STAFF REPORTS AND DISCUSSIONS:
AWARD OF CONTRACT:
3. Consideration of Award of Contract for Aggregate Base, Request for
Quotation #7677-22.
CONSENT CALENDAR:
All matters listed under "Consent Calendar" are to be considered by the City
Council to be routine and will be enacted by one motion approving the recom-
mendation listed on the agenda.
4. Consideration of a Request by the Camp Fire Girls of Orange County to
Conduct a Fund Raising Drive in the City of Cypress.
Recommendation: That the City Council grant the request of the Orange
County Council of Camp Fire Girls to conduct a candy sale in the City
of Cypress from January 20, 1977 through February 7, 1977, and that
they be granted an exemption from a special permit pursuant to Section
15-57 A(1)(b) of the City Code.
5. Consideration of a Request From United Way of Orange County to Proclaim
October 1 - 31, 1976, as "United Way Month".
Recommendation: That the Mayor and City Council proclaim October 1 - 31,
1976, as "United Way Month" in the City of Cypress as requested.
6. Consideration of Initiating Detachment Proceedings From the Cypress
County Water District.
Recommendation: That the City Council adopt a Resolution of application
for detachment of territory, commonly known as "Annexation No. 76-1"
from the Cypress County Water District by title only, title as follows:
A Resolution of the City Council of the City of Cypress
Making Application to the Local Agency Formation Commission
of Orange County for the Initiation of Proceedings for the Detach-
ment of Certain Uninhabited Territory From the Cypress County
Water District.

Consideration of Acceptance of Improvements and Release of Bonds for
Tract #8729.
~'' Recommendation: That the City Council accept the public improvements
in Tract #8729 as being satisfactorily completed in accordance with
plans and specifications and authorize the City Clerk to release the
Monumentation Bond and the Labor and Material Bond upon expiration
of their required lien period, providing no mechanic liens are filed,
~ with the Performance Bond to be held for one year from the date of
acceptance to guarantee against any defects in material or workmanship.
Consideration of Acceptance of Parcel Map #76-2. ~ ~ .z~z~o~,~ v_~
~?~~Recommendation: That the City Council approve Final Parcel Map #76-2,
and accept the cash bond for public improvements in the amount of
' $2,550.00, which is not less than 50% nor more than 100% of the
~o total improvements, and authorize the City Clerk to sign the record
map.

in Tract #8952 as being satisfactorily completed in accordance with

Consideration of Acceptance of Improvements - Construction of Library
Parking Lot, Outdoor Lighting and Irrigation and Landscaping on
the Library, Civic Center Site, City of Cypress Project #7503-90.
11. Consideration of Acceptance of Parcel Map #76-3.
Recommendation: That the City Council: 1) Approve the increase in
contract costs of $1,405.00 and 2) accept the Library Parking Lot and
Landscaping improvements, Project No. 7503-90, as being satisfactorily
completed in accordance with plans and specifications, and authorize
the City Clerk to release the Labor and Materials Bond upon expira-
tion of the required lien period, providing no liens have been filed
and to release the Faithful Performance Bond upon expiration of one-
year guarantee providing no defects in material or workmanship become
evident. ~ ~. ~
Recommendation: That the City Council approve Final Parcel Map #76-3,
and accept the Labor and Materials Bond and the Faithful Performance
Bond in the amount of $10,600.00, which is not less than 50% nor more
than 100% of the total improvements, and authorize the City Clerk
to sign the record map.
12. Consideration of an Alcoholic Beverage License Application, Requested

13. Consideration of Certification of Employment List - Assistant Planner.
Recommendation: That the City Council certify the employment list for

Recommendation: That the City Council adopt a Resolution approving
the proposed annexation designated as "Annexation No. 76-3" to the
City of Cypress by title only, title as follows:

15. Consideration of a Resolution Establishing a Revised Fee Schedule for

Recommendation: That the City Council adopt a Resolution establishing
a new fee schedule to be used with the latest edition of the Uniform
Plumbing Code by title only, title as follows:

16. Consideration of City of Cypress Lighting District #2 Ad Valorem
Assessment for Calendar Year 1978.
Recommendation: That the City Council adopt a Resolution ordering
the City Engineer to prepare a Preliminary Report for street lighting
to provide for levying and collecting assessments on the Ad valorem
basis by title only, title as follows:
A Resolution of the City Council of the City of Cypress,
County of Orange, State of California, Ordering the City
Engineer to Prepare a Map, Plans, Specifications, Estimate
and Preliminary Report, Pursuant to the Provisions of
Division 14, Part I, Streets and Highways Code, Sta~e of
California, as Amended, Referred to as "Street Lighting
Act of 1919", for the Installation of, the Furnishing of
Electric Current for and the Maintenance of a Street
Lighting System in said City for a Period of Four (4)Years,
Beginning January 1, 1978, and Ending January 1, 1982.

Consideration of a Communication From the City of Garden Grove Requesting
Support of Legislation Authorizing Local Paramedic Programs on a
Permanent Basis.
Recommendation: That the City Council authorize the City Manager to
transmit communications to the appropriate local State Legislators,
urging legislation to allow local paramedic programs to be continued
on a permanent basis.
18. Consideration of a Communication from the City of Garden Grove Supporting
the Construction of a Solar Electric Demonstration Plant near Barstow.
Recommendation: That the City Council authorize the City Manager to
notify the State Energy Commission of the City's support in the
development of a solar electric demonstration plant in San Bernardino
County.

Consideration of a Communication and Resolution from the City of Tustin
Supporting the Development of an Auditorium at California State Univer-
sity, Fullerton.

ReCommendation: That the City Council authorize the City Manager to

City.
Recommendation: That the City Council authorize the change in posting
place from the Cypress Post to the Cypress Community Center and adopt
