APPROVING VARIANCE NO V-266, ROBERT W RANKIN
WHEREAS, the Cypress City Planning Commission held a public hearing
on Thursday, February 6, 1969, at 7:30 p.m., in the City Council Chambers,
5275 Orange Avenue, Cypress, California, to consider an application
for variance from Section 125 7 of the Zoning Ordinance No 90 to allow the
construction of a six foot (6') high block wall fence to the side property
line, abutting Shasta Circle, with a ten foot (10') radius in lieu
of the required fifteen foot (15') triangular area, on property generally
located at 9131 Whitney Way, Cypress, requested by Robert W Rankin,
9131 Whitney Way, Cypress, California, known as Variance No. V-266, and,
WHEREAS, two people appeared speaking in favor of the request and no
protests were heard, and,
WHEREAS the Commission found and determined that there would be no
traffic vision problem,
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission approve
Variance No. V-266.

WHEREAS, the Cypress City Planning Commission held a public hearing
on Thursday, February 6, 1969, at 7:30 p.m., in the City Council Chambers,
5275 Orange Avenue, Cypress, California, to consider an application for
variance from the Sign Ordinance to allow two subdivision directional
signs on the southeast corner of Valley View Street and Katella Avenue,
requested by Melven Genser Outdoor Signs, 5321 Vineland Avenue, North
Hollywood, for Creative Display Advertising, Box 15683 Del Valle Station,
Long Beach, California, known as Variance No V-267, and,
WHEREAS, one person appeared speaking in favor of the request and
no protests were heard, and,

WHEREAS, the Cypress City Planning Commission held a public hearing
on Thursday, February 6, 1969, at 7:30 p m , in the City Council Chambers,
5275 Orange Avenue, Cypress, California, to consider an application for
variance from the Sign Ordinance to allow two subdivision directional
signs on the southwest corner of Valley View Street and Ball Road, requested
by Melven Genser Outdoor Signs, for John C Leal, 5962 Ball Road, Cypress,
known as Variance No V-268, and,
WHEREAS, one person appeared speaking in favor of the request and no
protests were heard, and,
WHEREAS, the Planning Commission determined that such conditions have
been imposed upon the issuance of the variance as will insure that the
variance thereby authorized does not constitute a grant of special privilege
inconsistent with the limitations upon other properties in the vicinity
and zone in which subject property is situated, and,
WHEREAS, the Commission further determined that the granting of the
variance will not be materially detrimental to the public welfare or
injurious to property and improvements in the zone and vicinity in which
the property is located, and,
WHEREAS, the Commission determined that the selling of homes within
the community enhances rather than detracts from the community,
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission approve
Variance No. V-268, subject to the following conditions.
1 The sign shall be located 10' south of the ultimate right of way
line of Ball Road and 10' westerly of the ultimate right of way
line of Valley View Street.
2 This Variance is granted for only an eighteen (18) month period
at which time the Planning Commission may extend the Variance
3. A $250 cash bond shall be posted guaranteeing removal of each
sign at the termination of the Variance
4 The signs shall be maintained in good order
5. The signs shall be non -illuminated.
6 The signs shall only be used to advertise the sale of homes
within the City of Cypress
7. The signs shall not be over twenty feet (20') in overall height
8 The copy and style of the signs shall conform to that sign existing
on the east side of Valley View Street, between Cerritos and Katella,
at the Southern Pacific Railroad tracks.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CYPRESS
DETERMINING THAT THE PROPOSED AMENDMENT TO THE MASTER PLAN OF
DRAINAGE ADDING STORM SEWER PROJECTS 2-A-9 IN WALKER STREET,
PROJECT 2-A-10 IN MOODY STREET AND PROJECT 20-A-1 SOUTH OF
ORANGEWOOD AND WEST OF VALLEY VIEW STREET TO THE MASTER PLAN
OF DRAINAGE IS IN CONFORMANCE WITH THE MASTER PLAN OF DRAINAGE
AND RECOMMENDING APPROVAL OF SAME TO THE CITY COUNCIL
WHEREAS, the Cypress City Planning Commission held a public hearing
on Thursday, February 6, 1969 at 7:30 p m in the Council Chambers, 5275
Orange Avenue, Cypress, California, to consider an Amendment to the Master
Plan of Drainage consisting of the addition of storm sewer Projects
2-A-9 in Walker Street; 2-A-10 in Moody Street; and 20-A-1 south of
Orangewood and west of Valley View to the Master Plan of Drainage initiated
by the Secretary of the Planning Commission, and,
WHEREAS, at the Public Hearing, the Planning Commission proposed an
Amendment, which was reviewed by the Director of Public Works of the City
of Cypress, and,
WHEREAS, no one appeared speaking in favor of or in opposition to the
proposed Amendment, and,
WHEREAS, the Director of Public Works of the City of Cypress did
recommend that the Planning Commission determine that the proposed Amendment
is in conformance with the Master Plan of Drainage for the City of Cypress
which consists of the addition of storm drain projects 2-A-9, 2-A-10 and
20-A-1 to the Master Plan of Drainage and recommended approval of said
Amendment to the City Council
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission determines
that the Amendment is in conformance with the Master Plan of Drainage of the
City of Cyrpess and hereby recommends approval of said Amendment to the City
Council which consists of the addition of storm sewer Projects 2-A-9,
2-A-10, and 20-A-1 to the Master Plan of Drainage

