A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS, AND
ACTING AS EX -OFFICIO BOARD OF DIRECTORS OF THE CYPRESS RECREATION
AND PARK DISTRICT, REVISING THE CLASS SPECIFICATION OF RECREATION
SPECIALIST, ESTABLISHING THE CLASSIFICATION OF PART-TIME RECREATION
SPECIALIST AND RECREATION FACILITIES ATTENDANT, AND AMENDING
RESOLUTION NO. 6716 ESTABLISHING HOURLY PAY RANGES FOR
TEMPORARY PART-TIME AND SEASONAL POSITIONS
WHEREAS, the Personnel Rules and Regulations of the City of Cypress require
that amendments or revisions to the Position Classification Plan, revisions to class
specifications or salary adjustments for positions be approved by the City Council, and as
acting as ex -officio Board of Directors of the Cypress Recreation and Park District; and
WHEREAS, as a standard practice, classifications will be reviewed and revised on
a periodic basis or as vacancies occur; and
WHEREAS, the class specification for Recreation Specialist has been revised and
is attached hereto; and
WHEREAS, the class specifications for Part -Time Recreation Specialist and
Recreation Facilities Attendant are established and attached hereto; and
WHEREAS, the Part -Time Recreation Specialist and Recreation Facilities
Attendant positions shall be compensated and eligible for step increases as outlined in
the City of Cypress Temporary Part -Time and Seasonal Employee Hourly Pay Ranges.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Cypress, and acting as the ex -officio Board of Directors of the Cypress Recreation and
Park District, does hereby adopt the revised class specification for Recreation Specialist,
approve the class specification for Part -Time Recreation Specialist and Recreation
Facilities Attendant, and that Resolution No. 6716 be amended as indicated below:
Effective May 14, 2019, the positions of Part -Time Recreation Specialist and
Recreation Facilities Attendant shall be compensated as indicated in Attachment "A" with
future pay increases adjusted for Part -Time Recreation Specialist to be consistent with
the Recreation Specialist classification represented by the Cypress Employees'
Association.
PASSED AND ADOPTED by the City Council of the City of Cypress, at a regular
meeting held on the 13th day of May, 2019.

DEFINITION
To plan, promote, coordinate and facilitate a variety of recreation, leisure, and social
service programs in any one or a combination of assigned areas.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from a Recreation Coordinator or Recreation Supervisor.
May provide indirect supervision over assigned part-time personnel and volunteers.
EXAMPLES OF DUTIES AND RESPONSIBILITIES
Plan, organize, implement and evaluate a comprehensive recreation program for the
community which may include youth and adult programs, contract classes, sports
leagues, cultural arts activities, senior citizens programming and community -wide
special events.
Prepare schedules for programs and events and ensure that all necessary equipment
and resources are in place.
Purchase and maintain program/facility supplies and equipment in accordance with
policy.
Prepare Contract Service Agreements for vendors to be reviewed by supervisory staff.
Utilize registration software to monitor program registration, permit status, and
participant payments.
Promote assigned program through social media, printed materials and advertisements;
perform other outreach activities to effectively solicit program participants.
Recruit, train and supervise part-time staff and volunteers.
Prepare and submit assigned work product and meet assignments in a well -organized
and timely manner.
Perform other related duties as assigned.
Expectations: Maintain effective relations with the City Council, Boards, and
Commissions; conduct duties, responsibilities, tasks, and assignments with a
constructive, cooperative, positive, professional attitude and demeanor; support the

