CRA 90-06-11 MINUTES OF A MEETING OF THE CYPRESS REDEVELOPMENT AGENCY HELD June 11, 1990 Agency Chairman Age called the meeting of the Cypress Redevelopment Agency to order at 7:58 p.m. on Monday, June 11, 1990 in the Cypress City Council Chambers, 5275 Orange Avenue, Cypress, California. PRESENT: Agency Members Arnold, Bowman, Kerry and Age ABSENT: Agency Member Kanel MINUTES: It was moved by Agency Member Bowman and seconded by Agency Member Kerry to approve the minutes of May 29, 1990. The motion unanimously carried by the following roll call vote: AYES: 4 AGENCY MEMBERS: Arnold, Bowman, Kerry and Age NOES: 0 AGENCY MEMBERS: None ABSENT: 1 AGENCY MEMBERS: Kanel CONTINUATION OF CONSIDERATION OF AN AGREEMENT BETWEEN THE CYPRESS REDEVELOPMENT AGENCY AND CYPRESS HOMES, INC., PROVIDING FOR FINANCING OF CERTAIN IMPROVEMENTS REQUIRED BY THE SORRENTO HOMES DEVELOPMENT ON THE TEXACO TANK FARM: The Executive Director presented the staff report dated June 6, 1990, which indicated that negotiations between representatives of the Redevelopment Agency and Cypress Homes, Inc. are nearing completion. The developer has requested and agreed to pay for a tax exempt ruling on these funds which should be attached to the agreement. It was moved by Agency Member Arnold and seconded by Agency Member Kerry to continue this item to the meeting of July 23, 1990. The motion unanimously carried by the following roll call vote: AYES: 4 AGENCY MEMBERS: Arnold, Bowman, Kerry and Age NOES: 0 AGENCY MEMBERS: None ABSENT: 1 AGENCY MEMBERS: Kanel CONSIDERATIONOF A REPORT TO THE CITY COUNCIL FOR THE LINCOLN AVENUE REDEVELOPMENT PROJECT: The Planning Director presented the staff report dated June 5, 1990,which indicated that prior to the adoption of a redevelopment plan by a city council, Community Redevelopment Law requires that the redevelopment agency submit to the city council a report containing an overview of the entire redevelopment plan process for the Lincoln Avenue project. The City's Redevelopment Consultant, Brice Russell of GRC Consultants, was present to answer any questions. It was moved by Agency Member Arnold and seconded by Agency Member Bowman to adopt the Resolution by title only, title as follows, approving its report on the Redevelopment Plan for the Lincoln Avenue Redevelopment Project and transmitting the report and the Redevelopment Plan to the City Council of the City of Cypress. CRA NO. 61 A RESOLUTION OF THE CYPRESS REDEVELOPMENT AGENCY APPROVING ITS REPORT ON THE REDEVELOPMENT PLAN FOR THE LINCOLN AVENUE REDEVELOPMENT PROJECT AND TRANSMITTING THE REPORT AND THE REDEVELOPMENT PLAN TO THE CITY COUNCIL OF THE CITY OF CYPRESS. The motion unanimously carried by the following roll call vote: AYES: 4 AGENCY MEMBERS: Arnold, Bowman, Kerry & Age NOES: 0 AGENCY MEMBERS: None ABSENT: 1 AGENCY MEMBERS: Kanel CONSIDERATION OF A REPORT TO THE CITY COUNCIL FOR THE LOS ALAMITOS RACE TRACK AND GOLF COURSE REDEVELOPMENT PROJECT: The Planning Director summarized the staff report dated June 5, 1990, which stated that Community Redevelopment Law requires that the Redevelopment Agency submit to the City Council a report containing an overview of the entire redevelopment plan process for the Los Alamitos Race Track and Golf Course. It was moved by Agency Member Bowman and seconded by Agency Member Kerry to adopt the Resolution by title only, title as follows, approving its report on the Redevelopment Plan for the Los Alamitos Race Track and Golf Course Redevelopment Project and transmitting the report and the Redevelopment Plan to the City Council of the City of Cypress. CRA NO. 62 A RESOLUTION OF THE CYPRESS REDEVELOPMENT AGENCY APPROVING ITS REPORT ON THE REDEVELOPMENT PLAN FOR THE LOS ALAMITOS RACE TRACK AND GOLF COURSE REDEVELOPMENT PROJECT AND TRANSMITTING THE REPORT AND THE REDEVELOPMENT PLAN TO THE CITY COUNCIL OF THE CITY OF CYPRESS. The motion unanimously carried by the following roll call votes: AYES: 4 AGENCY MEMBERS: Arnold, Bowman, Kerry and Age NOES: 0 AGENCY MEMBERS: None ABSENT: 1 AGENCY MEMBERS: Kanel CONSIDERATION OF APPROVAL OF PASS-THROUGH AGREEMENTS FOR TAX INCREMENT RESULTING FROM THE LINCOLN AVENUE AND LOS ALAMITOS RACE TRACK AND GOLF COURSE REDEVELOPMENT PROJECTS: The Executive Director presented the staff report dated June 6, 1990 which indicated that negotiations have been completed and the Pass-Through Agreements for sharing the tax increment dollars with various taxing agencies impacted by the Lincoln Avenue and the Los Alamitos Race Track and Golf Course Redevelopment Project will be submitted under separate cover. It was moved by Agency Member Bowman and seconded by Agency Member Kerry to approve the Pass-Through Agreements as presented.
