Resolution No. 6815245 RESOLUTION NO. 6815 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS, AND ACTING AS EX -OFFICIO BOARD OF DIRECTORS OF THE CYPRESS RECREATION AND PARK DISTRICT, APPROVING A SIGNING BONUS AND REFERRAL FEE FOR NEWLY HIRED LATERAL POLICE OFFICERS WHEREAS, the police profession has seen a steady decline in interest in qualified candidates which has impacted recruiting of police officers in the City; and WHEREAS, the Police Department has had difficulty filling vacancies over the past several years and continues to face a significant shortage of sworn police officer positions; and WHEREAS, the creation of a hiring incentive is expected to assist the City in attracting experienced police officers in the competitive market; and WHEREAS, the hiring incentive will be comprised of two components: 1) a $5,000 signing bonus and 2) a $1,000 referral payment. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Cypress, and acting as the ex -officio Board of Directors of the Cypress Recreation and Park District, does hereby approve the hiring incentive program as follows: A. A $5,000 signing bonus will be paid to a newly hired lateral police officer. Payment will be issued in two equal installments, $2,500 the first pay period following the start date, and $2,500 subsequent to the completion of a 12 - month probationary period. A lateral police officer is defined as a sworn officer currently employed by another law enforcement agency at the time they apply for employment with Cypress and has completed a probationary period as a sworn officer. B. A referral fee in the amount of $1,000 will be paid to Cypress employees who make initial contact with and help recruit any lateral police officer that successfully completes their probationary period with the City. C. To be eligible for the referral fee the Cypress employee must be employed with the City at both the time the lateral police officer starts employment and completes their probationary period. D. Employees in Executive Management, Police Management, Human Resources and the Police Department's Personnel and Training bureau are not eligible for the referral fee. E. The hiring incentive will be effective for any lateral officer hired on or after November 10, 2020 and remain in effect until all vacancies are filled or until the City Manager determines, in consultation with Human Resources and Police Management, the program is no longer necessary or in the best interests of the City.
