OF THE CYPRESS CITY COUNCIL
HELD
December 1, 1980
The adjourned regular meeting of the Cypress City Council was called to order at
7:40 p.m. on Monday, December 1, 1980, in the Administrative Conference Room of tbe
Cypress City Hall, 5275 Orange Avenue, Cypress, California, Mayor Vickie Evans
presiding.

Councilmembers Coronado, Lacayo, Mullen, Rowan and Evans

The City Council commenced the discussion of the rental rates at the Lincoln Center
Mobilehome Park and both the mobilehome park owner and attorney and representatives
of the mobilehome park tenants reviewed the history of rent increases at the Park.
The tenants' representatives indicated that they felt that some of the rent increases
had been made in error using incorrect base amounts, and the owners indicated they
would review their files and correct any errors which were discovered.
The Council entertained further discussion regarding the adoption of a moratorium
on rent increases at the Lincoln Center Mobilehome Park and whether or not there
was a need to establish a mediation board.
It was moved by Mayor Evans and seconded by Councilman Lacayo to establish a City
Council committee of Councilmembers Rowan and Mullen to determine whether or not
good faith negotiations had taken place between the tenants and the mobilehome park
owners.
Councilman Rowan expressed concern that government should not become involved in
contracts between private parties and questioned whether the City had the legal
basis for this type of intervention. Following this discussion, Mayor Evans with-
drew the motion and Councilman Lacayo withdrew the second to the motion.
At the request of the Council, the City Manager distributed copies of an Urgency
Ordinance which would establish a rent increase moratorium at the Lincoln Center
Mobilehome Park, which would require a four-fifths vote for adoption.
It was moved by Councilman Coronado and seconded by Councilman Lacayo to approve
an urgency rent control moratorium ordinance, with the initial vote to be taken
as a straw vote. The vote was as follows:
AYES: 2 COUNCILMEMBERS: Coronado & Lacayo
NOES: 2 COUNCILMEMBERS: Rowan & Evans
ABSENT: 0 COUNCILMEMBERS: None
ABSTAINING: 1 COUNCILMEMBERS: Mullen
It was moved by Councilman Rowan and seconded by Councilman Mullen to continue
this matter to the meeting of December 8 in order to allow the Council to review
the material which had been presented to them on the rent control issue. The
motion carried by the following roll call vote:
AYES: 4 COUNCILMEMBERS: Lacayo, Mullen, Rowan & Evans
NOES: 0 COUNCILMEMBERS: None
ABSENT: 0 COUNCILMEMBERS: None
ABSTAINING: 1 COUNCILMEMBERS: Coronado
EXECUTIVE SESSION: At the City Manager's request, the Mayor called an Executive
Session at 10:15 p.m. to discuss matters of personnel. The meeting was called
back to order at 10:52 p.m. with all Councilmembers present.

It was moved by Councilman Rowan, seconded by Councilman Coronado and unanimously
carried to adjourn the meeting at 10:54 p.m.
