Minutes 80-04-15MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CYPRESS CITY COUNCIL HELD April 15, 1980 The adjourned regular meeting of the Cypress City Council was called to order at 7:04 p.m. on Tuesday, April 15, 1980 in the Cypress City Council Chambers, 5275 Orange Avenue, Cypress, California, Mayor Howard Rowan presiding. PRESENT: ABSENT: Counc~lmembers Evans, Lacayo, MacLain and Rowan Councilman Hudson PLEDGE OF ALLEGIANCE: Mr. A1 Troncone led the pledge to the flag. Mayor Rowan announced that the Council was advised last night that Councilman Hudson was being hospitalized for a lesion on the lungs and there was no further prognosis on his health. CONSIDERATION OF CITY CLERK'S CERTIFICATE OF CANVASS: The City Manager/City Clerk reported that, pursuant to the Election Code, he had canvassed the ballots fol- lowing the April 8 election and had certified the results which were included as an exhibit with the Resolution reciting the fact of the general municipal election. It was moved by Councilwoman Evans and seconded by Councilman Lacayo that the City Council accept the City Clerk's Certificate of Canvass of the election. The motion unanimously carried by the following roll call vote: AYES: 4 COI~C]LMEMBERS: Evans, Lacayo, MacLain & Rowan NOES: 0 COUNCILMEMBERS: None ABSENT: 1 COUNCILMEMBERS: Hudson CONSIDERATION OF A RESOLUTION RECITING FACT OF GENERAL MUNICIPAL ELECTION: The City Manager presented a report dated April 15 which transmitted a Resolution reciting the fact of the general municipal election held on April 8. It was moved by Councilman Lacayo and seconded by Councilwoman Evans to adopt the following Resolution by title only, title as follows: RESOLUTION NO. 2220 A RESOLUTION OF THE CITY CO[~CIL OF THE CITY OF CYPRESS, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY ON APRIL 8, 1980, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY THE PROVISIONS OF THE CHARTER. The motion unanimously carried by the following roll call vote: AYES: 4 COUNCILMEMBERS: Evans, Lacayo, MacLain & Rowan NOES: 0 COUNCILMEMBERS: None ABSENT: 1 COi~CILMEMBERS: Hudson In accordance with Section 7 of the above Resolution No. 2220, the following is a statement of the results of said election. 1. The whole number of votes cast in the City was 3,138. The names of the persons voted for at said election for member of the City Council of said City are as follows: Donald G. Hudson Joe D. Hardcastle Gerald "Jerry" Mullen Alice Frankiewich MacLain Salvatore "Sam" Marckese Cornelius M. Coronado, Jr. Jim Corey The measure voted upon at said election is as follows: An Advisory Measure relating to the State of California Sales Tax allocation. The number of votes given at each precinct and the number of votes given in the City to each of such persons above named for the office of member of the C~ty Council, and for and against the measure are as follows: EXHIBIT "A" -2- o Council Minutes April 15, 1980 EXHIBIT "A" -3- City Council Minutes April 15, 1980 Elected as a member of the City Council for a full term of four years were: Gerald "Jerry" Mullen 1,714 votes Cornelius M. Coronado, Jr. 1,035 votes As a result of said election, a majority of the qualified voters voting on said measure relating to the Advisory Measure on the State of California Sales Tax Allocation did vote in favor thereof, and that said Measure was carried, and shall be deemed adopted and ratified. At this time, Mayor Rowan made a presentation of a Co,unity Service Plaque to Councilwoman Alice MacLain honoring her eight years of service to the comzaunity as a member of the City Council. Councilwoman MacLain accepted the plaque and expressed appreciation to staff for their assistance during her terms of office. Councilwoman MacLain read a prepared statement which addressed her feelings on several of the campaign issues, a copy of which is on file in the City Clerk's office. Councilman Lacayo stated Councilwoman MacLain had done a tremendous job for the City as Councilmember, and that he respected her and