Resolution No. 6829365 RESOLUTION NO. 6829 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS, AND ACTING AS EX -OFFICIO BOARD OF DIRECTORS OF THE CYPRESS RECREATION AND PARK DISTRICT, ESTABLISHING THE CLASSIFICATION OF SENIOR ACCOUNT CLERK, ELIMINATING THE CLASSIFICATION OF SENIOR LICENSING SPECIALIST AND AMENDING RESOLUTION NO. 6689 TO ADD THE CLASSIFICATION OF SENIOR ACCOUNT CLERK TO THE CYPRESS EMPLOYEES' ASSOCIATION MEMORANDUM OF UNDERSTANDING WHEREAS, the Personnel Rules and Regulations of the City of Cypress require that amendments or revisions to the Position Classification Plan, revisions to class specifications or salary adjustments for positions be approved by the City Council, and as acting as ex -officio Board of Directors of the Cypress Recreation and Park District; and WHEREAS, the City is reorganizing its departmental structure and the associated duties assigned to certain positions in the Finance and Administrative Services Department; and WHEREAS, the City is eliminating the classification of Senior Licensing Specialist and replacing it with a Senior Account Clerk; and WHEREAS, the class specification for Senior Account Clerk is established and the position added to the Cypress Employees' Association (CEA); and WHEREAS, the City notified the CEA and the CEA has no objections to the effects of adding the classification of Senior Account Clerk to the bargaining group. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Cypress, and acting as the ex -officio Board of Directors of the Cypress Recreation and Park District, does hereby approve the class specification for Senior Account Clerk and thereby amending the Cypress Employees' Association Memorandum of Understanding and that the salary for the position shall be as follows: A. General Accounting Performs a variety of general ledger and subsidiary ledger account reconciliations. Analyzes accounts to determine eligibility for refunds,reor conciles errors, and modifies accounts based upon usage; gathers supporting information 368 City of Cypress Senior Account Clerk Page 2 of 3 Prepares journal entries and various financial statements and special reports for the City's independent auditor, outside agencies and for internal use. Reviews and monitors various revenue and expenditure accounts for accuracy and budget compliance. Tracks and reconciles accounts payable, accounts receivable and cashiering ledgers as they relate to the General Ledger through journal vouchers. Balances Daily Cash Report and makes any corrections as needed. Business Licensing Administers the business license system, which may include coordinating with a third -party service provider and/or processes new business license applications, delinquent licenses, license renewals, and special county, regional, state and federal agency permits for designated businesses; assists customers with the completion of forms; , reviews applications for completion, accuracy, and compliance with department guidelines. Determines and calculates required fees for business licenses and special permits; prepares and issues receipts. Inputs new and renewed license information into computer database; issues business licenses to business owners. Evaluates, develops and documents procedures and instructional manuals/videos. Expectations: Establish and maintain effective working relationships and work cooperatively with City staff, elected official, other agencies and the community, deliver outstanding internal and external customer service; communicate effectively, orally and in writing, with the public and fellow employees; solve problems and support the City's mission, policy, goals and objectives. QUALIFICATIONS Knowledge of: Principles and practices of accounting and financial record keeping. Ability to: Exercise judgment and apply creative thinking to new circumstances; acquire knowledge of City ordinances, policies, systems and procedures governing its financial administration; prepare a variety of highly specialized financial reports and statements in accordance with predetermined requirements; efficiently operate office equipment, including a personal computer utilizing Windows-based software; maintain confidentiality and employee privacy in personnel matters; work independently with minimal supervision. Education and Experience: High school diploma or G.E.D. and three years of accounting or bookkeeping experiencing, including the preparation of and posting to accounting, financial or personnel records. License: Due to the performance of field duties, which may be required, an incumbent may drive a City vehicle in the course of business. Physical Tasks and Environmental Conditions: Ability to maintain physical condition necessary for sitting or standing for prolonged periods of time; input data into a calculator or computer; read written correspondence, reports and other records; hear and speak with others on the phone or in person. Work is performed primarily indoors in a controlled office environment. May be exposed to computer glare and vibrations, and pitch of computer and other office equipment.
