AN INTERIM ORDINANCE OF THE CITY OF CYPRESS AMENDING
ORDINANCE NO 90, THE ZONING ORDINANCE BY TEMPORARILY
CHANGING THE ZONE OF A CERTAIN PARCEL OF LAND WITHIN THE
CITY OF CYPRESS FROM R-1 (ONE FAMILY RESIDENTIAL) AND
R-2 (TWO-FAMILY RESIDENTIAL) TO P -D (PLANNED DEVELOPMENT)
THE CITY COUNCIL OF THE CITY OF CYPRESS DOES ORDAIN AS FOLLOWS.
SECTION 1 Ordinance No 90, the Zoning Ordinance of the City of Cypress,
is amended hereby by placing the property described in Section 2 hereof in the
P -D (Planned Development) classification
SECTION 2. The property which is the subject of this Ordinance is described
as follows
Beginning at the intersection of Walker Street and Orange Avenue,
thence souhterly 1190 feet thence westerly 412 feet thence southerly
170 feet chence westerly 578 feet thence northerly 1008 feet thence
westerly 330 feet thence northerly 342 feet thence westerly 673 91 feet
thence northerly 1336 44 feet thence easterly 1993.91 thence southerly
1336 44 feet to the point of beginning
SECTION 3. This Ordinance is declared to be an urgency measure necessary
for the immediate preservation of the public safety health and welfare, and
shall become effective immediately upon its adoption, and shall terminate six
months after adoption
The facts constituting the emergency as as follows
The parcel of land described in Section 2 hereof is now classified in R-1
(One -family Residential) and R-2 (Two-family Residential) Districts The
Planning Department of the City of Cypress is presently conducting studies and
intends to conduct further studies within a reasonabb time for thepurpose of
holding public hearhgs and redommeriding to the City Council the rezoning of
such parcel of land from its present classification to a regional shopping
center classification
The Cypress Junior College District has commenced proceedings for the
condemnation of certain territory within the City which includes 21 acres pre-
viously proposed for use as the only regional shopping center within the City
under the Master Plan and Zoning Ordinance of theCity, thereby preventing such
proposed use
The recent and current rapid development of territory for residential uses
in theCity has made parcels of land other than that under consideration unsuitable
or unavailable for development as such a regional shopping center.
Plans for the construction and financing of the civic center of Cypress are
nearly completed, and it is the intention and desire of the City to proceed with
such construction as soon as possible after such plans are completed Such plans
would be affected materially by the location of such a regional shopping center on
adjacent land
There are imminent uses of theparcel of land described in Section 2 hereof
which would be in conflict with the uses permitted under the comtemplated
zoning The establishment of such uses prior to the completion of the studies
being undertaken' by the:Planning Department would prejudice and preclude the
effective consumation of such studies
PASSED AND ADOPTED by the City Council of the City of Cypress at a regular
meeting held on the 11th day of January, 1965
