RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CYPRESS
RECOMMENDING TO THE CITY COUNCIL APPROVAL OF ZONE CHANGE NO
Z-187, CREATIVE ENVIRONMENT, INC
WHEREAS, the Cypress City Planning Commission held a public hearing on
Thursday, May 21, 1970, at 7.30 p m , in the City Council Chambers, 5275
Orange Avenue, Cypress, California, to consider an application for Amendment
to the Zoning Ordinance No 90, to change the zone of a certain parcel of
land from C-2 (General Commercial) to R=3 (Multiple -family Residential) on
property generally located on the west side of Holder Street, north of Ball
Road, requested by Creative Environment, Inc , 2110 E Katella Anaheim,
California, (for Frank J Hansman and James J Fuchik, property owner),
known as Zone Change No Z-187, and,
WHEREAS, one person appeared speaking in favor of the request and two
protests were heard, and,
WHEREAS, the Amendment to the Zoning Ordinance No 90 would increase the
development potential of the commercial properties to the south, and,
WHEREAS, the Flood Control Channel along the north property line of the
subject property will act as a physical barrier between the single-family
residential and any proposed development, and,
WHEREAS, the Commission found and determined that an R-3 zone would
provide a good transition from the C-2 zone to the R-1 zone,
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission recommend
to the City Council approval of Zone Change No Z-187

RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CYPRESS
APPROVING CONDITIONAL USE PERMIT NO C-231; JOHN JOHNSON FOR
JOAO COELHO
WHEREAS, the Cypress City Planning Commission held a public hearing
on Thursday, May 7, 1970, and Thursday, May 21, 1970, at 7:30 p m , in the
City Council Chambers, 5275 Orange Avenue, Cypress, California, to consider
an application for conditional use permit to allow the construction of 496
garden apartments and parking facilities to be located at the southwest
corner of Lincoln and Denni, requested by John Johnson, 8151 Orangethorpe,
Buena Park, California, (Joao M. Coelho, property owner), known as Conditional
Use Permit No C-231; and,
WHEREAS, five people appeared speaking in favor of the request and no
protests were heard; and,
WHEREAS, the design of the structures will be compatible with adjacent
uses, and,
WHEREAS, the proposed density and open spaces constitute the use as a
garden apartment;
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission approve
Conditional Use Permit No C-231, subject to the following conditions:
1 All drainage fees shall be paid.
2 A division of land map must be filed showing the parcels
to be split.
3 Drainage shall be solved to the satisfaction of the City
Engineer
4 Advance street light energy charges shall be paid.
5 Location of all street furniture shall be approved by the
City Engineer.
6 Lincoln Avenue and Denni Street shall be dedicated and improved
in accordance with the General Plan of Streets and Highways
7 Where sidewalks are located adjacent to the curb, a 5-1/2 foot
sidewalk shall be provided.
8 The water system shall be a circulating type and fire hydrants
shall be installed in accordance with Fire Department requirements
9. All streets shall be dedicated and improved.
10 Four -foot tree wells shall be required on all streets having walks
adjacent to the curbs
11. A retaining wall shall be constructed where required by the
City
12 Cross fall and all alleys to be a minimum of a 2% grade
13. Street and alley grades shall be a .2% minimum.. A grading study
shall be submitted sustaining less than 2% grade
14. The developer shall install a street lighting system approved by
the City Engineer
15. A study shall be required to determine the adequacy of the sewer
on Surrey Drive as to its potential capacity for servicing the
development The developer shall enter into a reimbursement
agreement for the cost of the sewer in Surrey Drive, if he uses
that facility.

16 Improvement bond shall include the cost of full improvement of
Denni Street to the extent of the total R-4 development. A
separate bond shall be submitted concurrently to include cost of
full improvements of the balance of Denni Street and all of Lincoln
Avenue. On property owned by the present owner or developer, two years
may be allowed for the completion of this improvement.
17 All landscaping shall be designed by a licensed landscape architect,
and shall be installed prior to the occupancy of the structures.
18. Enclosed trash storage areas shall be provided subject to the approval
of the Planning Director.
19. A six foot (6') high wall measured from the highest finished grade shall
be constructed along the north property line to within fifteen feet (15')
of Denni Street This wall shall also be constructed along the south
property line from the west boundary of the elementary school This wall
may be reduced to three feet (3') in height from that area easterly.
20. A landscape treatment shall be designed with this block wall to integrate
landscaping and to break up the solid mass of block wall along Surrey
Drive
21. A six foot (6') high wall shall also be constructed along the
westerly property lines and the northerly property line of the development
22 If the interior street is to be dedicated, it shall conform to City
standards.
23 Only one driveway shall be permitted to Surrey Drive This driveway
shall be located approximately 400 feet westerly of the centerline of
Denni Street.
24 The developer shall reimburse Larwin Company for the retaining wall
constructed along Surrey Drive. This reimbursement should only be for
the portion of the wall retaining earth

WHEREAS, the Cypress City Planning Commission held a public hearing on
Thursday, May 21, 1970, Thursday, June 4, 1970, and Thursday, June 18, 1970,
at 7:30 p.m., in the City Council Chambers, 5275 Orange Avenue, Cypress,
California, to consider an application for conditional use permit to allow
the construction of a tennis club, generally located on Bloomfield Street,
10009 north of Cardiff Street and 1700° south of Lincoln Avenue, requested
by Edward Fitzgerald, 2850 Long Beach Boulevard, Long Beach, California, for
Hortensia Vandemaele (property owner), known as Conditional Use Permit No
C-232, and,
WHEREAS, two people appeared speaking in favor of the request and no

WHEREAS, it was found and determined that the granting of this conditional
use permit, with the conditions as set forth below, would make the proposed
recreation facility compatible with the surrounding area and not detrimental

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
CYPRESS AMENDING THE PUBLIC BUILDINGS ELEMENT OF THE
GENERAL PLAN AND RECOMMENDING ADOPTION OF THE AMENDMENT
TO THE CITY COUNCIL
WHEREAS, the Planning Commission of the City of Cypress has duly considered,
held public hearings as required by law, and duly adopted by Resolution, the
Public Buildings Element of the MasterPlan for the City of Cypress, and
WHEREAS the City Council of the City of Cypress has duly considered and held
a public hearing and duly adopted by Resolution the Public Buildings Element of
the Master Plan for the City of Cypress, and
WHEREAS SECTION VII, Corporation Yard of the Public Buildings Element in-
cluded a recommendation for acquisition of a corporation yard site and an estimate
of the personnel and vehicles required by the year 1980, and
WHEREAS, the City of Cypress has acquired a site of approximately five acres
generally located west of Watson Street and north of Lincoln Avenue as a site for a
corporation yard, and
WHEREAS the firm of SUA Division of Dillingham Corporation specializes in
studies for space requirements for facilities of such a nature and was employed
by the City of Cypress to prepare a study showing these requirements for the
Corporation Yard on the site acquired, and
WHEREAS the Planning Commission of the City of Cypress held a public hearing
on July 2, 1970 and continued said public hearing until July 16 1970 to consider
the adoption of an amendment to Section VII, CORPORATION YARD of the Public Build-
ing Element of the General Plan, and
WHEREAS the report titled, "Study of Facilities Requirements" determined space
requirements based on projection of population, area, operations and personnel re-
quirements to serve the City of Cypress in accordance with information furnished to
the consultant by the City of Cypress Planning Department, Public Works Department
and the Parks and Recreation District, and
WHEREAS, the Study offers alternative means of providing the required amounts of
space through development of different programs, and
WHEREAS no persons addressed the Commission in favor of the elements and no
protests were heard, and
WHEREAS, the Planning Commission determined that the amendment is an important
guide to the growth of the City, and
WHEREAS, the Planning Commission determined that the Study determines the
amount, type, estimated cost and location of space required for a corporation yard
facility for the City of Cypress through 1995 with alternative means of providing
the required amounts of space to serve the population
NOW, THEREFORE, BE IT RESOLVED THAT THE PLANNING COMMISSION HEREBY ADOPTS as
an Amendment to Section VII, CORPORATION YARD, of the Public Buildings Element of
the general part the Study, the Report titled, "Study of Facilities Requirement
Corporation Yard City of Cypress, California" as prepared by the SUA Division of
Dillingham Corporation excluding that po ien-e the Study relating to organizational
structure and recommends adoption of the amendment to the City Council,

WHEREAS, the Cypress City Planning Commission at their meeting of Thursday,
July 2, 1970 at 7030 p m in the Ciiy Council Chambers, 5275 Orange Avenue,
Cypress, California, considered an amendment to part 23-A of Ordinance No. 90,
the Zoning Ordinance of the City of Cypress relating to Home Occupations of the
City of Cypress,initiated by the Cypress Planning Commission, and
WHEREAS, no protests were heard, and
WHEREAS, it was the intent of the Planning Commission to allow for the
devotion of more of their time to comprehensive zoning and planning problems of
the community, and
WHEREAS, the Planning Commission meets in session at 4 p.m. in the afternoons
of their regularly scheduled meetings to discuss community planning problems, and
WHEREAS, the Home Occupation Permits were considered in the afternoon sessions
of the Planning Commission, and
WHEREAS, excessive time of the afternoon session was devoted to the consid-
eration of Home Occupations rather than the original purpose of the afternoon
meetings, and
WHEREAS, the Planning Commission staff recommendation has never been directly
contrary to the Planning Commission action,

California, to consider an application for conditional use permit to allow the
construction of two 42 -unit apartment houses generally located on the west side
of Graham Street, approximately 400 feet south of Orange Avenue, requested by

WHEREAS, three people appeared speaking in favor of the request and no pro-

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CYPRESS
RECOMMENDING THE APPROVAL OF THE HOUSING ELEMENT TO THE CYPRESS
GENERAL PLAN
WHEREAS, the Housing Element-is.a comprehensive document in that it includes
service of all levels of residential developments in the Cypress Planning areas
with emphasis upon substandard and/or deteriorated areas, and
WHEREAS, the Housing Element proposes to prevent future spread of such con-
ditions and presents a variety of proposed action programs for residential rehab-
ilitation and improvement and provides effective tools for corrective action of
such conditions, and
WHEREAS, the Housing Element proposes practical, modest initial steps which
gradually progress from program planning and organization to actual implementation,
and
WHEREAS the Housing Element emphasizes a need for citizen involvement and
support in the implementation of its programs and its recommendations stress
action through private developers, non-profit organizations, and individual
citizens with the City of Cypress providing technical advice and assistance, neces-
sary job services and utilities, and general coordination in the implementation of
efforts, and
WHEREAS, the Housing Element is long range in scope, recommending a five year
work program for the initial implementation with future developments to be estab-
lished upon the review and updating of information based on experiences and successes
of the program, and
WHEREAS, the Housing Element is a general document presenting programs applic-
able for city-wide implementation which are directed primarily to correct critical
problem areas and can be successfully applied to other situations and/or areas where
future conditions and needs warrant, and
WHEREAS, the proposed action programs are presented as initial courses of action
and are properly couched in general terms with implementation details left for future
conditions and needs warrant, and
WHEREAS, the Housing Element is amendable and leaves ample room for future
adoption of additional programs and recommendations and allows for changes in empha-
sis and scope of future proposed projects and/or the deletion of programs and
projects as experience and needs dictate, and
WHEREAS, the proposed Housing Element recognizes current national, state, and
local housing trends and developments and stresses a need for local responsibility
to provide adequate housing for all economic levels of the community's citizenry,
and
WHEREAS, the plan recognizes that a greater planning emphasis upon meeting the
needs of low and medium income residents appeat014Atranted since major housing prob-
lems involve primarily such groups and alsonbeeaUhhetsuch planning emphasis is neces-
sary to qualify for State and Federal assistance, and
WHEREAS, the housing plan is compatible with other Elements of the Cypress
General Plan,

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CYPRESS
RECOMMENDING THE APPROVAL OF THE TOWNSCAPE/URBAN DESIGN/OPEN
SPACE ELEMENT OF THE GENERAL PLAN
WHEREAS, the Planning Commission of the City of Cypress has duly consid-
Pm ered, held public hearings as required by law, and duly adopted by Resolution,
the Townscape/Urban Design/Open Space Element of the General Plan for the City
1 of Cypress, and,
WHEREAS, this Element of the General Plan is an expression of the community's
efforts to achieve identity as reflected in the Progress 80 Goals and other
programs, and design distinction amid the surrounding growth patterns adjacent
to the City of Cypress, and,

WHEREAS, the plan is a set of ideas which interrelate and give direction
for public and private actions; and,
WHEREAS, the Townscape/Urban Design/Open Space Element will serve as a
source document offering general rather than specific guidelines and policies
for future growth and development, such document to be subject to frequent review
and revision such as future needs and conditions warrant, and,
WHEREAS, through the background work in developing this Element it was
acknowledged that the City should seek architectural and landscape quality in
both private and public developments and that a variety of architectural design
is desired and that the City should encourage color, texture, light, shadow and
the use of water in the design of its structures and facilities; and,
WHEREAS, the implementation programs developed from this plan will be sub-
ject to formal review and approval of the Planning Commission and the City
Council before adoption. and,
WHEREAS, there is a difference of opinion as to the administration of the
Design Review Procedure as outlined in the Element; and,
WHEREAS, the Commission feels strongly that the Design Review section should
be adopted as a concept to provide guidelines for achievement of architectural
excellence, and,
WHEREAS, further review will develop the policies, programs, and neces-
sary ordinances for the implementation of the Design Review section of this
Element,
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City
of Cypress recommends approval to the City Council of the Townscape/Urban Design/
Open Space Element of the General Plan

