Resolution No. 6705124 RESOLUTION NO. 6705 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS, AND ACTING AS EX -OFFICIO BOARD OF DIRECTORS OF THE CYPRESS RECREATION AND PARK DISTRICT REVISING THE CLASS SPECIFICATION OF RECREATION AND COMMUNITY SERVICES DIRECTOR AND MAINTENANCE WORKER AND ESTABLISHING THE PART TIME CLASSIFICATION SPECIFICATION FOR PART TIME MAINTENANCE WORKER WHEREAS, the Personnel Rules and Regulations of the City of Cypress require that revisions to class specifications be approved by Resolution of the City Council; and WHEREAS, as a standard practice, classifications will be reviewed and revised as vacancies occur and WHEREAS, the revised class specification for the Recreation and Community Services Director and Maintenance Worker is attached hereto; and WHEREAS, the class specification for Part -Time Maintenance Worker is established and attached hereto; NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Cypress, and acting as the ex -officio Board of Directors of the Cypress Recreation and Park District, hereby adopt the revised class specification for the position of Recreation and Community Services at the regular meeting of September 24, 2018. September 24, 2018 RECREATION AND COMMUNITY SERVICES DIRECTOR Cypress Recreation and Park District DEFINITION To direct, plan, organize, coordinate and manage the operations of the Recreation and Community Services Department within the Cypress Recreation and Park District, to develop Department goals, objectives and policies given community needs and issues; to participate as a member of the City's Executive Management Team. DISTINGUISHING CHARACTERISTICS This is an advanced executive level position and may be distinguished by the difficulty and complexity of work performed in department projects. This position requires the use of independent judgment and decision making skills SUPERVISION RECEIVED AND EXERCISED Receives general administrative direction from the City Manager Exercises direct and indirect supervision over departmental professional, technical, and clerical staff. EXAMPLE OF DUTIES Duties may include, but are not limited to, the following. Plan, organize and manage the overall operations of the Recreation and Community Services Department Assess and project community recreational needs and recommend acquisition and development plans; develop and evaluate the effectiveness of recreational goals, objectives, policies, programs and procedures; develop programs and projects utilizing extensive community participation. Prepare, evaluate and manage the Department budget, develop and present program reviews and activity reports. Represent the Department in City Council, commission, committee, staff and public and private agency meetings regarding services, activities and programs. A Masters Degree in Public Administration or related field is highly desirable. Five years of increasingly responsible supervisory experience in municipal or non-profit administration. Successful candidates will have experience presenting to City Councils, boards and to the community PHYSICAL/SPECIAL REQUIREMENTS AND WORK ENVIRONMENT Maintain physical condition necessary for sitting or standing for prolonged periods of time, possession of a valid Class C California driver license and an acceptable driving record may be required due to the performance of field duties; and, work is performed indoors in a controlled office environment 127 CITY OF CYPRESS PREPARED: September 13, 2018 ADOPTED BY CITY COUNCIL. September 24, 2018 MAINTENANCE WORKER Community Development Department FLSA Designation: Non -Exempt DEFINITION To perform a variety of unskilled and semi -skilled work in one or more of the assigned maintenance areas facilities, parks, landscape, irrigation, streets, sewers, storm drains and pumping operations SUPERVISION RECEIVED AND EXERCISED Receives direct supervision from a Maintenance Supervisor and lead supervision from a Maintenance Specialist. May exercise functional/technical supervision over other maintenance worker personnel as assigned. EXAMPLES OF DUTIES Duties may include, but are not necessarily limited to, the following: Assist in the routine repair of structures including carpentry, plumbing and electrical repair painting buildings, facilities and equipment; Assist in the installation of sprinkler systems, clean and provide limited servicing to equipment and drainage system pumps; Set-up, move and take down tables, chairs, and other furniture and equipment; General landscape, tree and irrigation repairs and installation Repair playground equipment and park facilities, Clean, maintain and repair park facilities and structures including athletic fields, play equipment and park buildings; Drag and prepare athletic fields.
