Minutes 80-07-08MINUTES OF AN ADJOURNED REGULAR bIEETING OF THE CYPRESS CITY COUNCIL HELD July 8, 1980 Mayor Evans called the adjourned regular meeting of the Cypress City Council to order at 7:00 p.m. on Tuesday, July 8, 1980 in the Administrative Conference Room of the Cypress City Hall, 5275 Orange Avenue, Cypress, California. PRESENT: ABSENT: Councilmembers Coronado, Mullen, Rowan & Evans Councilman Lacayo COUNCILMAN LACAYO ARRIVED AT 7:20 P.M. The City Council discussed the report the staff had prepared in response to the questions Councilman Coronado raised regarding the City Budget. Councilman Coronado also presented a chart which displayed the trend of expenditures for each of the City departments. Considerable discussion was held regarding the reasons for the increased expenditures for Police and Public Works services. The City Council discussed several of the issues raised by Councilman Coronado and agreed to decrease Program 155.04, Business Licenses, by $5,000. The Council also discussed the method of estimating year-end expenditures and it was generally agreed that the staff would provide any member of the Council with tbe computer print-outs which show actual expenditures for each of the City programs on ~ monthly basis. Staff would attempt to provide the Council with whatever informa- tion is available from the computer data. The Council also expressed concern regarding the late receipt of the year-end audit by the City auditors and requested that the auditors be contacted in reference to this issue with the request that future audits be completed and reported back to the City Council ina more expeditious manner. Councilman Lacayo reported on a program of tutoring which is proposed to be co- sponsored by the Cypress Recreation & Park District and the Cypress Library. The City Manager advised that this issue was being discussed by the Recreation & Community Services Commission and it might be possible to publicize the program in the fall recreation brochure. The City Council approved the newsletter draft with slight changes regarding the budget document deleting all references to ~nflat~on. The Council discussed the no parking bail schedule increase which hsd been delayed to September 1, 1980. ~ It was moved by Councilman Mullen and seconded by Councilman Lacayo to adopt the following Resolution by title only, title as follows: RESOLUTION NO. 2258 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS URGING THE MUNICIPAL COURT OF THE WEST ORANGE COUNTY JUDICIAL DISTRICT TO RETAIN THE TEN DOLLARS ($10.00) NO PARKING BAIL SCHEDULE. The motion carried by the following roll call vote: AYES: NOES: ABSENT: 4 COUNCILMEMBERS: 1 COUNCILMEMBERS: 0 COUNCILMEMBERS: Coronado, Lacayo, Mullen & Evans Rowan None Councilman Rowan indicated that he would provide a casette and slides on the redevelopment issue scheduled to be discussed at the July 12 meeting.