WHEREAS the Cypress City Planning Commission held a public hearing on
Thursday, September 3, 1970, at 7°30 p m , in the City Council Chambers,
5275 Orange Avenue, Cypress, California, to consider the modification of con-
ditional use permit to allow the Planning Commission of the City of Cypress
to either modify existing conditions, add new conditions, revoke the conditional
use permit, or sustain the previous action on property located at 4614 Lincoln
Avenue, Cypress, California, initiated by the Planning Commission of the City

oil surfaced• the ground shall be de -weeded and treated with a weed
killer prior to the oil treatment. The area south of the proposed
wall shall be asphaltic concrete after the end of one year if the
City Engineer, upon inspection, feels it is necessary

3 The applicant shall retain a professional landscape architect to
prepare the landscaping as requested by the Planning Commission,

WHEREAS, the Cypress City Planning Commission held a public hearing on
Thursday, September 3, 1970 p m , in the City Council Chambers, 5275 Orange
Avenue, Cypress, California to consider an application for conditional use
permit to allow the construction of a twenty-three unit apartment building,
located at 6191 Orange Avenue, requested by Sanberg and Lebanoff (property
owners), 736 W First Street, Tustin, California, known as Conditional Use
Permit No C-236; and,
WHEREAS, one person appeared speaking in favor of the request and no pro-
tests were heard; and,
WHEREAS, the design of the structures will be compatible with adjacent
uses,
NOW, THEREFORE BE IT RESOLVED that the Planning Commission approve Con-
ditional Use Permit No C-236, subject to the following conditions:
1 A concrete block wall shall be constructed along the periphery of
the subject property, color and type to be approved by the Planning
Director The wall shall be compatible with the design of the
building
2. Drainage shall be solved to the satisfaction of the City Engineer

WHEREAS, the Cypress City Planning Commission held a public hearing on
Thursday, September 17, 1970, at fl30 p m , in the City Council Chambers,
5275 Orange Avenue, Cypress, California, to consider an application for modifi-
cation of a conditional use permit to allow the construction of a new drug room,
lunch room, boiler room, and sanitary facilities on newly leased land from the
Southern Pacific Railroad on property which lies westerly on the west property
line along Electric Street on property located at 5421 Philo Street, requested
by Henry J. Verhoeven, 5421 Philo Street, Cypress, California, and known as
Modification of Conditional Use Permit No. C-206; and,
WHEREAS, one person appeared speaking in favor of the request and no pro-
tests were heard; and,
WHEREAS, the design of the structures will be compatible with adjacent
uses, and,
WHEREAS, plotting of the new structure will lend itself to a continuous
integrated development; and,
WHEREAS, the Planning Commission determined that the use applied for at
the location set forth in the application is properly one for which a Condi-
tional Use Permit is authorized by the Zoning Ordinance; and,
WHEREAS, the Commission further determined that the proposed use will have
no adverse effect on abutting property or the permitted use thereof,

2 The development shall conform to the submitted plot plan Any substan-
tial change shall require the approval of the Planning Commission
3 The existing site shall be graded and cleared of all weeds and debris,
cleaned up, and dust preventative measures shall be applied to the
ground, The site shall be maintained in a dust -free manner
4 The wood office structure east of the metal covered warehouse shall be
removed from the property by January 1, 1971
5 The metal -skinned building shall have a new siding put on its south
face and on its east side where the office building is to be removed
by January 1, 1971 Siding shall be approved by the Planning Director
6. The metal -skinned building shall be repainted by January 1, 1971 The
existing building and bins shall be repaiutci; Lite colors are to be
approved by the Planning Director.
7. The property leased from the Railroad shall be graded and cleared of

asphaltic concrete Any area not being used for parking shall be paved
with decomposed granite
8 All driveways on private property shall be paved with not less than
asphaltic concrete
9 The off-street parking area shall be paved and striped in accordance
with City standards The parking facilities shall be installed prior
to the expansion of the existing use
10 The use shall meet all the requirements of the Orange County Air Pol-
lution Control Board
11 Landscaping shall be installed or slats shall be integrated with the
chain link fence such that the interior view of the property shall be
screened from the public and shall be subject to approval by the Plan-

