REGULAR MEETING
CYPRESS CITY COUNCIL
December 10, 2018

A regular meeting of the Cypress City Council was called to order at 7:00 p.m. by Mayor
Peat in the Council Chambers, 5275 Orange Avenue, Cypress, California.

SPECIAL ORDER OF BUSINESS
Item No. 1: Adopt Resolution Declaring the Results of the November 6, 2018
General Municipal Election
The City Clerk provided background information on this item.
It was moved by Council Member Johnson and seconded by Council Member Yarc, that
the City Council adopt the Resolution declaring the results of the November 6, 2018
General Municipal Election.
The motion was unanimously carried by the following roll call vote:
AYES: 5 COUNCIL MEMBERS: Johnson, Morales, Yarc, Berry and Peat
NOES: 0 COUNCIL MEMBERS: None

Resolution No. 6718
A Resolution of the City Council of the City of Cypress, California, Reciting
the Fact pf the General Municipal Election Held on November 6, 2018,
Declaring the Result and Such Matters as Provided by Law

PRESENTATIONS
The City Clerk presented Certificates of Election and Administered the Loyalty Oath to
newly -elected Council Members Jon Peat, Stacy Berry, and Paulo Morales.
Christopher Aguilera, representing Assemblywoman Sharon Quirk -Silva, announced the
holiday celebration and toy drive on December 20, 2018.
Tim Whitacre, representing Orange County Supervisor Michelle Steel, presented a
Certificate of Recognition to outgoing Mayor Peat.
Taylor Kwan, representing Senator Ling Ling Chang, presented a Certificate of
Recognition to outgoing Mayor Peat.

CONSENT CALENDAR
All matters listed on the Consent Calendar are to be approved with one motion unless a
Council Member requests separate action on a specific item.
It was moved by Council Member Morales and seconded by Council Member Johnson,
to approve Consent Calendar Item No. 2.
The motion was unanimously carried by the following roll call vote:

Item No. 2: Approve 2019 City Council Meeting Schedule
Recommendation: Approve the 2019 City Council meeting schedule.
NEW BUSINESS
Mayor Peat thanked his fellow City Council Members for their support during his year as
Mayor.
Item No. 3: City Council Reorganization
The City Clerk opened the nominations for Mayor.
Council Member Morales moved and Council Member Yarc seconded the motion to
nominate Mayor Pro Tem Berry for the office of Mayor.
Mayor Pro Tem Berry was unanimously elected Mayor by the following roll call vote:
AYES: 5 COUNCIL MEMBERS: Johnson, Morales, Yarc, Berry and Peat
NOES: 0 COUNCIL MEMBERS: None

The City Clerk then asked for nominations for the office of Mayor Pro Tem.
Council Member Peat moved and Council Member Yarc seconded the motion to nominate
Council Member Johnson for the office of Mayor Pro Tem.
Council Member Johnson was unanimously elected Mayor Pro Tem by the following roll
call vote:
AYES: 5 COUNCIL MEMBERS: Peat, Morales, Yarc, Johnson and Berry
NOES: 0 COUNCIL MEMBERS: None
ABSENT: 0 COUNCIL MEMBERS: None
Council Member Johnson thanked his colleagues for his selection as Mayor Pro Tem and
stated that he is looking forward to working with newly elected Mayor Berry.
Mayor Berry thanked the community, her family, friends, colleagues and City staff for their
support.
Item No. 4: Recognition of Mayor Jon Peat
Mayor Berry presented a plaque to outgoing Mayor Jon Peat.
Outgoing Mayor Peat spoke regarding his year of service as Mayor.

COUNCIL MEMBER REPORTS AND REMARKS
Mayor Berry requested reports from the Council Members on their respective committee
assignments.
Council Member Yarc:
Congratulated newly elected Mayor Berry and Mayor Pro Tem Johnson. Attended a
welcome breakfast for the new Recreation and Community Services Director. Attended
an O.C. Sanitation District Board meeting. Attended the Holiday Sing and Tree Lighting.
Attended a Woman's Club of Cypress holiday event. Attended an O.C. Sanitation District
Operations Committee meeting. Attended a meeting with the Sunburst Youth Academy
Chief.
Council Member Morales:
Attended a Boy Scout District meeting and was selected to serve as District Chairman.
Met with Cypress residents who live on the 6100 block of Orange Avenue regarding trash
and code enforcement issues. Attended a Boy Scout District fundraising meeting.
Attended the Holiday Sing and Tree Lighting.
Council Member Peat:
Attended a West -Comm meeting. Attended a PACE Graduation at Cerritos Elementary
School. Visited the Los Alamitos Youth Center Christmas tree lot. Attended the ribbon
cutting for a new traffic signal at Cypress High School. Attended a Rotary Club of Cypress
luncheon and holiday shopping for the Boys and Girls Club of Cypress. Attended the
Holiday Sing and Tree Lighting. Attended a PACE Graduation at Vessels Elementary
School. Attended a PACE Graduation at Landell Elementary School.

Mayor Pro Tem Johnson:
With the Tanglewood North Homeowners Association and the Woman's Club of Cypress,
delivered buddy boxes to Long Beach Veterans Hospital. Visited the Los Alamitos Youth
Center Christmas tree lot. Attended the ribbon cutting for a new traffic signal at Cypress
High School. Attended the MHET Annual Holiday breakfast. Attended a PACE
Graduation at Landell Elementary School. Wished everyone a blessed holiday.
Mayor Berry:
Attended the Cypress Church Tree Lighting. Attended a Soroptimist International of
Cypress event. Attended an OCCOG Board meeting. With the Tanglewood North
Homeowners Association and the Woman's Club of Cypress, delivered buddy boxes to
Long Beach Veterans Hospital. Attended the Precious Life Shelter Christmas Open
House. Attended a PACE Graduation at Cerritos Elementary School. Visited the Los
Alamitos Youth Center Christmas tree lot. Attended the ribbon cutting for a new traffic
signal at Cypress High School. Attended the Holiday Sing and Tree Lighting. Attended
the MHET Annual Holiday breakfast. Attended a Woman's Club of Cypress General
Membership meeting. Attended a Youth Leadership America meeting. Attended the
Sunburst Youth Academy Graduation. Attended The Church of Jesus Christ of Latter -
Day Saints Christmas concert.
CITY MANAGER REMARKS
The City Manager congratulated the Recreation and Community Services Department on
the success of the Holiday Sing and Tree Lighting. He congratulated newly elected City.
Council Members Jon Peat, Stacy Berry and Paulo Morales, and newly elected Mayor
Stacy Berry and Mayor Pro Tem Rob Johnson. He spoke regarding the holiday closures.
The City Attorney congratulated newly elected City Council Members Jon Peat, Stacy
Berry and Paulo Morales, and newly elected Mayor Stacy Berry and Mayor Pro Tem Rob
Johnson. He wished everyone happy holidays.
ADJOURNMENT
Mayor Berry adjourned the meeting at 7:47 p.m. to an adjourned Regular Meeting, to be
held on Monday, January 14, 2019, beginning at 5:30 p.pn^ in the Executive Board Room.
