CRA 90-05-14 MINUTES OF A MEETING OF THE CYPRESS REDEVELOPMENT AGENCY HELD May 14, 1990 Agency Chairman Age called the meeting of the Cypress Redevelopment Agency to order at 12:07 p.m. on Monday, May 14, 1990 in the Cypress City Council Chambers, 5275 Orange Avenue, Cypress, California. PRESENT: Agency Members Arnold, Bowman, Kerry, Kanel and Age ABSENT: None MINUTES: It was moved by Agency Member Bowman and seconded by Agency Member Kerry to approve the minutes of April 23, 1990. The motion carried by the following roll call vote: AYES: 5 AGENCY MEMBERS: Arnold, Bowman, Kanel, Kerry & Age NOES : 0 AGENCY MEMBERS: None ABSENT: 0 AGENCY MEMBERS: None CONTINUATION OF CONSIDERATION OF AN AGREEMENT BETWEEN THE CYPRESS REDEVELOPMENT AGENCY AND CYPRESS HOMES, INC., PROVIDING FOR FINANCING OF CERTAIN IMPROVEMENTS REQUIRED BY THE SORRENTO HOMES DEVELOPMENT ON THE TEXACO TANK FARM: It was moved by Agency Member Kerry and seconded by Agency Member Bowman to continue this item to the meeting of June 11, 1990. The motion unanimously carried by the following roll call vote: AYES: 5 AGENCY MEMBERS: Arnold, Bowman, Kanel, Kerry & Age NOES: 0 AGENCY MEMBERS: None ABSENT: 0 AGENCY MEMBERS: None CONSIDERATION OF A RESOLUTION OF THE CYPRESS REDEVELOPMENT AGENCY FINDING THAT THE PROVISION OF LOW AND MODERATE INCOME HOUSING OUTSIDE THE LOS ALAMITOS RACE TRACK AND GOLF COURSE REDEVELOPMENT PROJECT WILL BE OF BENEFIT TO THE PROJECT AREA: The staff report dated May 8, 1990 indicated that based on discussion provided by GRC Redevelopment Consultants, it has been determined that the Agency should make findings regarding the utilization of the 20% housing set aside funds. It was moved by Agency Member Kerry and seconded by Agency Member Bowman to adopt the Resolution by title only, title as follows, finding that increasing and improving the community's supply of low and moderate income housing outside the Los Alamitos Race Track and Golf Course Redevelopment Project Area will benefit the Project Area. CRA NO. 58 A RESOLUT10N OF THE CYPRESS REDEVELOPMENT AGENCY FINDING THAT THE PROVISION OF LOW AND MODERATE INCOME HOUSING OUTSIDE LOS ALAMITOS RACE TRACK AND GOLF COURSE REDEVELOPMENT PROJECT WILL BE OF BENEFIT To THE PROJECT AREA. The motion unanimously carried by the following roll call vote: AYES: 5 AGENCY MEMBERS: Arnold, Bowman, Kanel, Kerry & Age NOES: 0 AGENCY MEMBERS: None ABSENT: 0 AGENCY MEMBERS: None CONSIDERATION OF CONTINUED EMPLOYMENT OF CONSULTANT FOR REDEVELOPMENT SERVICES: The Executive Director presented the staff report dated May 9, 1990, which requested continued appropriations to pay for the consultant services of GRC Copenhaver, Inc. It was moved by Agency Member Kerry and seconded by Agency Member Kanel to authorize: 1) an amount not to exceed $25,000 be expended for services by GRC Copenhaver, Inc. for general assistance pertaining to the Wicker Drive and Cypress Elementary School sites; and 2) an appropriation of $25,000 from the unreserved fund balance of the Cypress Redevelopment Agency Capital Project Fund to account #4189-35-194-06.