12. The temporary storage area shall be removed and replaced with an

WHEREAS, the City of Cypress realizes that multiple -family, commercial,
industrial, and public buildings and uses are the bulk structures of the community,
and,
WHEREAS, the City of Cypress realizes that these structures have the greatest
impact on the community's visual environment° and,
WHEREAS, it is the intent of the City of Cypress to enhance the community's
visual environment as well as the values of property throughout the City; and,
WHEREAS, the adoption of the Design Goals, Objectives and Criteria as com-
munity policy will encourage and promote community acceptability, attractiveness,
cohesiveness and compatibility of new buildings, developments, remodeling and
additions so as to maintain and improve property values; and,

LUTHERAN CHURCH
WHEREAS, the Cypress City Planning Commission held a public hearing on
Thursday, May 20, 1971, 7:30 p m , in the City Council Chambers, 5275 Orange
Avenue, Cypress, California, to consider an application for conditional use
permit to allow the construction of a church to be located at 9512 S Juanita
Street, requested by Grace Brethren Lutheran Church, 5722 Lakia Drive, Cypress,
California, known as Conditional Use Permit NO C-257; and,
WHEREAS, five persons appeared speaking in favor of the request and no
protests were heard; and,
WHEREAS, the design and use of the structure will be compatible with the
adjacent land uses; and,
WHEREAS, the proposed church is found to be in harmony with the surrounding
neighborhood, and,
WHEREAS, the request for a conditional use permit meets the necessary
conditions precedent to the granting of a conditional use permit•
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission approve
Conditional Use Permit No C-257, subject to the following conditions:
1 Compliance with all applicable conditions of the Cypress City Code
2, That the development be constructed in accordance with the officially
approved plans Any alterations shall be approved by the Planning
Commission
3 That a landscaping plan prepared by a registered landscape architect
be submitted to the Planning Commission for approval prior to the
issuance of a Building Permit.
4 That a permanent water sprinkling system be installed
5 That all open parking spaces be striped with "double lines",
6. That bumper stops be provided in all parking spaces open or covered
7 Construction of the building be in accord with FHA soundproofing
standards
8 That more precise elevations be approved by the Planning Commission
prior to issuance of a building permit.
9. That all roof equipment be screened
10 That a 6 foot high concrete block wall be constructed along the south

RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CYPRESS
APPROVING CONDITIONAL USE PERMIT NO C-246, LARWIN MULTI -HOUSING
CORPORATION
WHEREAS, The Cypress City Planning Commission held several public hearings
on the following dates: February 4, 1971, March 4, 1971, March 18, 1971, April
1, 1971, April 15, 1971, and May 6, 1971, at 7:30 p.m. in the City Council
Chambers, 5275 Orange Avenue Cypress, California, to consider an application
for a conditional use permit which would allow the construction of a 170 unit
apartment complex on property generally located 110' west of Grindley Street,
on the north side of Lincoln Avenue, Cypress requested by the Larwin Multi -
Housing Corporation; and known as Conditional Use Permit C-246; and,
WHEREAS, Mr John Tapking and Mr Larry Gunn representing the Larwin
Corporation appeared at the various hearings and presented testimony relative
to the conditional use permit application, and,
WHEREAS, the following people appeared in person speaking in opposition
to the request or submitted letters of protest:
Richard Bowber, 5240 Cumberland Drive, Cypress, California
Al Dilly, 9825 St George Circle, Cypress, California
WHEREAS, the Planning Commission received information from the traffic
engineering division of the City of Cypress relative to ingress and egress to
the development; and,
WHEREAS, the Planning Commission determined that access to and from the
site would not be a problem because of the proposed east -west street on the
east side of the development and the two points of exit and entry on Lincoln
Avenue, and,
WHEREAS, the Planning Commission was of the opinion that the setback
treatment along Lincoln Avenue was substantially in conformance with the -
adopted Townscape Element of the General Plan; and,
WHEREAS, the Planning Commission was of the opinion that the development
would not be detrimental to the existing land uses in the immediate area, and,
WHEREAS, the Planning Commission was of the opinion that design of the
structures was in harmony with the adjoining areas; and,
WHEREAS, the Planning Commission was of the opinion that the submitted
design with certain modifications was compatible with the adjoining areas; and,
WHEREAS, the Planning Commission was of the opinion that the development
was in conformity to the adopted Housing Element of the General Plan; and,
WHEREAS, the Planning Commission was of the opinion that the open parking
areas were designed and landscaped in such a manner as to create attractive
vistas, and,
WHEREAS, the

