STAFF REPORTS AND DISCUSSIONS:
CONSENT CALENDAR:
All matters listed under "Consent Calendar" are to be considered by the City
Council to be routine and will be enacted by one motion approving the recom-
mendation listed on the agenda.
Consideration of Application for an Alcoholic Beverage License Type
"20" Off Sale Beer and Wine for Fred V. Ho~g~in, DBA Long's Dairy
#2, 5729 Lincoln Avenue, Cypress~
Recommendation: Receive and file.
3. Consideration of Employment List - Park Maintenance Worker II.
Recommendation: That the City Council, acting as the ex-officio
Board of Directors for the Cypress Recreation and Park District,
certify the promotional employment list for Park Maintenance Worker
as submitted.
Consideration of a Request from Mr. Ross M. Blakely that December 9-
December 15, 1977, be proclaimed Bill of Rights Week in the City of
Cypress.
Recommendation: That the Mayor and the City Council proclaim December 9-
December 15, 1977, as Bill of Rights Week in the City of Cypress.
Consideration of Request from Mrs. Kathleen McGraw that the month of
January, 1978, be proclaimed "Cypress Junior Women's Club Involvement
Month" in the City of Cypress.
Recommendation: That the Mayor and City Council proclaim the month of
January, 1978, "Cypress Junior Women's Club Involvement Month" in the
City of Cypress.
Consideration of a Request by the American National Volleyball Association
to Conduct a Fund Raising Drive in the City of Cypress. ~
Recommendation: That the City Council grant the request of the American
National Volleyball Association to conduct a fund raising drive in the City
of Cypress from December 15, 1977, through December 31, 1978, and that they
be granted an exemption from a special permit pursuant to Section 15-57
(A)(1)(b) of the City Code, with solicitation hours limited to the hours
of 9:00 a.m. - 6:00 p.m., Monday through Saturday.

7. Consideration of Employment List - Park Maintenance Supervisor.
Recommendation: That the City Council, acting as ex-officio Board of
Directors for the Cypress Recreation and Park District, certify the
promotional employment list for Park Maintenance Supervisor as sub-
mitted.
8. Consideration of Agreement with the Stanton County Water District for
Acquisition of Katella Avenue Sanitary Sewer.
Recommendation: That the City Council approve the acquisition of the
Katella Avenue Sanitary Sewer as described herein and authorize the
Mayor to sign and the City Clerk to attest the Agreement subject to the
approval of the City Attorney as to form.
9. Consideration of Acceptance of Final Parcel Map #RST 8590, City
Project No. 7810-10.
Recommendation: That the City Council approve Final Parcel Map #RST 8590
and accept the bond for public improvements in the amount of $338,000.00,
which is not less than 50% nor more than 100% of the total improvements,
and authorize the City Clerk to sign the record map.
10. Consideration of Approval of Supplement No. 1 of Local Agency-State
Agreement No. 07-5330.
Recommendation: That the City Council approve Supplement No. 1 of the
Local Agency-State Agreement No. 07-5330 and authorize the Mayor to
execute the Agreement.
11. Consideration of Annual Audit of the Cypress Recreation and Park
District for the Fiscal Year Ended June 30, 1977.
Recommendation: Receive and file.
12. Consideration of Annual Audit for the City of Cypress for the Fiscal
Year Ended June 30, 1977.
Recommendation: Receive and file.
13. Consideration of Solid Waste Management Enforcement Agency.
Recommendation: That the City Council endorse the proposal to expand
the Solid Waste Management Enforcement Agency by two members in addition
to those indicated on Board of Supervisors Resolution #77-1347:
a. A member from the Orange County Sanitation District, and
b. A member from the Private Haulers Association.
14. Consideration of General Election Resolutions.
Recommendation: That the City Council adopt the General Election
Resolutions, by title only, title as follows:
A Resolution of the City Council of the City of Cypress
Designating the Polling Places and Appointing Election
Officers of the General Municipal Election to be Held
on March 7, 1978.

California, Authorizing Certain of its Members To File
a Written Argument for a City Measure.
A Resolution of the City Council of the City of Cypress,
California, Ordering the Canvass of the General Municipal
Election to be Held on the 7th Day of March 1978, to be
Made by the City Clerk of the City of Cypress.
15. Consideration of Extension of Lease and Sub-lease of the Property
Located at the Northwest Corner of Moody and Cerritos.
Recommendation: That the City Council approve the lease with the Cypress
Boys., Club and consent to the sub-lease with the Girls' ~lub of North
Orange County for the land located at the northwe~ ~orner of Moody
and Cerritos with an expiration date of December 31, 1978, subject
to the new provisions relating to liability insurance.
16. Consideration of Request to Support the Appointment of an Orange
County Representative to the California Transportation Commission.
Recommendation: That the City Council authorize the Mayor to send a
communication to Governor Brown supporting the appointment of one of
the five Orange County nominees to the California Transportation
Commission.
17.
Consideration of a Communication Received from the City of California
City Suggesting Certain Reforms in the Penal and Criminal Justice
System.
Recommendation: That the City Council refer this matter to the
California League of Cities for appropriate study and recommendation.
18.
Consideration of a Request from the Orange County Criminal Justice
Council to Request Governor Brown to Appoint a Commission to Study
and Revise the Juvenile Court Law.
Recommendation: That the City Council support the request of the
Orange County Criminal Justice Council and request that the Governor
appoint a Commission of experts to study and revise the Juvenile Court
Law.