RECOMMENDING TO THE CITY COUNCIL THE CREATION OF A CIVIC CENTER
(C -C) OVERLAY ZONING IN THOSE AREAS ADJACENT TO THE CYPRESS
JUNIOR COLLEGE WHICH ARE PRESENTLY ZONED COMMERCIALLY AND/OR
FOR MULTIPLE -FAMILY RESIDENTIAL PURPOSES
WHEREAS the Cypress City Planning Commission held a public hearing
at their meeting of March 6th, 1969 at 7.30 p.m., in the Council Chambers,
5275 Orange Avenue, Cypress, California, to consider creating a C -C
(Civic Center) Overlay zoning in areas adjacent to the Cypress Junior
College which are presently zoned either commercially and/or for multiple -
family usage, initiated by the Cypress Planning Commission, and,
WHEREAS, seven people addressed the Commission making inquiries regarding
the proposed zoning one person appeared speaking in favor of the proposed
zoning, and one protest was heard, and
WHEREAS, the Planning Commission determined the proposed overlay zoning
would be in the best interest of the City because it would restrict the
areas involved to buildings with good designs that were aesthetically pleasing,
not allowing buildings without design or of such an appearance that they
would detract from the adjoining properties and the Junior College, and
WHEREAS, the Commission further determined that the requirement of
a conditional use permit would also give adjacent property owners an
opportunity to protest or express their feelings and/or requests for
specific conditions to protect their property,
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission hereby
recommends to the City Council the creation of a Civic Center (C -C) overlay
zoning in those areas adjacent to the Cypress Junior College wich are
presently zoned commercially and/or for multiple -family residential purposes.

COUNCIL
WHEREAS, the Cypress City Planning Commission held a public hearing at
their meeting of March 6th, 1969 at 7.30 p m , in the Council Chambers,
5275 Orange Avenue, Cypress, California, to consider and application for
amendment to the Zoning Ordinance No 90 to change the zone of a certain
parcel of land from C-1 (Neighborhood Stores) to C-0 (Commercial Office),
generally located on the southwest corner of Cerritos Ave. and Knott
Avenue, initiated by the Cypress Planning Commission, known as Zone Change
No Z-177, and
WHEREAS, two people addressed the Commission making inquiries regarding
the zoning and one protest was heard, and
WHEREAS the Planning Commission determined that there was a sufficient
amount of existing C-1 uses in the neighborhood to serve the adjacent
residential areas, and
WHEREAS the Commission further determined that the most compatible
development standards and land uses would be those permitted in the C-0
(Commercial Office) zone,
NOW, THEREFORE BE IT RESOLVED that the Planning Commission recommend
to the City Council the approval of Zone Change No Z-177

