CRA-85 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF CYPRESS CONSENTING TO AND CALLING FOR A JOINT PUBLIC HEARING ON THE SECOND AMENDMENT TO THE REDEVELOPMENT PLAN FOR THE LOS ALAMITOS RACE TRACK AND GOLF COURSE REDEVELOPMENT PROJECT AREA AND RELATED NEGATIVE DECLARATION THE REDEVELOPMENT AGENCY OF THE CITY OF CYPRESS HEREBY FINDS, RESOLVES, DETERMINES, AND ORDERS AS FOLLOWS: 1. That pursuant to the provisions of the California Community Redevelopment Law, Health and Safety Code Section 33000, et seq., ("CRL"), the staff and consultants of the Redevelopment Agency of the City of Cypress ("Redevelopment Agency") have proposed the Second Amendment to the Redevelopment Plan for the Los Alamitos Race Track and Golf Course Redevelopment Project Area ("Second Amendment"); and 2. That Redevelopment Agency staff and consultants have determined that the use of eminent domain is necessary to implement future redevelopment plan projects and programs and have identified a need to extend the eminent domain authority within the Los Alamitos Race Track and Golf Course Redevelopment Project Area ("LART") for a twelve-year period, as allowed by the CRL; and 3. That the text in the Redevelopment Plan for LART describing permitted land uses is outdated and must be amended to conform to the City's General Plan; and 4. That the Redevelopment Agency has prepared a Draft Amended and Restated Redevelopment Plan in connection with the Second Amendment, pursuant to the requirements of the CRL, which extends the eminent domain provision for a twelve-year period and designates that the land uses of the City's General Plan, as it exists today or is hereafter amended, will dictate land uses within the LART; and 5. That the Redevelopment Agency has undertaken the required steps for the consideration of the adoption of the Second Amendment. NOW, THEREFORE, BE IT FURTHER RESOLVED that the Redevelopment Agency of the City of Cypress does hereby: 1. Consent to and call for a joint public hearing of the Redevelopment Agency and the City Council to be held in the City Council Chambers, located at Cypress City Hall, 5275 Orange Avenue, Cypress, California, to consider and act upon the proposed Second Amendment, related Negative Declaration, and all documents and evidence pertaining thereto. The time and date of such joint public hearing shall be March 26, 2001, at 7:00 p.m. or as soon thereafter as the matter may be heard; and 2. Request that the City Council of the City of Cypress consent to and call for a joint public hearing of the Redevelopment Agency and the City Council to consider and act upon the proposed Second Amendment to the Redevelopment Plan for LART and related Negative Declaration; and 3. Authorize the Redevelopment Agency Secretary, in cooperation with the Executive Director, to prepare, publish and mail such notices and documents and do all other acts as may be necessary to carry out the purposes of this resolution.