be submitted to the Planning Commission for approval
4 That a permanent automatic water sprinkling system be installed
5 That all open parking spaces be striped with "double lines".
6. That bumper stops be provided in all parking spaces open or covered
which abut a wall
7. Construction of the building be in accordance with FHA soundproofing
standards.
8 That the site plan be modified so as to provide continuous circulation
around the entire development. (To be worked out with the Secretary
of the Planning Commission.)
9 That the building not be occupied or a certificate of occupancy
granted until all conditions of approval have been met. (Planning
Director shall certify as to compliance with these conditions )
10 That the applicant obtain a conditional use permit for reduction
of the 100 foot setback for two story buildings on that portion of
the property abutting R-1 zoning.
11 Drainage fees shall be paid in accordance with the Master Plan of
Drainage
12. Drainage shall be solved to the satisfaction of the City Engineer
13 Drainage easements shall be obtained and dedicated to the City as
required, City to condemn if necessary.
14. Developer will construct and participate in cost incurred in
acquisition of the Right -of -Way and construction costs of storm
drain based on the tributary area
15. Developer will construct sanitary sewer and provide an easement
through the apartment development to provide sewer service to the
maintenance yard and construct a manhole at the intersection of
the maintenance yard street and the property line for sewer
service for properties to the east
16 Lincoln Avenue shall be dedicated and fully improved in accordance
with the Master Plan of Streets and Highways and the Townscape and
Urban Design Element of the General Plan
17 Access to the apartment development would be from Lincoln Avenue
on the south and the secondary access would be from the end of
the maintenance yard street subject to approval by City Staff
18 Developer shall construct the maintenance yard street, to be
designed to a T I of 6, to be reimbursed for one-half the cost by
the city
19. Vehicular access is prohibited to the development from the
residential tract at Alaska Street and Grindlay Street
20 There shall be a modified cul de sac constructed at the end of
Grindlay Street at the north end of the project in accordance with
fire department requirements.
21. Cash bond shall be posted for future street lights on Lincoln Avenue
and a 11" PUC conduit installed

requirement of a 10 foot landscaped buffer immediately adjoining the R-1
zone boundary;
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission approved
Conditional Use Permit No C-252, subject to the following conditions:

INC
WHEREAS, the Cypress City Planning Commission held a public hearing on
May 6, 1971, to consider the construction of a 130 -unit apartment complex
on property generally located on the east side of Bloomfield approximately
500' south of the centerline of Lincoln Avenue, Cypress, initiated by
Creative Environment, Inc and known as Conditional Use Permit C-251, and,
WHEREAS Mr Bill Norris, representative for the applicant appeared and
presented testimony requesting approval of the conditional use permit, and,
WHEREAS, Leroy Rose, architect also appeared for the applicant and
presented technical testimony on behalf of the application; and
WHEREAS, a few residents appeared in opposition to the request, and,
WHEREAS the Commission reviewed the proposed development and determined
that the applicant had met the requirements of the urgency ordinance govern-
ing R-4 development, and,
WHEREAS, the Commission made certain modifications that are incorporated
in the conditions of approval in order to make the development compatible
with the existing land uses in the area• and,
WHEREAS, the Commission was of the opinion that the applicant had met
the requirements necessary for the granting of a conditional use permit. and,
WHEREAS, the Commission felt that the line of sight from the 2 story
buildings located on the south side of the property did respect the privacy
to the R-1 residents located to the south, and,
WHEREAS, the applicant agreed to retain those trees designated as land-
mark trees on the south property line,
NOW THEREFORE, BE IT RESOLVED, that the Planning Commission approved
Conditional Use Permit C-251 subject to the following conditions

APPROVING VARIANCE NO. V-295, CREATIVE ENVIRONMENT
WHEREAS, the Cypress City Planning Commission held a public hearing on
May 20, 1971, at 7:30 p m , in the City Council Chambers, 5275 Orange Avenue,
Cypress, California to consider an application for variance to allow a five
foot encroachment of structures into the required fifteen foot front yard on
property generally located east of Bloomfield, south of Lincoln in the
City of Cypress, California, initiated by Creative Environment, Inc , and
known as Variance No° V-295; and
WHEREAS, Mr Bill Norris, representative for the applicant appeared and
presented testimony requesting approval of the conditional use permit; and,
WHEREAS, Leroy Rose, architect also appeared for the applicant and
presented technical testimony on behalf of the application; and,
WHEREAS, residents of the residential tract to the south appeared in
opposition to the request; and,
WHEREAS, the Commission made certain modifications that are incor-
porated in the conditions of approval in order to make the development
compatible with the existing land uses in the area, and,
WHEREAS, the Commission finds that the property is of an unusual shape
(triangular) because of the alignment of Bloomfield which runs in a north-
east, southwesterly direction; and,
WHEREAS, the Commission finds that the proposed buildings are oriented
in a north -south and east -west direction. and,
WHEREAS, the intrusion of the buildings into the required 15 foot
front yard setback is the result of the corners of the buildings penetrating
the required setback and as such does not constitute a total building in-
trusion; and,
WHEREAS, the Commission finds that the necessary conditions do exist
for the granting of a Variance.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission approved
Variance No V-295 subject to the following conditions:

WHEREAS, the Planning Commission of the City of Cypress has held a public
hearing at its meeting of July 15, 1971, at 7.30 p m , in the City Council
Chambers, 5275 Orange Avenue, Cypress, California, to consider an application
for conditional use permit to allow the construction of a senior high school
on property generally located on the west side of Valley View between Ball
Road and Orange Avenue, and,

RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CYPRESS
APPROVING ZONE CHANGE NO, Z-202, FLOYD MARCUSSON AND ALBERT SYKES
WHEREAS, the Planning Commission of the City of Cypress has held a public
hearing at its meeting of July 1, 1971 at 7:30 p m in the City Council
Chambers, 5275 Orange Avenue, Cypress, California, to consider an application
for amendment to the Zoning Ordinance No, 90, to change the zone of a certain
parcel of land from C-2 (General Commercial) to PD (Planned Development) on
property generally located at the southwest corner of Orange Avenue and Valley
View Street, initiated by Floyd G Marcusson and Albert C Sykes, and known as
Zone Change No Z-202,
and,
WHEREAS, Albert C Sykes presented testimony in favor of said application;
WHEREAS, no one presented testimony in opposition to said application; and,
WHEREAS, the Planning Commission determined that a Planned Development Zone
would provide a transition from adjacent R-1 zoning to the existing C-2; and,
WHEREAS, a Planned Development Zone would allow the Planning Commission to
review all permitted uses under the conditional use process; and,
WHEREAS, the Planning Commission determined that a Planned Development Zone
is the highest and best use of the land;
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of
Cypress recommends approval to the City Council of Zone Change No Z-202

WHEREAS, the Planning Commission of the City of Cypress has held a public
hearing at its meeting of July 15, 1971 at 7030 p m in the City Council Chambers,
5275 Orange Avenue, Cypress, California, to consider an application for conditional
use permit to allow the construction and operation of a single-family model and
sales complex on property located on the east side of Valley View Street, north of

8 The developer shall provide sewage, electrical supply and water
to the sales offices as approved by the City Engineer
9 Valley View Street shall be fully dedicated and full street
improvements shall be installed on Valley View Street from the
south right-of-way line of the Stanton Storm Drain Channel to
470' north of the centerline of Orangewood Avenue, in accordance
with the Master Plan of Streets and Highways and bond for same,
10 Street plans for the access streets to the model sites and
Valley View Street to be submitted for approval by the City
Engineer
11 Application shall be made for excavation permit to cover con-
struction of future public improvements and improvements on
Valley View Street prior to construction
12 Plan check and inspection fees amounting to 31% of the public
improvements shallbe paid
13. The conditional use permit shall be subject to the approval of
Tentative Tract Map #6932 and the granting of this conditional
use permit in no way implies any approval of any kind whatsoever
of lot sizes less than those required by the Code of the City of

WHEREAS, the Planning Commission of the City of Cypress has held a public
hearing at its meeting of September 16, 1971, at 7 30 p m in the City Council

2 That the site be developed as per Commission approved plans and
elevations
3 That the easement area be utilized for parking.
4 That the planters along Ball Road and Valley View be widened to 10 ft
5 That lands:aping plans be prepared by a Registered Landscape
Architect and resubmitted for the Planning Commission to approve
Plans to incorporate Townscape Element proposals
6 That the activities of the car wash be limited to car washing and
the dispensing of gasoline This does not include car polishing,
engine cleaning with steam equipment, upholstery cleaning, and
similar type activities
7 Hours of operation to be as follows• Monday through Saturday:
8:00 a m to 8:00 p m , Sunday 8.00 a m to 6 00 p m
8 The City uses and the builder shall conform to the 1967 Uniform
Building Code
9 The developer shall conform to Fire Zone 2 requirements
10 A Division of Land Map shall be filed
11 Drainage shall be solved to the satisfaction of the City Engineer
12 Valley View Stree. and Bali Road shall be developed in accordance
with the General Plan of Streets and Highways