ORDINANCE NO 90, SECTION 125 7, "VISION CLEARANCE - CORNER,
OR REVERSE CORNER LOTS"
WHEREAS, the Cypress City Planning Commission held a public hearing
at their meeting of May 1, 1969 at 7:30 p m , in the Council Chambers,
5275 Orange Avenue, Cypress, California, to consider a proposed amendment
to the Zoning Ordinance No. 90, Section 125 7, "VISION CLEARANCE - CORNER,
OR REVERSE CORNER LOTS", in regard to the 15' by 15' triangular safety
vision area presently required; to add a revision to administratively
provide for an exception without the necessity of obtaining a variance,
initiated by the Cypress Planning Commission, and,
WHEREAS, three people appeared speaking in favor of the proposed
amendment and no protests were heard, and,
WHEREAS, the Planning Commission determined that the proposed amendment
would not eliminate the Section, but merely allow the Planning Director
to approve the waiver of the requirement in specific instances where the
garage or driveway of the adjacent lot is located on the side of thelot
farthest away from the fence, thus expediting the process rather than
causing a considerable delay and expense for the homewoner, and,
WHEREAS the Commission further determined that, in the case of denial
of the request by the Planning Director, the matter may be appealed to the
Planning Commission,
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission recommend
to the City Council the approval of the amendment to the Zoning Ordinance
No. 90, Section 125 7, "VISION CLEARANCE - CORNER, OR REVERSE CORNER LOTS",
authorizing the Planning Director to waive the vision clearance for walls
on reverse corner lots provided that the drive approach on the adjacent
lot to the reverse corner lot is located at the farthest point away from
the reverse corner lot.

WHEREAS, the Cypress City Planning Commission held a public hearing on
Thursday, June 5, 1969, at 7:30 p.m. in the City Council Chambers, 5275 Orange
Avenue, Cypress, California, to consider an application for variance from the
Sign Ordinance to permit the height of the shopping center sign at the northeast
corner of Ball Road and Bloomfield Street to be 55 feet heigh and to permit one
additional building sign reading "Alpha Beta Cypress", requested by Alpha Beta
Acme Markets, Inc., 777 South Harbor Boulevard, La Habra, California, (represented
by Cox Neon Corporation, 1711 Bluff Road, Montebello), for Robert W Helms
4417 Country Club Lane, Long Beach, (property owner), known as Variance No V-274,
and
WHEREAS, several protests from adjacent property owners were heard and
after giving consideration to the matter, the Commission denyed that portion of
Variance V-274 which would allow the additional height of the pole sign, but
granted the additional sign for the face of the building, and
WHEREAS, the Planning Commission found that the additional sign reading
"Alpha Beta Cypress" to be located on the face of the building would not only
give identity to the shopping center but to the City of Cypress, granted the
variance for the additional sign to be placed on the face of the building
NOW, THEREFORE, BE IT RESOLVED that the Commission approve that portion
of Variance V-274 regarding the additional sign for the face of the building,
subject to the following conditions•

WHEREAS, the Cypress City Planning Commission held a public hearing at their
meeting of June 19, 1969, at 7:30 p.m , in the City Council Chambers, 5275 Orange
Avenue, Cypress California, to consider an application for conditional use
permit to allow the construction of more than one building in an R-3 (Multiple -
family Residential) zone, on property generally located north of the northeast
corner of Juanita Street and Ball Road, requested by James S Lawless,

WHEREAS, one person appeared speaking in favor of the request and protests

5 All drainage fees shall be paid
6. Juanita Street shall be improved to the satisfaction of the City

8. Due to the increase of traffic to be generated from this project,

14 Fifteen gallon street trees to be installed along Juanita Street,
40 foot on centers.
15 A cash deposit for street lights to be paid, amount to be determined

