Resolution No. 39171 g RESOLUTION NO. 3917 RESOLUTION OF THE CITY OF CYPRESS ADOPTING A PROGRAM OF VOLUNTARY WATER CONSERVATION TO REDUCE WATER CONSUMPTION BY TWENTY PERCENT WHEREAS, water is California s most precious natural resource and WHEREAS, have created available to and current drought conditions throughout the State an unprecedented shortage in the water supplies water supply retail agencies and public agencies, WHEREAS, a continuing drought into 1992 and beyond could lead to even more severe regional water shortages, and WHEREAS, precipitation for the current water year has been substantially below normal, particularly in the watersheds of the imported water supplies serving Southern California, insuring that many communities in the State will suffer water shortages, and WHEREAS, the Governor of the State directed all communities within the State plans and has directed the Department of monitor water use, and WHEREAS, the Metropolitan Water California, in recognition of the existing in the State, has begun to deliveries in 1991 and WHEREAS, in recognition of the existing in the State MWD s Board resolution on the California drought immediate adoption of state and local use and of California has to adopt rationing Water Resources to District (MWD) of Southern critical water conditions curtail agricultural water critical water conditions of Directors approved a on March 12, 1991 urging regulations to reduce water WHEREAS, said resolution urges counties, cities, water retailers, and other appropriate jurisdictions to develop and implement a mandatory water conservation plan, including ordinances regulations and orders, with a goal of reducing water use by twenty (20) percent, and WHEREAS, said resolution requests every city in MWD s service area to alert its residents and businesses to the necessity and means of saving water and to carefully monitor water uses to prevent waste, and WHEREAS, said resolution further requests every city in MWD s service area to develop and implement specific water conservation measures with a goal of reducing water use by twenty (20) percent, and WHEREAS, failure by the City of Cypress to implement effective use reductions may cause a depletion of local storage reserves threatening the viability of water service in a continuing drought and threaten its participation in the MWD s focal Projects Program or Conservation Credit or receipt of increased MWD contributions and WHEREAS, the City of Cypress has the power and authority to adopt water conservation measures within its boundaries NOW, THEREFORE, the City Council of the City of Cypress does hereby resolve as follows SECTION 1. That the City Council of the City of Cypress supports the MWD mandate that all water agencies, including the Southern California Water Company reduce their water purchases by twenty (20) percent for March 1991 with the likelihood of a thirty (30) percent or greater reduction level by April 1991 1" SECTION 2. That the City Council of the City of Cypress authorizes the implementation of a voluntary drought conservation program, with a goal of reducing water use by twenty (20) percent, and if necessary thirty (30) percent or greater to reduce the risk and severity of water shortages should the drought continue into 1992 SECTION 3. That the City of Cypress will a. Continue to audit its landscape irrigation systems to maximize irrigation efficiency and adjust its sprinklers and irrigation systems to avoid overspray runoff and waste, b. Not irrigate its landscape during the hot hours of the day and/or during the morning and evening peak hours, and will avoid watering on windy days, c. Minimize water used to flush sewers or hydrants, d. Not hose down driveways sidewalks and other paved surfaces, except for health or sanitary reasons e Retrofit plumbing fixtures with low -flow devices, except for those fixtures that require high-flow for health or sanitary reasons, f Check faucets, toilets, and pipes, both indoor and outdoor and will repair any leaks immediately SECTION 4. That the City of Cypress urges its residents and businesses to: a. Adjust sprinklers and irrigation systems to avoid overspray runoff and waste b. Avoid watering during the hot hours of the day and/or during morning and evening peak hours, and avoid watering on windy days, c Install drought -tolerant trees and plants and efficient irrigation systems d. Shut off decorative fountains unless a water recycling system is used, except for health or sanitary reasons, e Not hose down driveways sidewalks and other paved surfaces, except for health or sanitary reasons f Where possible, install pool and spa covers to minimize water loss due to evaporation, g. Not allow hoses to run while washing cars, and to use a bucket during the washing process and hoses with automatic shutoff valves h. Retrofit indoor plumbing fixtures with low -flow devices and install such devices in new residences and businesses, and i Check faucets, toilets and pipes, both indoor and outdoor and repair any leaks immediately j Large water users shall be encouraged to implement water recycling and re -use processes SECTION 5. That the City of Cypress requests that a. Parks schools and golf courses not water during the hot hours of the day during the morning and evening peak hours, and on windy days, and b. Restaurants, and other public places where food is served, serve drinking water to customers only upon request SECTION 6. That the City of Cypress finds that a continuation of voluntary measures to reduce consumption, will best achieve the goal of conserving the water supply without causing unnecessary adverse economic consequences. SECTION 7 That, if voluntary measures do not achieve the goal of a twenty (20) percent reduction in water use, or if the drought condition continues into 1992, the City of Cypress may consider the adoption of a mandatory water conservation program.
