Minutes 80-09-16MINUTES OF THE .IO[NT MEETING OF THE CYPRESS CITY COUNCIL AND THE RECREATION AND COMMUNITY SERVICES COMMISSION OF THE CITY OF CYPRESS ttELD SEPTEMBER 16, 1980 The ioint meeting of the Cypress City Council and the Recreation and Community Services Cormnission was called to order at 6:04 p.m. in the Assembly Room of the Cypress Community Center; Mayor Evans, City Council, and Chairperson l~c~vKin, Recreation and Community Services Commission presiding. Mayor Evans recessed the meeting at 6:07 p.m. to take a tour of the community parks (item ] on the Agenda). At 7:40 p.m., the joint meeting was called back to order by Mayor Evans, with !-:mr councilmembers present (Coronado absent). Chairperson Boykin called the Commission to order at 7:42 p.m., noting the presence of five commissioners (Crotteau, ~{awkins ahsent). PLEDGE OF ALLEGIANCE: Ma~r Evaus led the Pledge to the Flag. .\Di) ITIONS/CORRECTIONS TO THE AGENDA: Mayor E,,'ans requested the addition of Consideration of the Boys Club to be placed as Item 5 on the Joint Meeting Agenda. STAFF REPORTS AND DISCUSSION: CONSIDERATION OF RECREATION AND PARK DISTRICT PARK MAINTENANCE Counci]man Rowan requested a summary of items that staff felt needed correction and an evaluation of costs. He requested staff to transmit to the Council a recom- mended priority of accomp]ishments for park maintenance. (]oun, i]nan Rowan, in response to the Director of Recreation and Parks statement that there were some major repairs and preventative maintenance items to be done on the parks, cequested that a price be placed on these items of repair that may be necessary inm~ediately and that he would be receptive to a mid-year budget adjustment. In a discussion of available monies, Mr. Essex reported that, based on the county estimate of special district augmentation funds available for special districts in Cypress, that the District could receive an additional $100,000 over budgeted revenues. CouncJ]man Mnllen, addressing the vandalism problem at the parks, asked if any ~-esearch bad been done on the subject. Preventative measures were discussed as well ~ ~dv~ntages to the reinstatement of the Park Ranger Program. Joint Meeting Minutes -2- September 16, 1980 The Director reported on the schedoles of the two rangers and explained that they patrol the parks seven days-per-week both night and daytime hours. Their duties were explained and it was reported that the public is receptive to the program. A discussion ensued, initiated by the Mayor, relative to using the City Newsletter as a vehicle for community awareness of what the city parks mean to the citizens of Cypress, focusing on those people close to the park areas, and making them aware of the problems of vandalism, difficulty in maintaining them, etc. On a motion by Councilman Lacayo and seconded by Councilman Mullen, the Recreation and Community Services Commission was directed to include an insert in the City Newsletter of the problems on the parks. Location, descriptions, maps, etc., are to be included in order for the community to be made aware of the problems. During discussions, Councilman Mullen requested a survey of park areas to include age, number of chlldren using the parks. He expressed interest in the difference in intensity of users at the various parks. Also, he requested information as to what needs to be done to upgrade the parks, the costs involved, are they being utilized; and, once they are brought up to a goodservice level,how do we keep them that way. Again, Councilman Lacayo restated that in his motion to place the insert in the City Newsletter, it should include the problems that are taking place--educate the people in order that they may become more responsible. Mayor Evans suggested education of the children through the various PTA groups. Following further discussion, the motion carried unanimously. The Director of Recreation and Parks felt that, due to the early deadline, there may not be enough time for the insert to be included in the winter brochure, and it was the consensus that it could be postponed until the spring publication if necessary. Councilman Rowan gave some suggestions for use of vandal-proof equipment; e.g. vandal resistant lights, and offered to discuss this with staff. COUNCILMAN ROWAN LEFT THE MEETING AT 8:20 P.M. A discussion of the monies allocated for the maintenance of parks took place. The City Manager clarified the vandalism question by comparing Cypress with other cities. Chairperson Boykin commented that of the problems experienced, glass on the parks takes a great deal of time to clean up. Councilman Mullen made a motion to request that the Recreation and Community Services Commission do an all-inclusive study of identifying problems, costs, what they would like to see proposed to the Council for augmenting a program. Mayor Evans seconded, and the motion carried unanimously. Councilman Mullen stated that he would like to see the parks restored to what the people envisioned them when they were purchased. CONSIDERATION OF RE-ESTABLISHMENT OF COMMUNITY THEATRE FACILITY STUDY COMMITTEE Commissioner Weinberg reported on the former committee and its makeup. Mayor Evans had a specific request by Councilman Coronado to be considered for membership on this committee, if re-established. This was deferred until the next City Council meeting (Monday, September 22) when there would be more Councilmembers present. Mr. Essex was directed to place this on the agenda for that meeting. CONSIDERATION OF ARTS IN PUBLIC PLACES PRESENTATION Following a report by Commissioner Weinberg and brief discussion, the Mayor requested that the City Council be allowed to review the information given by the City of Brea, and this subject will be discussed at a future meeting. Joint Meeting Minutes -3- September 16, 1980 CONSIDERATION OF THE CYPRESS BOYS CLUB Following discussion by Council members of the Boys' Club facility; and, specifically, the Recreation and Park District's interest because of the building's location on Cedar Glen Park, Commissioner Boykin suggested that more input could be given if the Commission joined representatives from the Boys' Club and City Council members in their proposed joint meeting. Council members agreed and the Mayor welcomed input in an advisory capacity to the Council from the Commission. The City Manager reported that the meeting date had not yet been set. In response to Commissioner Weinberg, Councilman Lacayo explained that his suggestion of a Day Care Center at the four-classroom facility at Cypress Elementary School was thought to be a possible source of income to the Recreation and Park District. ADJOURNM~ENT: On a motion duly made by Councilman Mullen and seconded, Mayor Evans declared the meeting adjourned at 8:55 p.m. At 8:55 p.m., Chairperson Boykin adjourned the Recreation and Community Services Commission to the regular Recreation and Community Services Commission Meeting to be held immediately following in the Assembly Room of the Cypress Community Center on September 16, 1980.