RECOMMENDING MODIFICATION OF CONDITIONAL USE PERMIT NO C-211
(HYATT DIE CAST CORPORATION)
WHEREAS the Cypress City Planning Commission held a public hearing on
July 3 1969, in the Council Chambers, 5275 Orange Avenue, Cypress, California,
to consider the possible modification or revocation of Conditional Use Permit
No C-211, as requested by the Cypress City Council, and
WHEREAS the public hearing held on Thursday July 3, 1969, was
continued until July 17, 1969, at 7:30 p m in the Council Chambers,
5275 Orange Avenue, Cypress, California, to allow the submission of an
engineer's report which set forth methods to control sounds being emitted
by the Hyatt Die Cast Corporation, and
WHEREAS several people spoke in favor of the revocation and/or
modification of Conditional Use Permit No C-211, and protests were heard in
reference to the revocation of Conditional Use Permit No. C-211 and
WHEREAS the Planning Commission continued the public hearing of
July 17, 1969, to July 24, 1969, at 4 p m in the Council Chambers at
5275 Orange Avenue, Cypress, California, to study the proposals of the
engineering firm of Bolt Beranek and Newman, as to their report's feasibility
of implementation and the ability of the methods as outlined in their report to
bring the emitting sounds within the code limitations of the Zoning Ordinance of
the City of Cypress, and
WHEREAS the Planning Commission found and determined that the sounds
eminating from the Hyatt Die Cast Corporation's use could be controlled by the
implementation of Phase No 1 and Phase No 2 of the Bolt Beranek and Newman
(sound engineer's) report; and
WHEREAS the Planning Commission finds and determines that the
following conditions will be necessary for the continuation of said use permit.
1 Any exhaust stacks on spray booths shall be elevated
above the peak of the highest building adjacent to them.
2 The least odorous materials obtainable shall be used
in any spraying operation
3 Fume burners will be required if uncontrollable odors
persist
4. No boat engines shall be run at the Pico Craft Corporation
5 The automatic bell system shall be shut off on weekends
6. Phase No 1 of the Bolt Beranek and Newman Sound
Abatement Report shall be commenced at once and shall
be completed within 90 days of the approval of this
modification
7. No vibrations shall be allowed at the property line
within 90 days after the approval of this modification.
The machines causing the vibration at the present time
shall not be operated after 8 p.m. nor on weekends
8 The original condition, No 1B, shall be ammended to
read as follows.
An area 10 feet from the exterior property
lines adjacent to any residentially -zoned
property shall be landscaped and permanently
maintained. The landscape plan shall be
prepared by a licensed landscape architect
and approved by the Planning Commission
The time limit for landscaping is extended to within
6 months after approval of this modification

9 All outside compressors shall be shut down when not in use
10 After Phase No 1 of the Bolt Beranek and Newman Report is
completed, additional sound tests shall be made by Hyatt
Die Cast Corporation to determine if the sound has reached
the ordinance requirement of a low decimal reading If not,
then Phase No 2 of the Bolt Beranek and Newman Report shall
commence immediately and shall be accomplished within 90 days
11. If after 180 days the Hyatt Die Cast Corporation is still not
in accord with the ordinance, a public hearing will be held
to revoke or modify the conditional use permit

Cypress, California, to consider an application for amendment to Zoning
Ordinance No 90 to change the zone of a certain parcel of land from R-1
(Single -Family Residential) to R-4 (High -Density Multiple Family Residential),
generally located at the southeast corner of Denni Street and Orange Avenue,

WHEREAS the Cypress City Planning Commission held a public hearing
on September 4, 1969, at 7.30 p m , in the City Council Chambers, 5275 Orange
Avenue, Cypress, California, to consider an application for a variance from
Zoning Ordinance No. 90, Section 121.3c, to permit the construction of a new
building to house a H S Salt Food to Go Store of 1000 square feet, with
11 parking spaces, at the general location of 5242 Lincoln Avenue, Cypress,
California, known as Variance No V-278, and
WHEREAS one person appeared in favor of the request and one person
appeared against the request, and
WHEREAS the Commission determined that since the business was
limited to off -premises eating only and to be conducted strictly as an
order, pick-up and go operation, that 11 parking spaces would be ample.

RECOMMENDING APPROVAL OF CONDITIONAL USE PERMIT NO C-224,

WHEREAS the Cypress City Planning Commission held a public hearing
at their meeting of October 2, 1969, at 7 30 p m , in the City Council
Chambers, 5275 Orange Avenue, Cypress, California, to consider an application
for a conditional use permit to allow the construction of a two-story
apartment building a maximum of fifty feet from adjacent property which is
the city boundaries of an adjacent city, placing a carport buffer strip to
all boundaries, in an R-4 (High -Density Multiple Family) zone on property
generally located at 9362 and 9372 Holder Street, Cypress, requested by

amendment to the Cypress City Code, Section 23-17 of Chapter 23, to prohibit
roof signs, and
