Resolution No. 6730251 RESOLUTION NO. 6730 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS, AND ACTING AS EX -OFFICIO BOARD OF DIRECTORS OF THE CYPRESS RECREATION AND PARK DISTRICT, AMENDING RESOLUTION NO. 6721 TO ESTABLISH THE CLASSIFICATION OF RECREATION AND COMMUNITY SERVICES MANAGER TO THE MID -MANAGEMENT PAY AND BENEFITS PLAN WHEREAS, the Personnel Rules and Regulations of the City of Cypress require that amendments or revisions to the Position Classification Plan, revisions to class specifications or salary adjustments for positions be approved by the City Council, and as acting as ex -officio Board of Directors of the Cypress Recreation and Park District; and WHEREAS, the class specification for Recreation and Community Services Manager is established and attached hereto; and WHEREAS, the classification of Recreation and Community Services Superintendent is eliminated and replaced with the classification of Recreation and Community Services Manager. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Cypress, and acting as the ex -officio Board of Directors of the Cypress Recreation and Park District, does hereby approve the class specification for Recreation and Community Services Manager and that the position be added to the Mid -Management pay plan as follows: A. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Recreation and Community Services Director. Exercises supervision over professional, technical and administrative support staff. EXAMPLES OF DUTIES AND RESPONSIBILITIES Duties may include, but are not limited to, the following: Under direction of the Recreation and Community Services Director, plan, administer and direct the activities of a comprehensive Recreation and Community Services program. Prepare, implement, and administer the annual department budget including: developing, researching, and recommending capital improvement projects; prepare and review budget reports; monitor revenues and expenditures; participate in the forecast of additional funds needed for staffing, equipment, materials and supplies. Research and develop new revenue sources including fundraising, grants, donations and corporate sponsorships. Assist in developing, managing and implementing strategic plans for delivery of services/programs. Develop, implement and evaluate department goals and objectives, policies and priorities to effectively and efficiently meet the goals of the strategic plan. Research, prepare and administer grant programs and capital outlay budgets. Manage community public relations and customer service implementation, which may include: overseeing marketing plans; handling sensitive and difficult public inquiries and complaints; develop and implement customer service practices and policies. Work with organized community groups and committees in the promotion and organization of programs and facilities; serve as liaison to committees, community organizations, special interest groups, schools, and other agencies. Develop and administer negotiating agreements; prepare contracts and develop fees; monitor contracts for compliance. Prepare a variety of complex analytical, statistical and narrative reports and correspondence including: Request for Proposals (RFPs), letters, memorandums, and other written documents. Prepare and present staff reports. Supervise, train, prioritize and assign work to staff; evaluate professional and office support staff; make hiring, termination and disciplinary recommendations; develop goals, objectives, policies and priorities, and establish performance standards. Act in the absence of the Recreation and Community Services Director. Perform other related duties as assigned. QUALIFICATIONS Knowledge of: City, County, State, and Federal laws, codes, regulations and guidelines affecting recreation programs and activities; program development and evaluation practices related to recreational and community services, facility usage, capital improvement projects and community activities; planning and scheduling automated work management systems; principles and philosophies of public recreation administration including: management, personnel supervision, marketing, budget preparation, contract administration, cost management, staffing and customer relations. Ability to: Plan, organize, train, coordinate, supervise, and evaluate the work of staff; analyze problems, consider feasible solutions and present appropriate recommendations; communicate effectively and make professional oral and written presentations to the City Council, Commissions and public organizations; establish and maintain positive and effective working relationships with staff, other governmental agencies, public organizations, vendors, and contractors; independently research and analyze statistical and narrative reports and correspondence; remain current on trends in assigned areas of responsibility. Experience and Education: Any combination of experience, education and training that would likely provide the required knowledge, skills and abilities necessary for satisfactory performance is qualifying. A typical combination is: A Bachelor's degree in Recreation, Public Administration, or a related field, and five (5) years of increasingly responsible experience in the administration of recreation and community services programs, including three (3) years in a supervisory capacity. License: Due to the performance of field duties, an incumbent may be required to drive a City vehicle in the course of business. If so, an incumbent is required to possess, provide, and maintain a valid California driver license and proof of an acceptable driving record. PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS: Ability to maintain physical condition necessary for sitting or standing for prolonged periods of time; ability to walk, kneel, crouch, squat, stoop, and bend; input data into a computer for prolonged periods of time; hear and speak to those encountered in the performance of duties on the phone or in person; read reports and other records; and, read from a computer terminal. Work is performed primarily indoors in a controlled office environment. May be exposed to computer glare and vibrations and pitch of computer and other office equipment. Some work is performed outdoors with exposure to direct sunlight, heat, humidity, rain, wind, and cold and low to moderate noise levels. Ability to lift, carry and move an object(s) totaling approximately twenty-five (25) pounds in weight.
