A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS,
AND ACTING AS EX -OFFICIO BOARD OF DIRECTORS OF THE CYPRESS
RECREATION AND PARK DISTRICT REVISING THE CLASS SPECIFICATION
OF RECREATION AND COMMUNITY SERVICES DIRECTOR AND
MAINTENANCE WORKER AND ESTABLISHING THE PART TIME
CLASSIFICATION SPECIFICATION FOR PART TIME MAINTENANCE WORKER
WHEREAS, the Personnel Rules and Regulations of the City of Cypress require
that revisions to class specifications be approved by Resolution of the City Council; and
WHEREAS, as a standard practice, classifications will be reviewed and revised
as vacancies occur and
WHEREAS, the revised class specification for the Recreation and Community
Services Director and Maintenance Worker is attached hereto; and
WHEREAS, the class specification for Part -Time Maintenance Worker is
established and attached hereto;
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of
Cypress, and acting as the ex -officio Board of Directors of the Cypress Recreation and
Park District, hereby adopt the revised class specification for the position of Recreation
and Community Services at the regular meeting of September 24, 2018.
PASSED AND ADOPTED by the City Council of the City of Cypress, and acting
as ex -officio Board of Directors of the Cypress Recreation and Park District, at a regular
meeting held on the 24th day of September 2018.

RECREATION AND COMMUNITY SERVICES DIRECTOR
Cypress Recreation and Park District
DEFINITION
To direct, plan, organize, coordinate and manage the operations of the Recreation and
Community Services Department within the Cypress Recreation and Park District, to develop
Department goals, objectives and policies given community needs and issues; to participate as a
member of the City's Executive Management Team.
DISTINGUISHING CHARACTERISTICS
This is an advanced executive level position and may be distinguished by the difficulty and
complexity of work performed in department projects. This position requires the use of
independent judgment and decision making skills
SUPERVISION RECEIVED AND EXERCISED
Receives general administrative direction from the City Manager Exercises direct and indirect
supervision over departmental professional, technical, and clerical staff.
EXAMPLE OF DUTIES Duties may include, but are not limited to, the following.
Plan, organize and manage the overall operations of the Recreation and Community Services
Department
Assess and project community recreational needs and recommend acquisition and development
plans; develop and evaluate the effectiveness of recreational goals, objectives, policies, programs
and procedures; develop programs and projects utilizing extensive community participation.
Prepare, evaluate and manage the Department budget, develop and present program reviews
and activity reports.
Represent the Department in City Council, commission, committee, staff and public and private
agency meetings regarding services, activities and programs. Facilitate community participation,
create community consensus, and work with a wide variety of community organizations
Review and approve the implementation of facility use agreements
Present recommendations to City Council, City Manager Executive Management Team,
Commissions, City departments, governmental organizations and professional associations;
attend professional meetings and conferences and advise City representatives as to important
trends and developments
Plan, organize, select and supervise the work of departmental staff; mentor, motivate, monitor
correct and evaluate staff performance; prepare performance evaluations for direct reports and
review performance evaluations prepared by subordinate supervisory/management staff; develop
and implement staff training programs and plans, recommend employee recognition and
discipline, ensure that City policy and procedures are followed and applied consistently within the
Department
Develop long-term strategic planning to identify fiscal resources necessary to implement the City's
priorities, develop public and private partnerships to generate new revenues; and other duties as
assigned
Expectations: Maintain effective relations with the City Council, Boards, and Commissions,
conduct duties, responsibilities, tasks, and assignments with a constructive, cooperative, positive,

QUALIFICATIONS
Knowledge of: Principles, concepts and practices of recreation management and park design
and maintenance, current industry trends and best practices; community parks and recreation
needs, planning, goal setting and conflict resolution processes; community recreation and park
program development, implementation and evaluation practices, principles and philosophies of
organization, management, and personnel supervision; principles, concepts, practices and
procedures associated with program budgeting.

Ab'lity to: Plan, organize and direct a community -wide recreational and park program; analyze
and resolve community recreational and park needs and issues and establish goals and priorities;
establish and maintain effective relationships with departmental staff, management,
intergovernmental representatives, community groups and the general public, implement
recommendations arising from organizational assessment, maximize resources and take wise
risks; continue delivering high quality recreation and senior services while introducing new
programs; communicate clearly and make effective oral and written presentations;
Education and Experience: Any combination of experience, education and training that would
likely provide the required knowledge and abilities is qualifying A typical way combination would
be the following:
A Bachelors degree from an accredited college or university with a major in Public Administration,
Recreation Administration, Leisure Management or a related field. A Masters Degree in Public
Administration or related field is highly desirable.
Five years of increasingly responsible supervisory experience in municipal or non-profit
administration. Successful candidates will have experience presenting to City Councils, boards
and to the community
PHYSICAL/SPECIAL REQUIREMENTS AND WORK ENVIRONMENT
Maintain physical condition necessary for sitting or standing for prolonged periods of time,
possession of a valid Class C California driver license and an acceptable driving record may be
required due to the performance of field duties; and, work is performed indoors in a controlled
office environment

