OF THE CYPP, ESS CITY COUNCIL
HELD
July 12, 1980
The adjourned regular meeting of the Cypress City Council was called to order at
9:00 a.m. on Saturday, July 12, 1980 in the Administrative Conference Room of the
Cypress City Hall, 5275 Orange Avenue, Cypress, California, Mayor Vickie Evans
presiding.

COUNCILMAN LACAYO ARRIVED AT 9:10 A.M.
The City Council viewed a slide presentation with casette recording which explained
the redevelopment process. The Planning Director reviewed several alternative
land uses for the properties adjacent to the Civic Center and displayed a proposed
subdivision map for developing the properties as an RS-6,000 development. The
Council discussed these development proposals and it was further agreed that
alternate development proposals could be submitted by private developers. The
Council generally concurred that it was in the best interests of the City to devise
a development plan which included all seven acres of the property adjacent to the
Civic Center and concurred, as a concept, that the area should be considered for
community uses, for affordable housing and for senior citizen housing and activities.
The Council further discussed what additional areas might be included in a redevel-
opment plan and were provided with the advantages and disadvantages of enlarging
the project area by the City Attorney. The Council was advised that a redevelopment
project normally takes approximately five months to be implemented. The Council
was interested in the development of a redevelopment plan timetable and related
costs. Discussion was also held regarding the method of informing the property
owners of the redevelopment proposal and obtaining as much public input into the
process as possible.
It was moved by Councilman Lacayo, seconded by Councilman Mullen and unanimously
carried that the City Council tentatively express an interest in establishing a
redevelopment project which would include the Civic Center site and all properties
immediately adjacent to the Civic Center site located to the east of the property
to Walker Street, the undeveloped property located on the southeast corner of
Grindlay and Orange, the former Cypress Elementary School site, the Oxford Junior
High School site and the Cypress Elementary School District administrative office
site and adjacent undeveloped property located at the northeast corner of Orange
and Moody, in the project area; that staff develop a timetable and costs for the
development of a redevelopment plan for these areas; and that a meeting be held
on August 11 to discuss this proposa~with all affected property owners and school
districts to be notified of the Council's intention to discuss this issue and
invited to participate in the discussion at the August 11 meeting.
Councilman Rowan requested that the City Attorney prepare an interim urgency
ordinance for the meeting of July 14 which would establish a moratorium on all
building activity in these areas proposed for redevelopment until such time as
the study can be completed.
EXECUTIVE SESSION: Mayor Evans called an Executive Session for matters of litiga-
tion and personnel at 12:20 p.m. The meeting was called back to order at 12:55
p.m. with all Councilmembers present.
ADJOURNMENT: It was moved by Councilman Coronado, seconded by Councilman Mullen
and unanimously carried to adjourn the meeting at 12:55 p.m.
