AWARD OF CONTRACT:
2. Continuation of Award of Contract for Two (2) Automobiles - Police
Department.
CONSENT CALENDAR:
All matters listed under "Consent Calendar" are to be considered by the City
Council to be routine and will be enacted by one motion approving the recom-
mendation listed on the agenda.
3. Consideration of a Request for Leave of Absence Without Pay - Donna
Kopp.
Recommendation: That the City Council approve a leave of absence without
pay for Donna Kopp from February 28, 1977 to April 4, 1977.
Consideration of Method of Payment for the City's Share of The New
League of Cities Building.
Recommendation: That the City Council opt to pay its share of the cost
of the new League building through a one-time payment of the lump sum
of $6,345.
5. Consideration of Request for Authorization of the Mayor to attend the
1977 California Arts and Humanities Seminar.
Recommendation: That the City Council authorize the Mayor to attend the
1977 California Arts and Humanities Seminar to be held in Palm Desert
on March 4-6, 1977, subject to reimbursement for all actual and necessary
expenses.
6. Consideration of Claim Submitted by Karen Holloway, 5835 Stratmore Avenue,
Avenue, Cypress.
Recommendation: That the City Council officially deny the claim of Karen
Holloway, 5835 Stratmore Avenue, Cypress, in the amount of $1,429.39 and
refer the claim to R.F. Dickson Company's Insurance Carrier, Fireman's
Fund, for appropriate disposition.

7. Consideration of Resolution of Commendation - Councilman Ted Bartlett,
Huntington Beach.
Recommendation: That the City Council adopt a Resolution of Commendation
for Huntington Beach City Councilman Ted Bartlett, copy of which will be
prepared by the Staff.
8. Consideration of Request for City Manager to Attend Regional Workshop
on Communications.
Recommendation: That the City Council authorize the City Manager to
attend the Regional Training and Development Service Workshop on Communi-
cations to be held in Newport Beach on March 3 and 4, 1977, subject to
reimbursement for all actual and necessary expenses.
Consideration of Approval of Plans and Specifications and Authorization
to Advertise for Bids on Community Facilities Improvement Project No.
7728-90.
Recommendation: That the City Council approve the plans and specifiCa-
tions for the Civic Center Handicapped Access Improvements, Project No.
7728-90, and authorize the City Clerk to advertise for bids with bids to
be opened at 10:00 A.M. on March 22, 1977.

Consideration of Acceptance of Improvements, Including the Bikeway
on Orangewood, Holder, Valley View and Along Stanton Channel, and
Release of Bonds for Tract Number 6932.
Recommendation: That the City Council accept the public improvements
and bikeway on Orangewood, Holder, Valley View and along Stanton Channel
in Tract Number 6932 as being satisfactorily completed in accordance
with plans and specifications and authorize the City Clerk to release
the monumentation bond and the labor and material bond upon expiration
of their required lien period providing no mechanic liens are filed with
the performance bond to be held for one year from the date of acceptance
of the improvements to guarantee against any defects in material or
workmanship.

Consideration of Coyote Creek Bicycle Path at Lincoln Avenue and at
Southern Pacific Railroad Tracks - SB 821, Bicycle and Pedestrian
Facility Claims, City of Cypress Project Number 7750-90.
Recommendation: That the City Council adopt the Resolution requesting
SB 821 funds for the Coyote Creek Bicycle Path at Lincoln Avenue and at
Southern Pacific Railroad Tracks! by title only, title as follows:

Requesting the Southern California Association of Govern-
ments to Include the Coyote Creek Bicycle Path at Lincoln
Avenue and Southern Pacific Railroad Tracks in the SB 821
Bicycle and Pedestrian Funding Claims.
Consideration of Weed and Rubbish Abatement Program Resolution Authorizing
Posting of Properties and Declaring City's Intention to Abate.
Recommendation: That the City Council adopt the attached resolution de-
claring that the listed properties constitute a public nuisance; declaring
the City's intention to abate; directing the Street Superintendent to post
notices; and setting the time and place for the public hearing of objections
to the proposed abatement, by title only, title as follows:

13. Consideration of Traffic Commission Recommendation for No Parking Areas
on Lincoln Avenue and Cerritos Avenue.
Recommendation: That the City Council approve the Traffic Commission's
recommendations for "No Parking" restrictions on Lincoln Avenue and
Cerritos Avenue as indicated in this report and adopt the attached
Resolution establishing the appropriate "No Standing Zones" and "No
Parking" areas on Lincoln Avenue and Cerritos Avenue, by title only,
title as follows:

14. Consideration of a Resolution Commending Boy Scout Kiel Landua on
Achieving the Rank of Eagle Scout.
Recommendation: That the City Council adopt the attached Resolution