former Councilman Don Hudson although he had political differences with them. COUNCILWOMAN MACLAIN LEFT THE MEETING AT 7:22 P.M. ADMINISTRATION OF OATH OF OFFICE TO NEW COUNCILMEMBERS: The City Clerk admin- istered the Oath of Office to Councilmen-elect Cornelius Coronado and Gerald Mullen and both Councilmembers assumed their seats at the podium. Mr. Richard Parttn, 11456 Culebra, Cypress, and Mr. John Kennedy, 10002 Saint Vincent Circle, Cypress, responded to the comments made by former Councilwoman MacLain. Mayor Rowan stated that he intended to call for investigations by the appropriate authorities of the Cypress American Legion Post and former Recreation and Park Director because of their statements and activities during the election campaign. Mayor Rowan resigned his position as Mayor. CONSIDERATION OF CITY COUNCIL REORGANIZATION: The City Clerk assumed chairman- ship of the meeting and announced that the positions of Mayor and Mayor Pro Tem were vacant, and that he would first entertain nominations for the position of Mayor. Councilman Mullen nominated Councilman Lacayo as Mayor. Councilman Coronado nominated Councilwoman Evans as Mayor. Councilman Rowan moved that nominations be closed, and hearing no objections, the City Clerk announced that nominations for Mayor were closed. The Council first voted on the nomination of Councilman Lacayo. The motion failed to carry by the following roll call vote: AYES: 2 COUNCILMEMEERS: Lacayo & Mullen NOES: 3 COUNCILMEMBERS: Coronado, Evans & Rowan ABSENT: 0 COUNCILMEMBERS: None Councilman Lacayo moved that a unanimous ballot be cast to elect Councilwoman Evans as Mayor. There being no objections, the City Clerk announced that Councilwoman Evans was elected as Mayor. Mayor Evans announced that nominations were open for Mayor Pro Tem. -4- City Council Minutes April 15, 1980 Councilman Lacayo stated that, traditionally, the top vote getter in the election shall be nominated for the position of Mayor Pro Tem, and that Mr. Mullen had received the greatest vote majority in the City's history. Councilman Lacayo nominated Councilman Mullen as Mayor Pro Tem. Councilman Rowan nominated Councilman Coronado as Mayor Pro Tem. Councilman Lacayo moved to close nominations for Mayor Pro Tem and, there being no objections, nominations for Mayor Pro Tem were closed. The Council voted on the nomination of Councilman Mullen as Mayor Pro Tem. The motion failed to carry by the following roll call vote: AYES: 2 COUNCILMEMBERS: Lacayo & Mullen NOES: 3 COUNCILMEMBERS: Coronado, Evans & Rowan ABSENT: 0 COUNCILMEMBERS: None Councilman Mullen moved that a unanimous ballot be cast to elect Councilman Coronado as Mayor Pro Tem. There being no objections, Mayor Evans announced that Councilman Coronado was elected Mayor Pro Tem. Councilman Mullen expressed congratulations to Councilmembers Evans and Coronado on their election as Mayor and Mayor Pro Tem. He thanked his voting supporters and campaign workers and expressed pleasure at having been elected to the City Council. Councilman Mullen expressed his respect for former Councilmembers MacLain and Hudson and stated they had served as dedicated representatives of the City. Councilman Mullen expressed his desire that the Council would be able to work as a cooperating body to serve all elements within the community. He introduced his wife and son and daughter who were in the audience. COUNCILMAN ROWAN LEFT THE MEETING AT 7:42 P.M. Councilman Coronado expressed his pleasure at having been elected to the Council and thanked his campaign contributors. He expressed support for the City Manager- City Council form of government and felt its aim was to bring harmony to the com~unlty. Councilman Coronado felt that unbiased and free-thinking Council- members would best serve the interests of the City. He indicated he would have a new telephone installed and he encouraged Cypress residents to contact him. Councilman Coronado introduced his wife and several of his campaign supporters who were in the audience.
