HomeMy WebLinkAboutMinutes 82-11-18262 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CYPRESS CITY COUNCIL HELD November 18, 1982 The adjourned regular meeting of the Cypress City Council was called to order at 7:00 p.m. on Thursday, November 18, 1982, in the Cypress City Council Chambers, 5275 Orange Avenue, Cypress, California, Mayor Gerald Mullen presiding. PRESENT: ABSENT: Councilmembers Lacayo, Partin and Mullen Councilmembers Coronado and Rowan Also present were Darrell Essex, City Manager/City Clerk, and Art Schatzeder, Public Works Director/City Engineer. PLEDGE OF ALLEGIANCE: Councilman Partin led the pledge of allegiance. CONSIDERATION OF A RESOLUTION DECLARING THE RESULTS OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 2, 1982: Mr. Essex presented a report dated November 16 which transmitted a Resolution containing the Orange County Registrar of Voters' certificate of the canvass of the General Municipal Election held on November 2, 1982. It was moved by Mayor Mullen and seconded by Councilman Lacayo to adopt the Resolution by title only, title as follows: RESOLUTION NO. 2583 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY ON NOVEMBER 2, 1982, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW. The motion unanimously carried by the following roll call vote: AYES: NOES: ABSENT: 3 COUNCILMEMBERS: 0 COUNCILMEMBERS: 2 COUNCILMEMBERS: Lacayo, Partin & Mullen None Coronado & Rowan In accordance with Section 7 of the above Resolution #2583, the following is a statement of the results of said election: 1. The whole number of votes cast in the City was 15,673. The names of the persons voted for at said election for member of the City Countil of said City are as follows: Otto J. Lacayo Richard Partin John Kanel 5,781 votes 5,496 votes 4,919 votes As a result of said election, a majority of the qualified voters voted in favor of Proposition H(b), and said proposition was carried and shall be deemed adopted and ratified. As a result of said election, a majority of the qualified voters voting on said Proposition J did vote in favor thereof, and said proposition was carried and shall be deemed adopted and ratified. CONSIDERATION OF INSTALLATION OF THE NEWLY ELECTED COUNCIL MEMBERS: The City Clerk asked Councilmembers Lacayo and Partin and Mr. John Kanel to stand. Mr. Essex administered the Oath of Office and declared them sworn in as new Council- members. Councilman Kanel took his seat at the podium. CONSIDERATION OF COUNCIL REORGANIZATION: Mayor Mullen expressed thanks to the City Council for giving him the opportunity to serve as Mayor and stated the experience has been a gratifying and very exciting one. He thanked his wife, Marianne, and his family for their support and congratulated Councilmembers Lacayo, Partin and Kanel on their election. Mayor Mullen further stated that he was pleased with the citizens of Cypress in the way in which the vote went on both the candidates and the issues and indicated he looked forward to serving on the Council for the next two years. He offered his resignation as Mayor and turned the chair over to the City Clerk. Mr. Essex asked for nominations for the position of Mayor. Councilman Mullen nominated Councilman Lacayo as Mayor and Councilman Partin seconded the motion. It was moved by Councilman Kanel, seconded by Councilman Mullen and unanimously carried to close nominations for Mayor. It was moved by Councilman Mullen and seconded by Councilman Partin to elect Councilman Lacayo as Mayor by unanimous ballot. The motion unanimously carried by the following roll call vote: AYES: NOES: ABSENT: 4 COUNCILMEMBERS: 0 COUNCILMEMBERS: 1 COUNCILMEMBERS: Kanel, Mullen, Partin & Lacayo None Coronado Mayor Lacayo thanked the Councilmembers for their support. He asked for nominations for the position of Mayor Pro Tem. Councilman Kanel nominated Councilman Partin as Mayor Pro Tem. Councilman Mullen moved to close nominations. Hearing no objections, Mayor Lacayo asked that a unanimous ballot be cast to elect Councilman Partin as Mayor Pro Tem. The motion unanimously carried by the following roll call vote: AYES: NOES: ABSENT: 4 COUNCILMEMBERS: 0 COUNCILMEMBERS: 1 COUNCILMEMBERS: Kanel, Mullen, Partin & Lacayo None Coronado Councilman Partin stated he felt gratified by the turn-out at this election with over 15,000 persons voting. He stated he felt happy and proud over receiving broader citizen support with 5500 votes in this election compared to 1500 votes in the special election last year. Councilman Partin thanked his family and others who worked on his campaign for their support. -7- 269 City Council Minutes November 18, 1982 Councilman Kanel congratulated fellow Councilmembers Lacayo and Partin on their election and stated that all candidates conducted themselves well in the election. He stated he was proud to be back on the Council and looked forward to repre- senting the City and working with the Council in a constructive manner for the community. Councilman Kanel stated he will be an active Councilmember and will seek input from Cypress citizens. He thanked the persons who worked on his campaign for their time and effort. Mayor Lacayo stated it was gratifying to be elected to the Council through the enthusiasm, honesty and hard work of supporters and he thanked the people who worked on his campaign. Mrs. Geraldine Smith, 5805 Wellson Drive, Cypress, expressed her feelings that there should be no limitation on the terms of Councilmembers.
