Minutes 1974-01-03MINUTES OF THE PLANNING COMMISSION OF THE CITY OF CYPPFSS HELD January 3 1974 The regular meeting of the Cypress Planning Commission was called to order at 7 38 p m on Thursday January 3 1974 in the Cypress City Council Chambers 5275 Orange Avenue, Cypress California Chairman Hilliard Warren presiding PRESENT Commissioners Greenwood Hart Mullen Ricker and Warren ABSENT None Also present were Brian Hawley Planning Director Ron Hovland Associate Planner Art Schatzeder Public Works Director and John Murphy Deputy City Attorney PLEDGE OF ALLEGIANCE Commissioner Mullen led the pledge to the flag ORAL COMMUNICATIONS Chairman Warren inquired if anyone in the audience wished tc address the Commission concerning any matter not on the agenda There was no nne wishing to speak at this time CONTINUATION OF A PUBLIC HEARING RE. ZONE CHANGE 473-6 -- HARVEY PROPERTY S & S DEVELOPMENT COMPANY Chairman Warren announced that this was the time and place for the public hearing to consider a proposed zone change on approximately 545 acres of vacant and agricultural land generally bounded by Knott Avenue on the east, the Stanton Storm Channel on the south, Walker Street on the west and Cerritos Avenue and the Southern Pacific Railroad right-of-way on the north from the MP (Planned Research and Development Park) CG (Commercial General) and PS (Public and Semi-public) Zones to the PC (Planned Community) Zone Chairman Warren stated that this and the following public hearing would be considered concurrently CONTINUATION OF A PUBLIC HEARING RE. AMENDMENT TO THE GENERAL PLAN - MASTER PLAN OF DEVELOPMENT FOR THE HARVEY PROPERTY Chairman Warren announced that this was the time and place for the public hearing to consider a proposed amendment to the City of Cypress General Plan by the adoption of a proposed Master Plan of Development which would provide for the establishment of various land uses in the area generally bounded by Knott Avenue on the east the Stanton Storm Channel on the south, Walker Street on the west and Cerritos Avenue and the Southern Pacific Railroad right-of-way nn the nor' -h Chairman Warren declared both public hearings open and asked for the staff report The Planning Director reviewed a proposed format for the conduct of the public hearings on the Harvey property before the Planning Commission which would cover a period of several meetings He stated that the General Development Plan Development Standards Cost Revenue Analysis and Economic Support Analysis for Industrial/Commercial Proposals had Dust been submitted today to the staff and Commission, and the staff did not have sufficient time to review and make recommendations in regard to these documents The Planning Director advised that the staff also recommended further analysis of certain points in the draft environmental impact report concerninv drainage requirements, Planning Commission Minutes January 3 19-4 transportation, and traffic circulation and generation The Planning Director recommended that since the corrected environmental impact report would be subject to review by affected public agencies and further review of the document submitted by the planning consultants was necessary by the staff the Planning Commission restrict comments from the audience to questions regarding the master plan, rather than opinions either in favor of or in opposition to the proposed development Chairman Warren asked if the applicant wished to speak at this time Mr Bernard McCune representing S 6 S Development 926 Palo Verde Long Beach California discussed various development proposals and studies which had been undertaken for the Harvey property in the past and provided a brief background of Wilsey and Ham, the planning consultant firm which had prepared the master plan for the Harvey property Mr Dale Deland representing Wilsey and Ham, 1631 Huntington Drive South Pasadena, California presented slides illustrating the master plan prepared for the Harvey property He discussed the planning process the consultants followed in preparing the plan, outlined the land uses incor- porated in the plan, discussed cost revenues of each of the uses and the three development phases and presented slides showing examples of the types of development proposed Mr Lawrence Harvey representing the property owners, stated they supported the master plan as submitted as well as the combination of land uses proposed and were prepared to proceed with the industrial/commercial devel- opment as indicated in the plan The applicants and consultants responded to questions from the Commission regarding the proposals of the plan and the planning process undertaken Chairman Warren asked if anyone wished to speak in favor of the master plan Mr Ed Jabbour 11300 Providencia Cypress California representing the College Park Homeowners Association, presented and read a letter signed by 1172 residents in the area urging the Commission s and City Council s support of the master plan as submitted as being a plan that will generate the best revenues to the City and provide an economically sound and en- vironmentally correct development of the Harvey property The Chairman asked for those wishing to speak in opposition to the master plan Mr Donald Hudson, 6153 Lawrence, Cypress California inquired about the effect the proposed residential development would have on the City s school districts and if children would have to be bussed out of the City He stated that if the master plan s intent was to unify sections of the City then where children attended school would be a critical factor Mr Allen Shoff of Wilsey and Ham, responded to the questions regarding school facilities Mr Lawrence Wetger 6410 Dominica Cypress California stated that he did not feel 120 out of 3700 acres proposed for industrial use was enough of a balance for the entire City and asked if industrial uses could be increased Planning Commission Minutes January 3 ]9'4 Mr Joseph Siegal 9582 Margaret, Cypress California discussed the operation of the Los Alamitos Naval Air Station and stated that, since he felt it was a prime reserve field it could not be assumed the Navy would not convert it to handle jet aircraft in the future Mr Edgar Keating 5201 Ivywood La Palma California discussed the possi- bility of bussing students and stated that action taken by the City of Cypress would