QUALIFICATIONS
Knowledge of: Procedures and methods related to the delivery of recreation, leisure
and social service programs for a variety of ages; effective development,
implementation and evaluation of programs and services; available community
resources; basic principles and practices of program administration, including basic
supervision, evaluation and training of assigned staff and volunteers.
Ability to: Maintain effective and cooperative working relationships with those
contacted in the performance of duties; write and prepare clear and concise documents
utilizing creative writing; operate a personal computer with proficiency using Windows
based software; work well under general supervision; plan and organize work, set
priorities, prepare schedules, and meet assigned deadlines; analyze and evaluate
program and participant service needs; supervise, evaluate and train assigned staff and
volunteers; practice and implement effective conflict resolution techniques; make
recommendations and exercise independent judgment within the parameters expected
of the position.
EXPERIENCE AND EDUCATION
Any combination of experience and education that would likely provide the required
knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities
would be:
Experience: Equivalent to one year of full-time experience in the programming and
delivering of recreation services for adult and/or youth programs, including experience
working in lead or supervisory capacity.
Education: Completion of at least 12 units of college -level coursework in the field of
Social Services, Leisure Services or a related field from an accredited college or
university.
License: This classification may require an incumbent to drive a City vehicle in the
performance of field duties based on assigned program area. An incumbent who is
required to drive a City vehicle must possess a valid California driver license and
possess and maintain an acceptable driving record.
Certificate: Possess valid CPR, First Aid and AED certifications or be able to acquire
such certifications within three (3) months of employment.
Physical Tasks and Environmental Conditions: Ability to: Perform various tasks for
extended periods of time requiring physical static and dynamic strength, stamina,
dexterity and endurance, flexibility and speed of limb movement, whole body
coordination and equilibrium, finger dexterity, near and far vision acuity, peripheral
vision, and hearing which includes standing, walking, extending a leg or arm, twisting,
bending, sitting, pushing, pulling, reaching, lifting and carrying approximately twenty-five
(25) pounds in weight, feeling; hearing and speaking; read and write instructions,
reports, logs; and observe program activities. Exposure to: direct sunlight, heat,
humidity, rain, wind, and cold while working outdoors; low to moderate noise levels from
program participant activities, including related equipment; automotive traffic while
working in and around park areas; and infectious childhood diseases.

RECREATION FACILITIES ATTENDANT
Recreation and Community Services Department
FLSA Designation: Non -Exempt
(Part -Time)
DEFINITION
Under moderate supervision, performs facility maintenance duties at various City
locations including the Community Center, Senior Center and parks. Duties involve
frequent interaction with patrons of the City's recreation facilities.
SUPERVISION RECEIVED AND EXERCISED
Receives direct supervision from a Recreation Supervisor.
EXAMPLES OF DUTIES
Duties may include, but are not necessarily limited to, the following:
Perform room set-ups; read daily schedule of events and set up rooms with tables,
chairs, and equipment according to the needs of the scheduled use; take down tables
and chairs as appropriate.
Assist with the maintenance of facility interiors by emptying trash receptacles and spot
cleaning floors, windows, counters, sinks, furniture, and walls using a vacuum, mop,
broom, and other cleaning equipment.
Assist with minor maintenance of facility exteriors.
Open, close and secure building.
Respond to patron needs for assistance and information.
Monitor facility use.
Monitor facilities for safety hazards; clean up spills and clear walkways and doorways of
obstructions.
Assist in special events, general programs, and facility rentals.
Perform other duties as assigned.
Expectations: Establish and maintain effective working relationships and work
cooperatively with City staff, elected officials, other agencies and the community; deliver
outstanding internal and extemal customer service; communicate effectively, orally and

in writing, with the public and fellow employees; solve problems and support the City's
mission, policy, goals and objectives.
QUALIFICATIONS
Ability to: Operate Tight motorized equipment and appropriate use of hand tools;
understand, interpret, and carry out both oral and written instructions; perform minor,
unskilled repairs to building and fumiture; safely lift, carry, or relocate objects and
materials weighing 50 pounds; follow and adhere to all safety rules and regulations;
remain flexible and adapting as job responsibilities change; travel to and from various
City facilities in a safe and timely manner; meet the physical requirements necessary to
safely and effectively perform duties; utilize a basic computer system to retrieve facility
reservations; work independently; operate a variety of audio/visual equipment.
Experience and Education: Any combination of experience and education that would
likely provide the required knowledge and abilities is qualifying. A typical combination is
six (6) months of public contact experience and a high school diploma or G.E.D.
License/Certification: Possession of a valid California driver license.
Physical Tasks and Environmental Conditions: Sit to operate motorized vehicle;
stand to perform tasks or operate tools and equipment; walk to carry/operate tools and
equipment; reach below and above shoulder level, turn, twist, lean, bend, stoop, crouch
and squat to perform physical tasks; life, carry, push, pull and drag weight of at least 50
pounds a distance of approximately 35 feet from a staging point to work area; light and
firm grasping, including finger dexterity to hold and operate hand tools; foot
manipulation to drive vehicle using accelerator pedal or brake pedal; vision to drive
and/or operate power tools/equipment; hear verbal instructions; and, speak to answer
basic questions from the public or ask questions of the supervisor.
