OF THE CYPRESS CITY COUNCIL
HELD
August 4, 1981
The adjourned regular meeting of the Cypress City Council was called to order
at 7:10 p.m. on Tuesday, August 4, 1981, in the Administrative Conference Room
of the Cypress City Hall, 5275 Orange Avenue, Cypress, California, Mayor Gerald

The City Council conducted a joint meeting with members of the Cypress Senior
Citizens Commission.
Mr. Morris Spatz, 4508 Larwin Avenue, Cypress, speaking for the Commission,
reported the Seniors have two goals: they would like a 100 unit seniors housing
complex developed in the City of Cypress and (2) they would like a permanent
seniors center in the City. He indicated they felt their current seniors center
at the Cypress School site is of a temporary nature. Mr. Spatz reported that
certain members of the Seniors Commission serve on a County Advisory Council,
and that the City of Cypress is perceived by the County as a youth oriented
city, with the majority of its residents in the lower age bracket. The Com-
missioners presented the Council with information describing other cities'
efforts for senior citizens, such as provision of housing or dedicating park
sites for seniors' use. The Seniors felt the City of Cypress should become
involved in senior projects and specifically requested that the City actively
pursue a seniors housing project and provide the necessary land. The Commis-
sioners also distributed information concerning the City's application for
Housing & Community Development funds. They requested that this year's (7th year)
allocation in the amount of $150,000 be set aside for site acquisition for
affordable seniors housing, and that the City apply for 8th year funds in the
same amount to be combined with the 7th year funds which have already received
Federal approval.
The Council inquired as to what commitment the Seniors felt was needed by the
Council. The Council advised the Commissioners that two ballot measures relating
to affordable rental housing for senior citizens, as well as other groups such
as the handicapped, would be placed on the ballot for the November 3 election.
The Senior Commissioners expressed concern about placing the measure relating
to senior citizens housing on the ballot and felt it could delay their housing
project.
Councilman Rowan described the history relating to the properties located east
of the Civic Center and outlined advantages of the Redevelopment Agency's
operation in that area.
Further discussion was held concerning the properties located east of the Civic
Center with the Seniors indicating they felt it was a perfect site for their
housing project.
The City Council requested that staff develop responses to the following list
of questions and transmit them at the August 10 Council meeting:
1. What is the value of all the property located adjacent to the Civic
Center (east of Civic Center and west of Walker Street)?
2. Who are the current owners of the property?
3. What is the legality of utilizing park property and/or funds acquired
through the Park Bond for other than recreatiohal uses?

4. Can a Redevelopment Agency accept HUD funds for senior citizen
housing projects?
5. ~,at is the status of G & A Construction Company's escrow?
6. Does the City have the authority to designate HCD funds for the
area under consideration?
It was moved by Councilman Lacayo, seconded by Mayor Mullen and unanimously
carried to place the item regarding senior citizens housing on the agenda for
th~ ~ugust 10 Council meeting.
Mr. Francis Boykin, 5917 Noumea, Cypress, pointed out that there appeared to be
some urgency in the Seniors' request since they needed site control of the
property by September.
Further discussion was held in regard to the housing measures on the November 3
ballot and the Commissioners, individually, all indicated they would like the
measure relating to seniors housing removed from the ballot.
The Council inquired whether or not the ballot measures could be removed from
the ballot at this date and whether or not there was a State mandate on the
ballot measures~ Staff recommended that the Council address this issue at the
August 10 meeting so as to allow the City Clerk and City Attorney to check on
these matters.
It was moved by Mayor Mullen, seconded by Councilman Lacayo and unanimously
carried that the Council schedule reconsideration of the ballot measure
relating to senior citizens' housing for the August 10 Council meeting.
With regard to the status of Council requested reports, as listed in the City
Manager's Progress Report, the Council requested that the item relating to
enforcement of the parking prohibition on the west side of Bloomfield by the
Los Alamitos Police Department, which was requested by former Councilmember
Evans, be deleted from the status report.
The Council held discussion regarding the filing of arguments on the November 3
ballot measures. Councilman Lacayo stated he would file an argument in favor
of the City Council appointments measure. Mayor Mullen stated he would file
an argument in support of the seniors housing measure if it is determined to
be placed on the ballot. Councilman Rowan indicated he would file arguments
in opposition to the City Council appointments measure and in opposition to
the mail ballot measure.
The City Council further requested that the City Attorney prepare an impartial
analysis of the three ballot measures dealing with cable television.
Councilman Rowan suggested that the staff study the long-range impact of the
cable television receiving antennas (dishes), and consider regulations of them
in the future.
~e Council discussed items to be placed on the agenda for their joint meeting
with the Recreation & Community Services Con~nission. Councilman Lacayo requested
that the following items be placed on the agenda: (1) consideration of problems
created for non-league park users during league tournaments, and the possibility
of fencing off areas for exclusive use by leagues; (2) consideration of commer-
cial truck parking on City parks; and (3) consideration of a policy regarding
opening/closing of restroom facilities at City parks.
ADJOURNMENT: Mayor Mullen adjourned the meeting at 9:35 p.m.
