at all times
3 The deteriorated asphalt parking area shall be resurfaced with
a minimum of one inch (1") asphalt along the easterly side of
the subject building and the minimum slurry seal coating over the
entire balance of the parking area along Ball Road Said parking
lot shall also be restriped as approved by City staff
4 The northerly property line block wall shall be repaired to its
original condition
S Non -conforming advertising signs, which have recently been
attached to the property pole sign shall be permanently removed
All property signing, including structural and freestanding, shall
conform with the City's Zoning Ordinance or constitute a violation
of this conditional use permit
6 The property owner shall submit to City staff for review any
agreements with the adjoining property to the east concerning
common driveway, parking and drainage easements
7 All applicable conditions of approval shall be complied with prior
to Conditional Use Permit No 81-24 becoming effective
8 All applicants and operators of the liquor store are subject to
the Police Department's review concerning criminal record
investigation
