Construction Demo Recycling Guideline (October 2017) City of Cypress Contractor’s Guide to the Construction and Demolition Debris Materials Questionnaire Introduction This guide will help you comply with the Cypress Municipal Code and the 2016 California Green Building Code. The waste management plan (Construction and Demolition Debris Materials Questionnaire) is required when you get a building permit. You are responsible for ensuring 65% of the construction material generated from your job is recycled. Step 1- The Waste Management Plan Residential Additions/Alterations Rent an appropriately sized container for your construction debris from Valley Vista Services, Inc. They can be reached at 714-380-5450. Tell them you will need a:  Dumpster box for your construction debris; and  Diversion report at the end of the job; and  Get guidance from Valley Vista on what kind of debris/material can be placed in your construction bin so it does not get classified as mixed solid waste (which does not meet the recycling and reuse requirement). New Construction & Non-Residential 1. Go to the website www.cypress.wastetracking.com and create an account for your job. 2. Create a new waste management plan and follow the instructions. 3. Decide if you will be using Valley Vista Services for your debris hauling needs or using your own equipment and staff to self -haul. Reminder: If you choose Self- Haul and use a non-permitted waste hauling service, in violation of the Municipal Code, you will automatically forfeit your deposit amount. 4. Submit the newly created waste management plan to the City for approval. Step 2- During Construction Residential Additions/Alterations Valley Vista Services, Inc. will take care of ensuring your construction debris is recycled to meet all local and State requirements. New Construction & Non-Residential If you are using Valley Vista Services, Inc., they will ensure your construction debris is recycled to meet all local and State requirements. Page 2 of 4 (October 2017) If you are self-hauling:  Take your construction material to a recycling center (see list on page 4 of this Guide Book of suggested nearby recyclers)  Ensure the weight ticket or receipt for your material indicates the type and amount received by the facility for each load o NOTE: If your weight ticket indicates the material is mixed solid waste, it is classified as trash and does not meet the recycling or reuse requirement. Step 3- Job Completion- Waste Diversion Report Residential Additions/Alterations Ask Valley Vista for the Diversion Report you requested when you ordered your bins. Provide a copy of the diversion report from Valley Vista Services to the Building Division for inclusion in your inspection file to meet the reporting requirements. New Construction & Non-Residential Before your final inspection can occur, you must submit and complete the waste diversion report: 1. Go to the website www.cypress.wastetracking.com and log onto your account for your job. 2. Click on the waste management plan you created for your job. 3. Click on the Facilities/Tickets tab and begin uploading your weight ticket information. 4. Submit the completed waste diversion report to the City for approval. General Information Construction and Demolition (C&D) waste includes the materials that are generated by construction and demolition of residential and commercial buildings, remodels, landscaping, roads, and site clearing. City Ordinance No. 1166 and the 2016 California Green Building Standards Code requires a person taking out a building permit to complete a Construction and Demolition Debris Materials Questionnaire (otherwise known as the Diversion Plan) to meet current State mandates. This requirement applies to anyone who works on: (1) Additions or alterations of existing residential buildings where the addition or alteration increases the building’s area, volume, or size; or (2) New construction or any non-residential construction project requiring a permit. Why? Compliance with the 2016 Building Code and the City’s ordinance is mandatory to meet State law that requires recycling 65 percent of all construction waste materials. Failure to achieve the mandate may result in fines of up to $10,000 a day to the City of Cypress. To qualify for diversion, you must show proof of receipt through weight tickets that the construction debris was accepted at the facility.