19 There will be an eight foot high concrete block wall between the

23. A barrier shall be provided in the driveway to prevent ingress to
the car wash and the parking area
24 The trash areas shall be enclosed on three (3) sides by a 6 ft high
concrete block wall
25 All concrete block walls shall be treated with decorative material
on both sides to be compatible with the architecture of the building
and to be approved by the Planning Director
26 All sales transactions involving the transfer of money be conducted

27 Columns of the canopys shall be treated with the same decorative
material as the pilasters on the wall and that of the building

shall be installed in accordance with Fire Department require-

11 Four foot tree wells shall be required on all streets having
walks adjacent to the curbs
12 A retaining wall shall be constructed where required by the City
13 Cross fall and all alleys to be a minimum of a 2% grade
14 Street and alley grades shall be 2% minimum A grading study
shall be submitted sustaining less than 2% grade
15 The developer shall install a street lighting system approved by
the City Engineer
16 A study shall be required to determine the adequacy of the
sewer Surrey Drive as to its potential capacity for servicing
the development The developer shall enter into a reimburse-
ment agreement for the cost of the sewer in Surrey Drive, if
he uses that facility.
17 Improvement bond shall include the cost of full improvement
of Denni Street to the extent of the total R-4 development
A separate bond shall be submitted concurrently to include
cost of full improvements of the balance of Denni Street and
all of Lincoln Avenue On property owned by the present owner
or developer, two years may be allowed for the completion of
this improvement
18 All landscaping shall be designed by a licensed landscape architect
and shall be approved by the Planning Commission and shall be installed
prior to the occupancy of the structures
19 Enclosed trash storage areas shall be provided subject to the approval
of the Planning Director
20 A six foot (6') high wall measured from the highest finished grade
shall be constructed along the north property line to within fifteen
feet (15°) of Denni Street A 6 ft high wall shall be measured
from the sidewalk and shall be constructed along the south property
line from the west boundary of the elementary school This wall
may be reduced to three feet (3') from that area easterly
21 A landscape treatment shall be designed with this block wall to
integrate landscaping and to break up the solid mass of block
wall along Surrey Drive
22 A six foot (6') high wall shall also be constructed along the
westerly property lines and the northerly property line of the
development
23 Only one driveway shall be permitted to Surrey Drive This drive-
way shall be located approximately 400 feet westerly of the center-

5 Drainage fees shall be paid in accordance with Master Plan of
Drainage (Sec 25-23C)
6. Drainage shall be solved to the satisfaction of the City Engineer

12 Street trees (15 gal ) 40' on center shall be installed along

Works Department The type of trees shall be as required under
the Townscape and Urban Design element of the General Plan

13. Soil in planting areas including trees, shall be tested by a
qualified agricultural laboratory to determine the organic and
chemical amendments for optimum growth for the plants specified
The test results shall include concentration of nitrogen, phos-
phorus, potassium, pH, salinity, sodium status and boron satura-
tion extract Results of these tests with recommendations of the
agricultural laboratory shall be furnished to the Public Works
Department for approval at least 30 days prior to planting date
14. Necessary fire hydrants shall be installed in accordance with
Fire Department requirements and City Standards (Sec 25-46)
15 Plan checking and inspection fees amounting to 31% of the street
improvements shall be paid (Sec. 25-38)
16 Water system shall be a circulating type to the satisfaction of
the City Engineer (Sec. 25-49)
17 Developer shall be responsible for relocation of traffic signal
poles and appurtenances
18 Buildings shall be constructed according to the plans as submitted
showing shake shingles, medium shake shingles on the roof and
shingles on the sides of buildings
19 The 6 ft high masonry block wall shall be of stucco or color
coat the same as the carport Other compatible material with the
architecture of the development to be approved by the staff

APPROVING ZONE CHANGE NO. Z-204, CYPRESS PLANNING COMMISSION
WHEREAS, the Planning Commission of the City of Cypress has held a public
hearing at its meeting of November 4, 1971, at 7 30 p m in the City Council
Chambers, 5275 Orange Avenue, Cypress, California, to consider an application
for zone change to amend Zoning Ordinance No 90 to change the zone of a
certain parcel of land from PD (Planned Development) Zone to R-1 (Single-
family Residential) Zone, on property generally located south of Orange, north
of Ball, west of Denni and east of Via Entrada, initiated by the Cypress Plan-
ning Commission, and known as Zone Change No Z-204.
WHEREAS Mr. White presented Planning Staff Report PC#71-223 for the Commission's
consideration; and,
WHEREAS, there was no testimony either in favor or against this application,
and,
WHEREAS, the Planning Commission determined that an R-1 (Single-family
Residential) Zone is the highest and best use of the land, and,
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City
of Cypress recommends approval to the City Council of Zone Change No. Z-204
