ORDINANCE NO 96
AN ORDINANCE OF THE CITY OF CYPRESS AMENDING ORDINANCE NO 90 WITH
RESPECT TO ONE FAMILY RESIDENTIAL ZONE REGULATIONS AND GENERAL
PROVISIONS, CONDITIONS AND LIMITATIONS
THE CITY COUNCIL OF THE CITY OF CYPRESS DOES ORDAIN.
SECTION 1 FENCES AND WALLS* Section 107 8 of Ordinance No 90 is
hereby amended to read as follows
Fences and walls are permitted but not required Such fences and walls
shall not exceed six (6) feet in height and where the same are located
in the required front yard, the same shall not exceed three (3) feet
in height The provisions of Part 25 shall be complied with
SECTION 2 VISION CLEARANCE, CORNER & REVERSED CORNER LOTS Section
125 6 of Ordinance No 90 is hereby amended as follows:
All corner lots and reversed corner lots subject to yard requirements
shall maintain for safety vision purposes a triangular area one angle
of which shall be formed by the lot front or rear and side lines separa-
ting the lot from the streets, or adjacent to a driveway and the sides of
such triangle forming the corner angle shall each be fifteen (15) feet
in length measured from the aforementioned angle The third side of
said triangle shall be a straight line connecting the last two mentioned
points which are distant fifteen (15) feet from the intersection of the
front and side lot lines, and within the area comprising said triangle
no tree shall be allowed, nor any fence, shrub or other physical ob-
struction higher than forty two (42) inches above the established grade
shall be permitted
SECTION 3 WALL, FENCE OR HEDGE MAY BE MAINTAINED Section 125.8 of
Ordinance No 90 is hereby amended to read as follows
In any "R" Zone or "R -Use" a wall fence or hedge, three (3) feet in
height may be located and maintained on any part of a lot On an interior
lot, a wall fence or hedge not more than six (6) feet in height may be
located anywhere on the lot to the rear of the required front yard setback
line On corner lots and reverse corner lots a six (6) foot fence may be
located anywhere on the lot except in those areas comprising the required
front yard or the required area for vision clearance
SECTION 4 EFFECTIVE DATE: Pursuant to the provisions of Section 36937 of
the Government Code, this Ordinance is for the immediate preservation of public
peace, health and safety and shall take effect immediately The facts con-
stituting the urgency are as follows
Many residents of the City of Cypress have commenced building fences and
walls which construction has ceased and is being delayed because of the existing
Zoning Ordinance This situation has resulted in the creation of dangerous and
hazardous conditions especially endangering the welfare of small children

a regular meeting thereof held on this 17th day of July 1961
