RESOLUTION NO. 6794
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS,
CALIFORNIA, SETTING PRIORITIES FOR FILING A WRITTEN ARGUMENT
REGARDING A PROPOSED CHARTER AMENDMENT AND DIRECTING THE
CITY ATTORNEY TO PREPARE AN IMPARTIAL ANALYSIS.
WHEREAS, a consolidated General Municipal Election is to be held in the City of
Cypress, California, on November 3, 2020, at which there will be submitted to the voters
the following Charter amendment:
Shall the measure, amending Cypress's City Charter
to require Council vacancies be filled pursuant to
State law; permit changing by ordinance Council
composition, election, and terms to comply with State
law changes; and, solely pertaining to Cypress's
municipal affairs, change publication completion
requirements for ordinances, franchises, public works
contracts, and legal notices or other matters to
alternatively permit publication by posting at three or
more Council -designated public places and
Cypress's online presence, be adopted?

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CYPRESS,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. The recitals set forth above are true and correct and incorporated
herein by this reference.
SECTION 2. The City Council hereby authorizes, but does not require, any or all
members of the City Council to file a written argument in Favor or Against the foregoing
Charter amendment measure not exceeding 300 words, accompanied by the printed
name(s) and signature(s) of the author(s) submitting it, in accordance with Article 4,
Chapter 3, Division 9 of the Elections Code of the State of Califomia. The arguments
may be changed or withdrawn until and including the date fixed by the City Clerk after
which no arguments for or against the Charter amendment may be submitted to the City
Clerk.
The arguments shall be filed with the City Clerk, signed, with the printed name(s)
and signature(s) of the author(s) submitting it, or if submitted on behalf of an organization,
the name of the organization, and the printed name and signature of at least one of its
principal officers who is the author of the argument. The arguments shall be accompanied
by the Form of Statement To Be Filed By Author(s) of Argument.
In the event that more than one written argument in Favor or Against the foregoing
Charter amendment measure is timely submitted, the City Clerk shall give preference and
priority first, to arguments submitted by a member of the City Council, as authorized by
this Resolution, and second, to individual voters, bona fide associations, or a combination
thereof, in the order set forth at California Elections Code § 9287.
SECTION 3. That the City Council directs the City Clerk to transmit a copy of the
Charter amendment to the City Attorney. In accordance with Elections Code Section
9280, the City Attorney is hereby directed to prepare an impartial analysis of the Charter
amendment not exceeding 500 words showing the effect of the amendment on the
existing law and the operation of the amendment. The analysis shall include a statement
indicating whether the amendment was placed on the ballot by a petition signed by the
requisite number of voters or by the governing body of the city. In the event the entire
text of the amendment is not printed on the ballot, nor in the voter information portion of
the sample ballot, there shall be printed immediately below the impartial analysis, in no
less than 10 -point type, the following: "The above statement is an impartial analysis of
Ordinance or Measure . If you desire a copy of the ordinance or measure, please call

the election official's office at (insert telephone number) and a copy will be mailed at no
cost to you." The impartial analysis shall be filed by the date set by the City Clerk for the
filing of primary arguments. The City Clerk shall cause the City Attorney's Impartial
Analysis, and duly selected arguments, to be printed and distributed to voters in
accordance with State law regarding same.
SECTION 4. That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original Resolutions.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Cypress
at a regular meeting held on the 22nd day of June 2020.
