THE CYPRESS CITY COUNCIL
HELD
September 15, 1980
The adjourned regular meeting of the Cypress City Council was called to order at
7:00 p.m. on Monday, September 15, 1980, in the Administrative Conference Room of
~he Cypress City Hall, 5275 Orange Avenue, Cypress, California, Mayor Vickie Evans
presiding.
PRESENT: Councilmembers Coronado, Mullen, Rowan and Evans
ABSENT: Councilman Lacayo
The City Council reviewed several of the items in the City Manager's Progress
Report and agreed to discuss the City's liability insurance program at a future
workshop meeting.
Mayor Evans requested that each member of the Council consider community leaders
who should be considered for nomination by the Mayor for the Cypress College
Americana Award. The Mayor asked for the names to be submitted on Monday,
September 22.
COUNCILMAN LACAYO ARRIVED AT 7:18 P.M.
The City Council held a discussion regarding the potential commercial zoning
for the undeveloped properties located south of Cerritos Avenue. The staff
reviewed a map which outlined several properties which the Council could consider
for rezon~ng to a commercial classification.
After considerable discussion, it was moved by Councilman Lacayo, seconded by
Councilman Rowan and unanimously carried to request staff to prepare a report
for the City Council meeting of September 22, along with a proposed urgency
ordinance which would provide a building moratorium for all of the industrial
area in order to allow the staff and Council sufficient time to study the commer-
cial potential of the industrial properties and allow an opportunity for the
property owners to discuss this issue with the City Council.
The staff reviewed the results of the newsletter survey and presented the Council
with several copies of newsletters from other communities. The Council agreed
that the newsletter should be considered as a City newsletter although combined
with the Park District brochure. It was generally agreed that the newsletter
should be made larger to report more City Council news and other special informa-
tion that could be of value to the citizens. The staff also requested the Council
to provide additional funding to obtain outside assistance in writing the news-
letter articles.
]t was moved by Mayor Evans, seconded by Councilman Lacayo and unanimously carried
that the staff proceed to change the newsletter by adding two pages, changing
the title to emphasize the City and to appropriate up to $500 for obtaining
consulting services in the writing of the next newsletter issue.
The C[tv Council discussed the potential areas for annexation located to the
north o~ the City and reviewed a map of the sphere of influence prepared by the
staff.
Following a general discussion regarding the advantages and disadvantages of
annexing these County islands, it was moved by Councilman Rowan, seconded by
Councilman Lacayo and unanimously carried that the staff prepare a report
which would analyze all of the factors to be considered in annexing the three
County unincorporated areas located between the City of Cypress and the City
of La Palma.
The Council briefly discussed their continued interest in obtaining the Oxford
Jr. High School facilities for community use and Councilman Coronado reported
that the next meeting of the Advisory Committee has been scheduled for Tuesday,
[September 30.

The City Manager advised the Council that Mr. Briggeman of Cypress Disposal has
requested consideration of amending his franchise to allow for an increase in
residential rubbish collection rates due to the impact of inflation and specifi-
cally the cost of gasoline.
Following general discussion, it was moved by Councilman Lacayo, seconded by
Councilman Mullen and unanimously carried to request staff to prepare a report
on the rubbish rates and present it to the Council at a future meeting.
The staff advised the Council that the Orange County Fair Board had submitted
their plans for the Fall Fair and had requested a waiver of the business license
fee for carnivals. The staff reported that consideration of the waiver would be
a part of the staff report for the conditional use permit consideration at the
September 22 meeting.
The City Manager reported that the Cypress Boys' Club Director had advised that
the master plan for the Boys' Club facilities, including the gymnasium, has been
completed and a meeting can be held at any time with the City Council. The City
Council agreed to withhold action on the joint meeting until the meeting of
Tuesday, September 16, in order to allow the Council an opportunity to visit the
Boys' Club site at the northwest corner of Moody and Cerritos. The Council
requested staff to arrange for an inspection of the building as a part of the
park tour scheduled for September 16.
Mayor Evans reported that at the last meeting of the Western Orange County Mayors,
a presentation had been made by Mr. Bateman of the joint powers authority (Public
Cable Television Authority) which had been established to provide cable television
in Fountain Valley, Huntington Beach and Westminster. Mayor Evans suggested that
the Council may wish to have a presentation on this issue at a future meeting.
The Council requested the City Manager to arrange a time for this presentation
at a regular City Council meeting.
The City Manager advised that the Cypress Rotary Club has indicated an interest
in developing a Sister City Program for the community with a Japanese community
and had requested that the Council advise as to whether or not the Council would
be interested in this program. The City Council indicated that additional infor-
n~ation would be required, however, they would be receptive to a program if it
could be developed at no cost to the City.
EXECUTIVE SESSION: Mayor Evans called an Executive Session at 9:50 p.m. to discuss
matters of personnel and litigation. The meeting was called back to order at
10:00 p.m. with all Councilmembers present.
ADJOURNMENT: Mayor Evans adjourned the meeting at 10:01 p.m. to Tuesday, Septem-
ber 16, at 6:00 p.~n. at the Cypress Community Center, 5700 Orange Avenue, Cypress.
