A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2019-20 FUNDED BY
SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017
THE CITY COUNCIL OF THE CITY OF CYPRESS HEREBY RESOLVES,
DETERMINES, AND ORDERS AS FOLLOWS THAT:
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017
(Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the
Governor in April 2017 in order to address the significant multi -modal transportation
funding shortfalls statewide; and

WHEREAS, SB 1 includes accountability and transparency provisions that will
ensure the residents of the City of Cypress are aware of the projects proposed for funding
in our community and which projects have been completed each fiscal year; and
WHEREAS, the City of Cypress must adopt a list of all projects proposed to receive
funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB
1 by resolution, which must include a description and the location of each proposed
project, a proposed schedule for the project's completion, and the estimated useful life of
the improvement; and
WHEREAS, the City of Cypress will receive an estimated $827,000 in RMRA
funding in Fiscal Year 2019-20 from SB 1; and
WHEREAS, this is the third year in which the City of Cypress is receiving SB 1
funding and will enable the City to continue essential road maintenance and rehabilitation
projects that would not have otherwise been possible without SB 1; and
WHEREAS, the City of Cypress has undergone a robust public process to ensure
public input into our community's transportation priorities/the project list; and
WHEREAS, the City of Cypress used a Pavement Management System to develop
the SB 1 project list to ensure revenues are being used on the most high-priority and cost-
effective projects that also meet the community's priorities for transportation investment;
and
WHEREAS, the funding from SB 1 will help the City of Cypress maintain and
rehabilitate various roads and transportation infrastructure throughout the City this year
and similar projects into the future; and
WHEREAS, the 2016 California Statewide Local Streets and Roads Needs
Assessment found that the City's streets and roads are in an "excellent" condition and
this revenue will help maintain the overall quality of our road system and over the next
decade; and
WHEREAS, the SB 1 project list and overall investment in our local streets and
roads infrastructure with a focus on basic maintenance and safety, investing in complete
streets infrastructure, and using cutting-edge technology, materials and practices, will
have significant positive co -benefits statewide.
NOW, THEREFORE, IT IS RESOLVED, ORDERED, AND FOUND by the City
Council of the City of Cypress, State of California, as follows:
1. The foregoing recitals are true and correct.
2. The Fiscal Year 2019-20 list of projects planned to be funded in -part or solely with
2019-20 with Road Maintenance and Rehabilitation Account revenues include:
• FY 2019-20 Residential Street Rehabilitation Project

o Description: This project proposes to slurry seal and/or overlay various
residential streets. Scope of work includes thermoplastic striping, traffic
loops, adjustment of manholes, and other incidental items of work.
o Location:
• Slurry Seal
• Various residential streets located throughout the City of
Cypress, primarily located within Districts 28, 34, and 35
■ Overlay
• Corporate Avenue (Valley View Street to Progress Avenue)
• Market Place (Progress Way to end)
• Business Center Drive (Katella Avenue to Global Drive)
• Global Drive (Holder Street to Business Center Drive)
o Estimated Useful Life of Project:
• Slurry Seal: 7-10 Years
• Overlay: 15-20 years
o Year of Construction: Fiscal Year 2019-20

Project Title: FY 2019-20 Residential Street Rehabilitation Project
Description: The scope of work consists of slurry sealing over 1,360,000 SF of
residential roadway and resurfacing approximately 167,000 SF of pavement using
rubberized asphalt concrete (RAC). The proposed project also includes incidental items
of work, such as traffic striping, traffic loops, manhole adjustments, etc.
Proposed Schedule for Completion:
