HELD
December 15, 1977
The regular meeting of the Cypress Planning Commission was called
to order at 6 03 p m on Thursday December 15 1977 in the Cypress
City Council Chambers 5275 Orange Avenue, Cypress, California,
Chairman Robert Van Allen presiding
PRESENT

Commissioners Adler Partin and Van Allen
Commissioners Friedmann and Mullen
Also present were Don Lamm, Assistant Planner, and Art Schatzeder
Public Works Director.
PLEDGE OF ALLEGIANCE Commissioner Partin led the pledge to the
flag
RECESS Chairman Van Allen recessed the meeting at 6 05 p m in
order for the Commissioners to visit the General Electric Company
lighting facility in Fullerton The meeting was called back to
order at 8 03 p m with the following Commissioners present

Chairman Van Allen continued consideration of the minutes until
later
ORAL COMMUNICATIONS Chairman Van Allen asked if anyone wished to
speak in regard to any matter which was not on the agenda No one
wished to speak
At Commissioner Partin's request Chairman Van Allen added Item
#4 under Administrative Matters regarding the painted -on wall sign
at Papa Joe's Delicatessen at Valley View and Cerritos
ADMINISTRATIVE MATTERS
1 Review of Landscaping and Irrigation Plan, MEB Investments,
Tract Map #9837
The Assistant Planner presented the landscaping and irrigation
plans for the condominium project located at 5300 Lincoln Avenue
to the rear of Lincoln Plaza Shopping Center, and a report dated
December 12 describing the landscaping treatment
Commissioner Adler asked if the crash gate provided sufficient
maneuvering space for emergency vehicles and if landscaping inter-
fered Mr. Lamm stated the plans were incorrect and a six foot
high concrete wall with a 13 foot wide crash gate is proposed He
stated the closest tree is 13 feet from the property line and
there will be adequate clearance for emergency vehicles
Mr Doug Brown 4416 Lincoln Plaza Way, Cypress, representing MEB,
reported that the underground irrigation lines are installed and
street improvements are completed
It was moved by Commissioner Friedmann seconded by Commissioner
Adler and unanimously carried to approve the landscape and irriga-
tion plans for Tract Map #9837

2 Review of Landscape and Signing Plan - Anthony Industries
Conditional Use Permit #77-22.
The Assistant Planner presented the landscaping and sign plans and
a memorandum dated December 12 which described the landscaping and
sign programs for the restaurant and shopping center located at the
southeast corner of Lincoln and Valley View With regard to the
landscaping treatment, the staff recommended that the specimen
trees be relocated from the sidewalk treewells to the planter area
and that a planter box be installed in the corner cut-off area
Staff reported that the applicant proposed a 25 foot high 100
square foot double-faced freestanding sign to be located at the
corner Wall signing for the restaurant is proposed on the west
elevation only Staff recommended that the pole sign be reduced
to 22 feet because of the extensive exposure of the property to
vehicular traffic. Staff reported that a double trash bin is
proposed on the east property line near the center of the property
Mr Duane Walters, representing Anthony Industries reported the
menu board is specially designed and has two sides and two speakers
He stated they agree with the staff report and staff s recommenda-
tions He stated that since this is their first restaurant they
feel identification is important He stated a 22 foot high sign
would be adequate as long as the bottom is eight feet off the
ground to protect against vandalism He stated the trash enclosure
is enlarged to accommodate future needs Mr Walters stated they
intend to continue the landscaping treatment along Lincoln Avenue
He reported that Winchell s Donuts and the other user will be com-
bined on a 100 square foot freestanding sign on Valley View and
Baskin-Robbins will have a face sign only He stated plans for
the second pole sign will be submitted at a later date
Commissioner Mullen stated he was concerned that a total signing
program was not submitted and he felt one freestanding sign could
have been designed to serve the total needs of the project Mr
Walters stated it would be difficult to keep one pole sign for
the total project under 35 feet in height and that a sign con-
taining all the store names would be confusing to read He stated
the second pole sign would be about 12 feet in height The Assis-
tant Planner reported that staff and the applicant discussed the
signing needs and staff did not make a commitment to a second pole
sign or any other signing He reported these plans were submitted
because the applicant planned a January opening date for the rest-
aurant He stated staff indicated to the applicant that they would
not encourage a second pole sign and prefer that freestanding signs
be monument signs and they would not favor a second pole sign 25
feet in height
Chairman Van Allen asked if anyone wished to speak No one in the
audience wished to speak
It was moved by Commissioner Friedmann, seconded by Commissioner
Mullen and unanimously carried to approve the landscaping and
signing plans for C U P #77-22 subject to the following conditions
1 Fifteen gallon size Evergreen Pear trees shall be required
40 feet on center within the landscaped areas along Valley
View Street and Lincoln Avenue to the specifications of the
City staff
2 A separate planter area at the base of the freestanding sign
shall be installed with flowering plant material similar to
that proposed in the planters adjacent to the restaurant
3 Upon the completion of the remaining commercial buildings of
this project, the same landscape treatment shall be extended
to those areas as designated on the approved plot plan of
Conditional Use Permit No 77-22
4 The double-faced freestanding sign shall be reduced to a
maximum height of twenty-two feet (22')

5 Additional signing for the remaining commercial structures
on this parcel of land shall be reviewed and approved by
the Planning Commission prior to its installation
Chairman Van Allen stated that the Commission may consider changes
or a reduction in size of the approved pole sign in the event the
applicant develops an overall signing program for the property
3 Review of Landscape Plan Lloyd's Auto Repair, Conditional
Use Permit #77-23
The Assistant Planner presented the landscaping plan for the car
repair facility to be located at 4572 Lincoln Avenue and a report
dated December 12 describing the landscaping program He reported
that a condition of the use permit required that landscaping and
irrigation be installed prior to issuance of a certificate of
occupancy
Commissioner Adler felt several of the trees appeared too close
together and he asked that they be more spaced out The Assistant
Planner stated staff would rearrange the landscaping so that the
trees are offset from the street trees
Chairman Van Allen asked if there was any public input No one
wished to speak
It was moved by Commissioner Adler seconded by Commissioner
Friedmann and unanimously carried to approve the landscaping and
irrigation plans for C U P #77-23 subject to the conditions that.
(1) the design and location of the irrigation system shall be sub-
ject to approval by the City Engineer and (2) that staff investi-
gate the application of the street tree requirement on the property
and ensure that the location of trees on the property and street
trees in the public right-of-way are compatible
4 Review of Painted Wall Sign Papa Joe s Delicatessen, Valley
View and Cerritos.
Commissioner Partin reported that there was a new painted on wall
sign below a mounted sign at Papa Joe's Delicatessen and it appeared
the exterior of the building had been renovated He stated itwas
his understanding that the Sign Ordinance provided an amortization
period for painted on signs
The Assistant Planner reported that staff has been working on a
sign amortization program and the ordinance has not been enforced
on an individual basis because of the extent of painted on signs
throughout the City
Chairman Van Allen suggested that persons be informed of sign
requirements and the need for staff review of signs when they
apply for a business license The Commission requested that staff
present a status report at the next meeting on when the Commission
may begin consideration of the signing problem
ORAL COMMUNICATIONS Mr Jim Duncan, 9787 Rome Street Cypress
wished the Commissioners a Merry Christmas
MINUTES It was moved by Commissioner Friedmann. seconded by Com-
missioner Mullen and unanimously carried to approve the December
8 minutes
ADJOURNMENT Chairman Van Allen adjourned the meeting at 9 14 p m
