A regular meeting of the Cypress City Council was called to order at 6:15 p.m. by Mayor
Berry in the Executive Board Room, 5275 Orange Avenue, Cypress, California.

CLOSED SESSION
The City Attorney reported that the City Council would be meeting in Closed Session
regarding Conference with Labor Negotiator pursuant to Government Coca Section
54957.6, Agency Negotiators: City Manager and Director of Finance and Administrative
Services, Employee Groups: Cypress Police Officers' Association.
The City Attorney reported that the City Council would be meeting in Closed Session
regarding Public Employee Discipline/Dismissal/Release, pursuant to Government Code
Section 54957.
At 6:16 p.m., the Mayor recessed the meeting.

The 7:00 p.m. session of the City Council meeting was called to order at 7:02 p.m. by

REPORT OF WORKSHOP AGENDA/CLOSED SESSION
Mayor Berry asked for the report of the Closed Session Agenda items discussed earlier
in the evening.
The City Attorney reported that the City Council met in Closed Session regarding
Conference with Labor Negotiator pursuant to Government Code Section 54957.6,
Agency Negotiators: City Manager and Director of Finance and Administrative Services,
Employee Groups: Cypress Police Officers' Association. He stated that no reportable
action was taken.

John Olson, Friends of Cypress Library, spoke regarding a history presentation to be held
on Saturday, March 2.
Shelley Henderson, O.C. Breeze, spoke regarding upcoming events.
CONSENT CALENDAR
All matters listed on the Consent Calendar are to be approved with one motion unless a
Council Member requests separate action on a specific item.
It was moved by Council Member Morales and seconded by Council Member Peat, to
approve Consent Calendar Items No. 1 through 9.

Management employees.

Item No. 5: Approve Plans and Specifications and Award Contracts for Sewer
Rehabilitation CDBG, Project 218
Recommendation:
1. Approve Plans and Specifications for Sewer Rehabilitation CDBG, Project 218; and
2. Award a contract to Insituform Technologies, LLC, for $104,240, and authorize a
contingency of $15,700; and
3. Approve a Task Order for Construction Inspection Services to TRCNaIi Cooper and
Associates, Inc., for $10,716, and authorize a contingency of $1,650.
Item No. 6: Adopt the FY 2019-20 Budget Calendar
Recommendation: Adopt the Fiscal Year 2019-20 budget calendar.
Item No. 7: Reestablish the Assistant City Engineer Class Specification
Recommendation: Adopt a Resolution reestablishing the Class Specification of Assistant
City Engineer.

Recommendation: Receive and file the attached investment report.

NEW BUSINESS
Item No. 10: Receive and File the Capital Improvement Program Update and
Provide Direction for the Development of the FY 2019-26 Capital Improvement
Program
The Community Development Director and Senior Civil Engineer provided background
information on this item.
Mayor Berry asked if Measure M funding would be restricted.
The Community Development Director responded no, and stated funding could be used
for future large arterial paving projects and street right-of-way projects at the discretion of
the City Council.
It was moved by Council Member Peat and seconded by Council Member Yarc, to: 1)
Receive and file the Capital Improvement Program Update; and 2) Provide direction for
the development of the FY 2019-26 Capital Improvement Program.
The motion was carried by the following roll call vote:

Water Conservation
Mayor Berry requested City Council participation in the Wyland National Mayor's
Challenge for Water Conservation. She provided information for resident participation
and indicated that a professional toolkit would be provided to the City.
Council Member Yarc asked if there is a cost for participation.
Mayor Berry responded no.
It was moved by Council Member Yarc and seconded by Council Member Morales, to
approve participation in the Wyland National Mayor's Challenge for Water Conservation.

Cypress Chamber of Commerce Executive Committee. Attended the Cypress Employee
Service Awards luncheon. Attended a Coyote Ad Hoc Sub Committee meeting. Attended
the Eddie Awards for the Boys and Girls Club of Orange County. Attended the Cypress
College Americana Awards. Met with Acting City Clerk Alisha Farnell.
Council Member Yarc:
Attended a Human Trafficking Awareness luncheon at Grace Christian Elementary
School. Attended a Cypress College Americana Awards Auction meeting. Met with the
Cypress Chamber of Commerce Executive Committee. Attended a Woman's Club of
Cypress Board meeting. Attended the Cypress Employee Service Award luncheon.
Attended the Cypress School District Every Student Succeeding program. Participated
in the Woman's Club of Cypress clothing drive. Attended the Cypress College Americana
Awards.
Mayor Berry:
Attended the Cypress Chamber of Commerce Networking breakfast. Volunteered at the
Cypress Senior Citizens Center Valentine's Day party. Attended a Soroptimist Business
meeting. Provided a Council Chamber tour for students from China. Attended a Human
Trafficking Awareness luncheon at Grace Christian Elementary School. Attended a
Woman's Club Board meeting. Attended the Cypress Employee Service Award
luncheon. Attended the Cypress School District Every Student Succeeding program.
Attended an O.C. Division League of California Cities Board meeting. Met with Oxford
Academy Future Business Leaders of America students. Attended the O.C. Fire Authority
Best and Bravest awards. Attended the Cypress College Americana Awards.
CITY MANAGER REMARKS
The City Manager stated the City Council would hold a Strategic Plan Update Session on
Wednesday, February 27 at 8:30 a.m. at the Cypress Community Center. He announced
the Rotary Club of Cypress Spaghetti Dinner on Saturday, March 2 at the Cypress Senior
Citizens Center.