MAINTENANCE WORKER
Community Development Department
FLSA Designation: Non -Exempt
DEFINITION
To perform a variety of unskilled and semi -skilled work in one or more of the assigned
maintenance areas facilities, parks, landscape, irrigation, streets, sewers, storm drains and
pumping operations
SUPERVISION RECEIVED AND EXERCISED
Receives direct supervision from a Maintenance Supervisor and lead supervision from a
Maintenance Specialist. May exercise functional/technical supervision over other maintenance
worker personnel as assigned.
EXAMPLES OF DUTIES
Duties may include, but are not necessarily limited to, the following:
Assist in the routine repair of structures including carpentry, plumbing and electrical repair
painting buildings, facilities and equipment;
Assist in the installation of sprinkler systems, clean and provide limited servicing to equipment
and drainage system pumps;
Set-up, move and take down tables, chairs, and other furniture and equipment;
General landscape, tree and irrigation repairs and installation
Repair playground equipment and park facilities,
Clean, maintain and repair park facilities and structures including athletic fields, play equipment
and park buildings;
Drag and prepare athletic fields.
Clean and maintain sewers, drainage ditches and drainage pumping stations, walkways,
roadside, gutters, curbs and other facilities;
Prepare surfaces and assist in application of paint, gravel, asphalt, sealers, concrete and premix
materials to streets;
Maintain sewer cleaning schedule, pump lift stations and storm drain pump stations;
Remove pumps and motors;
Perform routine electrical repair and calibration of gauges,
Program pump station computer controls,
Repair remove, and replace concrete;
Repair miscellaneous painted street markings.
Repair install and replace raised pavement markers, guard rails and signs;
Load and unload supplies, materials and equipment;
Operate light/heavy equipment;
Make field investigations of citizen complaints and requests;
Perform heavy and light manual labor using a variety of common took and equipment requiring
less than journey level skill;
Complete timecards and prepare other work reports;

Perform preventative maintenance and minor repair on assigned equipment,
Read and interpret safety labels and work instructions;
Work well under both immediate supervision and independently' and, perform related duties as
assigned
Expectations Establish and maintain effective working relationships and work cooperatively with
City staff, elected officials, other agencies and the community; deliver outstanding internal and
external customer service; communicate effectively, orally and in wnting, with the public and fellow
employees; solve problems and support the City's mission, policy goals and objectives.
QUALIFICATIONS
Knowledge of:
Methods, materials, and safe work practices of public works repair and maintenance including the
use of appropriate personal protective equipment and confined space hazards; the use and
operation of appropriate power -driven and motorized equipment and hand tool use; common tools
and materials used in public works maintenance and general construction; modern construction,
repair techniques and maintenance procedures; safe driving practices and State and local laws
pertaining to the operation of assigned vehicles on streets and roads types of vehicles include
but are not limited to: Sewer Jetter/Cleaning /Truck, Asphalt Patch Truck, Asphalt Roller Street
Sweeper Water Truck, Boom Truck, Chipper Truck, Dump Truck, Backhoe Tractor and Front
Loader Tractor
Ability to:
Operate light motorized equipment and appropriate use of hand tools; understand, interpret, and
carry out both oral and written instructions; perform heavy and light manual labor safely lift, carry
or relocate objects and materials weighing eighty (80) pounds, follow and adhere to all safety
rules and regulations.
Experience & Training Guidelines: Any combination of experience, education and training that
would likely provide the required knowledge and abilities and which ensures the ability to read
and write at a level necessary for successful job performance is qualifying.
Special Requirements: Due to the performance of field duties, an incumbent in this position
may be required to operate a vehicle which will require possession and maintenance of a valid
California commercial driver license (Class A or B) within six (6) months of hire, including
maintaining an acceptable driving record during the course of employment. This position may be
subject to the Department of Transportation, Federal Highway Administration (FHWA) testing
policy for alcohol and controlled substances if the incumbent holds a commercial driver license
and operates commercial motor vehicles or Street Sweeper vehicles in a safety sensitive position
Physical Requirements and Work Environment: Maintain physical condition necessary for

crawling, crouching, dragging, pulling, balancing, reaching above and below shoulder level, light
