CYPRESS REDEVELOPMENT AGENCY
HELD
March 15, 1988
Agency Vice Chairman Davis called the meeting of the Cypress Redevelopment
Agency to order at 9:07 p.m. on Tuesday, March 15, 1988, in the Cypress City
Council Chambers, 5275 Orange Avenue, Cypress, California.
PRESENT: Agency Members Coronado, Kanel, Mullen and Davis
ABSENT: Agency Member Arnold
It was moved by Agency Member Mullen and seconded by Agency Member Coronado to
approve the minutes of the February 23, 1988 meeting. The motion carried by
the following roll call vote:
AYES: 3 AGENCY MEMBERS: Coronado, Mullen and Davis
NOES: 0 AGENCY MEMBERS: None
ABSENT 1 AGENCY MEMBER: Arnold
ABSTAINED: 1 AGENCY MEMBERS: Kanel
Agency Member Kanel abstained due to his absence at the February 23, 1988
meeting.
CONSIDERATION OF A RESOLUTION CERTIFYING THE ADDENDUM TO THE FINAL
ENVIRONMENTAL IMPACT REPORT AS THE ENVIRONMENTAL DOCUMENTATION FOR THE AMENDED
REDEVELOPMENT PLAN AND AUTHORIZE TRANSMITTAL TO VARIOUS ENTITIES and
CONSIDERATION OF A RESOLUTION RECEIVING THE PROPOSED AMENDED REDEVELOPMENT
PLAN AND AUTHORIZING TRANSMITTAL TO VARIOUS ENTITIES: The staff report dated
March 7, 1988 requested that these items be continued to the Redevelopment
Agency Meeting of March 28, 1988.
It was moved by Agency Member Mullen and seconded by Agency Member Kanel to
continue these items to the March 28, 1988 meeting. The motion unanimously
carried by the following roll call vote:

CONSIDERATION OF "MASTER PLAN FOR A SENIOR CITIZEN PLANNED COMMUNITY" PROPOSED
FOR CYPRESS ELEMENTARY SCHOOL SITE: The Planning Director summarized the
staff report dated March 7, 1988 which described Archiplan's preparation of a
senior citizen planned community master plan, for the Cypress Elementary
School site. In reviewing the feasibility of the three proposed affordable
housing types (rental, congregate care or retirement hotel), it was determined
that any of the uses are feasible on the site. The sentiments of the seniors,
however, based on input from the Senior Citizen Commission were strongly
supportive of the more conventional rental housing. The recommended site plan
incorporates 300 cars in a surface parking lot and it further provides
landscape standards which mitigate the openness of a surface parking area. If
the Agency is in agreement with the proposed master plan, the next step is for
the consultant to prepare a Request for Qualifications (RFQ), under direction
of the city. Staff anticipates completion of this RFQ within four weeks from
the date of Agency approval of a recommended master plan. Staff recommended
that the Cypress Redevelopment Agency receive and file the attached master
plan approving the preferred plan as being the 136-unit affordable rental
housing project, subject to the design and parking standards provided in the
master plan.
After discussion, it was moved by Agency Member Mullen and seconded by Agency
Member Kanel to continue this item to the Redevelopment meeting of April 11,
1988. The motion unanimously carried by the following roll call vote:

Agency Vice Chairman Davis called for comments from members of the audience.
Mr. John Erskine, Huntington Beach, stated he wished to clarify what his
concern was and the question is do you hold off competition pending an
analysis of the benefits of an owner-participant working out a property
exchange. Since it is all one redevelopment area, there may be additional
abilities and flexibility under redevelopment law to facilitate the exchange
of property in the Senior Citizen project and we are not trying to avoid
competing with other builders.
Mr. Reed Floury, National Church Residences, commented that is a lack of
information about the concept and requested an opportunity to have Archiplan
sit with the Board of Trustees or with Affordable Development Corp. and
representatives from National Church Residences and apprise them as to the
alternatives. The direction and response to an RFQ has to be guided to a
certain extent by how "affordable" is defined.