greatly affect the City of La Parma Mrs Evelyn Ricker 5092 Evergreen Cypreos California, inquired if major modifications would be allowed after the master plan is approved such as changing the proposed industrially zoned property to residential Mr Beland responded to the ouesticns of the speakers RECESS Chairman Warren declared a recess at 9:10 p m The meeting was called bacd to order at 9.20 p m with all Commissioners present Chairman Warren asked if any representatives from Los Alamitos Naval Air Station would like to speak at this time Mr Burt Aukerman, Flight Operations Supervisor stationed at Los Alamitos Aix Station stated he had just received the draft of the development plan today and had not had an opportunity to prepare a comprehensive response regarding the position of the air station He stated that representatives from the air station would like to make a presentation regarding the master plan at the Commission a next meeting Mr Jim Hardesty 5853 Hoimby Court Cypress California chairman of the Cypress Citizens Association presented a petition with 1,238 signatures declaring oupport for a strong industriai,commercial tax base for the C'tv and expressing opposition to changing the zone of any presently zoned industrial and, or commercial property to residential Mrs Fran Simpson, 6035 Jeffrey Mark Street, Cypress California criticized the method by which the flyers and petitions in favor of the master plan were circulated She stated that non-residents were hired for the distri- bution and she did not feel they were familiar with the problems of the City of Cypress or the development proposal Mr Joseph Hazdcastie 4588 Blanca Cypress California stated he felt consideration at the proposal was taking place too quickly and he advo- cated the Commission taking sufficient time to adequately consider all aspects of the proposal Mr Bill Calton, Superintendent of the Cypress School District clarified that the report figures for students generated by the proposed residential development referred to students in the kindergarten through sixth grade level and grades 7 through 12 also would have to he considered Mr Calton described the procedure necessary to initiate school district boundary adjustments in response to some comments raised by previous speakers Mr Calton noted that the Cypress School District Board of Trustees transmitted to the Planning Commission a resolution encouraging consideration of industrial/commercial development and expressing the need for careful Planning Commission Minutes January 3 1974 consideration of any development that would generate students since the District was no longer eligible for State aid for site purchase or school building construction Mrs Crystal Santo, 10443 Camden, Cypress California spoke in favor of industrial development She stated she did not feel there was a need for more residential development or small businesses as indicated in the master plan and did not feel small shops would be attracted to the area since other areas in the City zoned commercially for three or four years had not yet been developed Mr John Gregan 4175 Dover Circle Cypress California asked how the planning consultants estimated the net revenues the City would receive from industrial and commercial versus residential development. Mrs. Vickie Evans, 9326 Cambridge Cypress California noted that, if the zone change is approved it would necessitate an amendment to the City s General Plan She urged the Commission s careful consideration of a zone change of this extent and hoped their decision regarding the property would take into consideration the welfare of the entire City and not only the area directly affected by the development. Mr Norman Osborne 5792 Karen, Cypress California noted that many members of the audience were interested residents of Cypress and asked if it would be appropriate to take a show of hands indicating those in favor of or opposed to the development proposal The Planning Commissioners expressed opposition to the request and stated that a show of hands would not be indicative of the entire community and that they would make their decision based on the merits of the proposal and comments received Mr Joseph Siegal 9582 Margaret, Cypress California readdressed the Commission and questioned the effectiveness of the master plan Mr Lawrence Wetger 6410 Dominica Cypress California spoke again in regard to the proposed mix of land uses and stated that perhaps an alternate plan could be developed to include more industrial/commercial development. Mr Pd Jabboui 11300 Providencia Cypress California noted that the property owner had the option of selling his property to the Navy in which case the property might remain undeveloped and the City would lose revenue Mr George Morita 9852 Sunny Circle Cypress California stated that this was the sast large area in the City which could be developed industrially and he spoke in support of industrial or commercial development as a needed relief item high taxes Mrs Chris Lester 6319 Dominica Cypress California stated she supported the master plan She indicated that she moved to Cypress because of its lack of industry and stated that industry would not necessarily lower taxes She felt that if the property is developed industrially it would further separate the City Planning Commission Minutes January 3 1974 The property owner outlined his future development plans for the propert} in response to questions from the following people Mr Joseph Hardcastle 4588 Blanca Cypress Mr Lawrence Wetger 6410 Dominica Cypress Mr Ed Jabbour 11300 Providencia Cypress Mr Robert Sprague 10562 Bernice Circle Cypress California, stated he was in favor of the present agricultural use of the property The planning consultants were given an opportunity to respond to the speakers questions Chairman Warren inquired if anyone else had questions concerning the master plan There was no one else wishing to speak It was moved by Commissioner Mullen seconded by Commissioner Hart and unanimously carried to continue the public hearing regarding Zone Change N'3-6 5 & S Development Company and the public hearing regarding the amendment to the General Plan - Master Plan of Development for the Harvey Property to the January 17 1974 Planning Commission meeting ADJOURNMENT Chairman Warren adjourned the meeting at 10.17 p m e.
